Removing more than 1,700 pending real estate projects
On the morning of December 8, the Minister of Finance, authorized by the Prime Minister, submitted to the National Assembly a draft Resolution on expanding the application of special policies to remove difficulties for land projects in the conclusions of inspections, examinations, and judgments in Ho Chi Minh City, Da Nang City, and Khanh Hoa Province (Resolution 170).
According to the report, the Government said that by December 1, about 1,759 projects and real estate in Hanoi, Ho Chi Minh City, Da Nang, Khanh Hoa and Tay Ninh had been processed. This figure accounts for more than 81.3%. Thanks to that, more than 6,000 hectares of land have been put into use. The total investment capital of these projects is about VND220,433 billion. With the remaining 402 projects and real estate, localities are actively handling. The Ministry of Finance said that this result shows that removing obstacles for projects that have had inspection, examination and judgment conclusions contributes to unlocking resources to promote economic development and combat waste.
Finance Minister Nguyen Van Thang said that during the implementation process, Da Nang City and Khanh Hoa Province proposed to remove obstacles for 230 projects and land with similar legal situations. The Steering Committee for Solving Difficult Project Problems also proposed to remove about 1,104 projects. The main obstacles of these projects are related to land valuation, difficulties in selecting consulting units to re-determine land prices and slow approval of national land use planning adjustments. Therefore, the Government proposed to expand the scope of projects to be removed nationwide.
However, the Government proposes to only handle land violations that have been identified in inspection conclusions and judgments before the effective date of this draft resolution. This is to avoid new violations. The authorities also propose to proactively issue a list and implementation timeline for the projects.
