Together with Party and government agencies, the Vietnam Fatherland Front and socio -political organizations in Quang Ninh have been determined to streamline their organizational structures as directed by the Central Government and the province. This contributes to improving the quality of operations of the Vietnam Fatherland Front and socio-political organizations, and further promotes the people's right to self-governance.
Determined to streamline the apparatus to better serve development and usher the country into an era of prosperity, the Fatherland Front and political and social organizations of the province have been very active in implementing the directives of the Central Government and the province on reorganizing the political system's apparatus, in conjunction with summarizing Resolution No. 18-NQ/TW of the Central Committee of the Communist Party of Vietnam.
Specifically, the directives and documents from the Central and provincial authorities regarding the reorganization of the political system's organizational structure were disseminated to officials, union members, and association members to create consensus and high levels of understanding and responsibility throughout the entire political system, from the provincial to the grassroots level. Simultaneously, mechanisms and policies for civil servants and workers affected by the organizational restructuring were publicized.
Along with the dissemination and promotion of information, the Fatherland Front and political and social organizations of the province have reorganized their grassroots Party organizations. New Party Committees have been established for the Provincial Labor Union, the Provincial Fatherland Front, the Provincial Women's Union, the Provincial Farmers' Association, and the Provincial Veterans' Association, all under the Provincial Party Committee of Party Agencies. The provincial political and social organizations have also reorganized their departments and divisions to ensure more efficient operations.
For example, the Provincial Federation of Labor Unions reorganized the organizational structure of the industry-specific labor unions and departments under the Provincial Federation of Labor Unions. This included transferring the Quang Ninh Clean Water Joint Stock Company Labor Union to the direct control of the Provincial Federation of Labor Unions; ending the operations of four industry-specific labor unions ( Education , Construction, Transportation, and Provincial Civil Servants); and establishing new Labor Unions for Provincial Party Agencies and the Provincial People's Committee.
The specialized agency of the Provincial Labor Union has been reduced from 4 departments (Organization - Inspection, Propaganda - Women's Affairs, Policy and Law - Labor Relations, Finance) and Office to 3 departments (Organization - Inspection, Professional Affairs, Finance) and Office.
In particular, implementing Conclusion No. 127-KL/TW of the Politburo and the Central Party Secretariat, which stipulates the elimination of district-level organizations, the merger of commune-level administrative units, and the reorganization of political and social organizations and mass associations assigned tasks by the Party and the State, the Provincial Fatherland Front has proactively coordinated with relevant Party committees and the Provincial Party Organization Committee to develop the "Plan for the reorganization and streamlining of Fatherland Front agencies, political and social organizations, and mass associations assigned tasks by the Party and the State at the provincial and commune levels in the province."
Reporting at a working session with the delegation from the Standing Committee of the Party Committee of the Vietnam Fatherland Front and central mass organizations on the plan to reorganize and streamline the Vietnam Fatherland Front, political and social organizations, and mass associations assigned by the Party and State in the province on March 18th, Comrade Nguyen Van Hoi, Member of the Provincial Party Standing Committee and Chairman of the Provincial Fatherland Front Committee, emphasized: Based on political and legal grounds and practical activities in the locality, the plan is built on the principle of strongly focusing on the grassroots level, ensuring increased resources and human resources for activities at the grassroots level and in residential areas, and maintaining close ties with members and the people. At the same time, it aims to overcome the bureaucratization in operations and overlapping functions and tasks. The reorganization must ensure the highest goal of strengthening the Party's leadership, contributing to streamlining the organizational structure and improving the quality of activities, and strengthening the power of the great national unity in the new period.
To develop a quality assurance plan, the Provincial Fatherland Front Committee worked with the Standing Committees of local Party Committees on the policy of consolidating some positions in the Standing Committees of the Fatherland Front Committees of districts, towns, and cities for the 2024-2029 term. The Provincial Women's Union, the Provincial Labor Union, the Provincial Veterans Association, and the Provincial Youth Union coordinated with the Provincial Fatherland Front Committee to advise on the arrangement and streamlining of the organizational structure of the Fatherland Front, political and social organizations, and mass organizations assigned tasks by the Party and State at the provincial and commune levels…
Continuing to innovate the activities of the Vietnam Fatherland Front and other socio-political organizations is a very important task and requirement in the current period. With high consensus and determination, along with a scientific and systematic approach in organizing the apparatus, the Vietnam Fatherland Front and other socio-political organizations will continue to promote their role and mission in the new era of national development, contributing to building a solid foundation of public support and creating unity and consensus throughout society.
