Establishment of Hoa Lu City in Ninh Binh Province

Minister of Home Affairs Pham Thi Thanh Tra reported to the National Assembly Standing Committee on the morning of December 10th.

On the morning of December 10th, the Standing Committee of the National Assembly opened its 40th session at the National Assembly building.

At the meeting, the Standing Committee of the National Assembly approved the plan to merge Hoa Lu district with Ninh Binh city to form Hoa Lu city.

According to the Resolution on the reorganization of administrative units in Ninh Binh province for the period 2023-2025, the new Hoa Lu City has a total area of ​​150.24 km2; a population of 238,200; and borders the districts of Yen Khanh, Gia Vien, Nho Quan, Yen Mo, Tam Diep City and Nam Dinh province.

The Standing Committee of the National Assembly also agreed to establish Ninh Giang ward in the city based on Ninh Giang commune; Ninh Phuc ward based on Ninh Phuc commune; Ninh My ward based on Thien Ton town and Ninh My commune; and to merge the entire natural area and population of Phuc Thanh ward and Thanh Binh ward into Van Giang ward.

After reorganization, Hoa Lu City has 20 commune-level administrative units, including 12 wards: Bich Dao, Dong Thanh, Nam Binh, Nam Thanh, Ninh Giang, Ninh Khanh, Ninh My, Ninh Phong, Ninh Phuc, Ninh Son, Tan Thanh, Van Giang and 8 communes: Ninh An, Ninh Hai, Ninh Hoa, Ninh Khang, Ninh Nhat, Ninh Tien, Ninh Van, Truong Yen.

The resolution also stipulates the reorganization of 34 commune-level units in Ninh Binh province. After the reorganization, Ninh Binh province will have 5 districts and 2 cities, with the number of communes reduced by 18 and the number of towns increased by 1, leaving 125 commune-level units.

Minister of Home Affairs Pham Thi Thanh Tra stated that Hoa Lu district and Ninh Binh city currently have 2,818 officials, civil servants, and employees; 2,758 have been assigned to the new Hoa Lu city, leaving a surplus of 60.

The number of redundant personnel at the commune level is 369, including 159 officials, 97 civil servants, and 45 health workers. The total number of public offices in the 2 district-level units and 34 commune-level units undergoing restructuring is 242. The province continues to use 216 offices, leaving 26 in surplus.

Chairman of the Law Committee Hoang Thanh Tung said that the arrangement of district and commune-level administrative units in Ninh Binh province is in line with planning; ensures the common interests of the nation, the region and the province; and enhances the effectiveness of state management by local authorities.

Hoa Lu City is envisioned as a "Millennium Heritage City," which serves as a foundation for the city to become a national-level cultural, historical, and tourism center of international significance.

This resolution takes effect from January 1, 2025.
