Over 1,700 stalled real estate projects have been resolved.

On the morning of December 8th, the Minister of Finance, acting on behalf of the Prime Minister, presented to the National Assembly the draft Resolution on expanding the application of special policies to address difficulties in land projects based on inspection, audit, and court rulings in Ho Chi Minh City, Da Nang City, and Khanh Hoa Province (Resolution 170).

According to the report, the Government stated that as of December 1st, approximately 1,759 projects and land plots in Hanoi, Ho Chi Minh City, Da Nang, Khanh Hoa, and Tay Ninh had been processed. This figure represents over 81.3%. As a result, more than 6,000 hectares of land have been put into use. The total investment capital of these projects is approximately 220,433 billion VND. Local authorities are actively processing the remaining 402 projects and land plots. The Ministry of Finance believes that this result shows that resolving obstacles for projects that have been subject to inspection, audit, and court rulings contributes to unlocking resources to promote economic development and combat waste.

Minister of Finance Nguyen Van Thang stated that during the implementation process, Da Nang and Khanh Hoa provinces proposed resolving obstacles for 230 projects and land issues with similar legal situations. Approximately 1,104 projects were also proposed for resolution by the Steering Committee on resolving outstanding project issues. The main obstacles for these projects relate to land valuation, difficulties in selecting consulting firms to reassess land prices, and delays in approving adjustments to the national land use plan. Therefore, the Government proposed expanding the scope of projects eligible for obstacle resolution nationwide.

However, the government proposes only addressing land violations that have been identified in inspection reports and court rulings prior to the effective date of this draft resolution. This aims to avoid the emergence of new violations. Authorities also request the autonomy to issue lists and timelines for project implementation.
