Quickly resolve difficulties and problems
Speaking at the opening of the conference, Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Hoai Anh emphasized: In recent times, the 13th Politburo has issued resolutions of strategic significance, including Resolution No. 68-NQ/TW on private economic development, creating a breakthrough for the country to develop with aspirations for prosperity.
Implementing the direction of the Party and the State, the Provincial Party Committee and the People's Committee of Thanh Hoa province always attach importance to, accompany and remove difficulties and obstacles, create an open and equal investment environment for businesses to operate, contributing to the socio -economic development of the province. However, there are still difficulties and obstacles that are considered bottlenecks, with the risk of causing loss and waste, affecting the overall development process of the province .
At the conference, representatives of the provincial police reported on the development of enterprises and import-export activities in the province. The report pointed out 5 issues: The number of enterprises temporarily suspended or dissolved is very large. Many enterprises with a large number of workers have had their orders cut, leading to the risk of workers being cut back on benefits. The rate of industrial clusters that have been invested in to attract secondary enterprises is still limited. The number of enterprises declaring additional resource tax and environmental resource fees is still limited. The import-export situation has not attracted many enterprises to open declarations in Thanh Hoa province.

Explaining the reasons for the above shortcomings and limitations, a representative of Thanh Hoa Provincial Police said that many established enterprises have small capital scale, and the simple procedures for establishing enterprises have led to many individuals using inaccurate information. Local authorities have not fully implemented their commitments on site clearance on schedule, and many investors have not arranged capital to implement the project.
In the short term, businesses have not yet reviewed records and documents in the supplementary declaration, and the supplementary declaration of invoices for sold mineral resources has not been strictly implemented. The frequency of ships entering the Nghi Son economic zone for import and export is still low, the port infrastructure is still poor, there is a lack of specialized ports, and it is not commensurate with the potential for marine economic development in Nghi Son.

Based on the report of the Provincial Police and the opinions discussed at the conference, Member of the Party Central Committee, Secretary of the Provincial Party Committee Nguyen Doan Anh highly appreciated the sense of responsibility, initiative and determination of the Standing Committee of the Provincial Police Party Committee in leading and directing the successful completion of assigned tasks, especially in advising "correctly, accurately and promptly", proposing solutions to remove difficulties for businesses. Thereby, contributing to maintaining a stable and safe environment to attract investment, promote production and business, and unleash available potential for the province's overall socio-economic development, especially in the context of deep integration and implementation of many major strategic policies and decisions of the Party and State.
Actively promote trade and expand markets
In the coming time, Provincial Party Secretary Nguyen Doan Anh requested the Provincial Public Security Party Committee to continue to strengthen leadership and direction of the entire force to promote its core role in ensuring political security, social order and safety; closely coordinate with all levels, sectors and localities to continue removing bottlenecks that hinder development, ensuring close connection between the task of protecting security and order and the requirements of socio-economic development of the province in the new situation.

The Provincial Party Secretary assigned the Standing Committee of the Provincial People's Committee to lead the Provincial People's Committee to direct and assign specific tasks to each department and branch; have a clear roadmap and progress, ensuring compliance with legal regulations; resolutely handle violations and prolonged delays; remove bottlenecks in mobilizing and effectively using resources for socio-economic development in the province.
Departments, branches and sectors focus on implementing the assigned tasks in Decision No. 5345 dated August 12, 2025 of the Provincial People's Committee on assigning members of the Steering Committee and Official Dispatch No. 395 dated August 18, 2025 of the Provincial People's Committee Party Committee on reporting on review and proposing solutions to remove difficulties and obstacles of backlogged projects in the province.
At the same time, coordinate with relevant units to proactively promote trade, expand export markets; support businesses to improve competitiveness, meet technical standards and import market regulations; encourage the development of logistics enterprises and e-commerce support services associated with Nghi Son seaport; support businesses to apply digital transformation, e-commerce, and product traceability.
The Provincial People's Committee has strengthened the membership of Working Group 2606 and the Support Group to continue to maintain effective operations. Working Group 2606 continues to urgently assess the current status of mineral mines, tax declarations of each enterprise, clarify the reasons for not declaring additional taxes according to the province's policy to propagate, disseminate, and request enterprises to declare taxes in accordance with regulations.
The provincial police continue to coordinate with relevant units to collect and consolidate records and documents for enterprises showing signs of violating the law, organize preventive measures, combat and handle them, contributing to creating a favorable and healthy environment for production and business activities of enterprises.
The Provincial Tax Department shall preside over and coordinate with the People's Committees at the commune level to conduct inspections, checks, and reviews of enterprises in the province that show signs of "high tax risks" and enterprises established for the purpose of committing illegal acts.
The Regional Customs Branch promotes reform of electronic customs procedures, shortens clearance time at Nghi Son port; publicizes and makes transparent processes and procedures to support import-export enterprises. At the same time, coordinates with related sectors to strictly control smuggling, trade fraud, counterfeit goods and prohibited goods.
The Provincial Party Secretary also requested departments and branches to focus on directing specific solutions and clear strategies, suitable to the province's geo-economic and geopolitical space to unleash resources, contributing to highly concentrating on completing the socio-economic development goals and improving the quality of life of people in the province in 2025 and the following years.
