According to Phuong Van Lanh, Secretary of the Hoa Thinh Commune Party Committee and Head of the program's organizing committee, drawing inspiration from the image of relief convoys during the 2025 floods, the locality aims to create an image of convoys bringing joy and allowing visitors to witness the transformation of their homeland after natural disasters through this program.
Indeed, this is an innovative tourism product because it offers tourists an emotionally rich journey, allowing them not only to admire the beautiful scenery of a region but also to fully experience the powerful resurgence of that land after a devastating natural disaster.

I recall that three years ago, Tan Hoa commune, a remote mountainous area (formerly Minh Hoa district, Quang Binh province, now part of Kim Phu commune, Quang Tri province), successfully developed a weather-adaptive tourism model and was awarded the "Best Tourism Village" award in 2023 by the World Tourism Organization (UNWTO).
The Tan Hoa area was once known as a "flood-prone region" due to its surrounding limestone mountains, often suffering 3-4 natural disasters each year. With the right policies from the government and support from businesses, this disadvantage has become an economic advantage. Floating houses have been built, not only helping people "live with the floods" but also serving as homestay accommodations. Whenever there's a flood, the homestays rise to the surface, offering tourists the opportunity to experience local life. The Nguon ethnic minority community here has received training to participate in community tourism, increasing their income. This village in the flood-prone area has become a unique tourism product, where visitors can experience a variety of services from homestays and farming activities to dining in local homes. The tourism products here are built entirely on and respect nature.
In many other places, seemingly limiting conditions have been transformed and exploited to create value. For example, the former Ninh Thuan region (now part of Khanh Hoa province) has turned its arid climate into an advantage for developing wind and solar power, specialized agriculture, and experiential tourism focusing on sandy terrain, sheep farms, and vineyards; the provinces of the Southwestern Mekong Delta have developed ecotourism during the flood season, creating a brand of distinctive flooded landscapes…
This practice demonstrates that, with a different perspective, factors once considered disadvantages can become unique resources for breakthroughs. These are vivid examples of a new development mindset: not avoiding disadvantages, but transforming them into competitive advantages; shifting from "overcoming difficulties" to "exploiting differences."
From this perspective, Dak Lak province has great potential for development, both in terms of favorable and unfavorable natural conditions. For example, it can develop tourism models adapted to the climate (dry season, rainy season); develop sports tourism, adventure tourism (water sports, trekking, mountain climbing, rafting; caravan routes to flood-prone areas, "coffee routes," etc.); agricultural tourism, experiencing harvests, coffee culture chains, and creative economy based on local brands...
However, the key is not to mechanically copy models but to change mindsets and perspectives for development. Local authorities need to accurately assess resources, shift their thinking from "fighting" to "safely adapting" to adverse natural conditions; provide training and guidance to local communities so that they not only know how to "live with natural disasters" but also how to exploit their unique characteristics to develop services and the economy; and build strong links between the State, businesses, and communities to develop distinctive and unique models and products, effectively utilizing resources. In particular, effective communication and promotion are needed to position Dak Lak as a unique and distinctive destination that stands out from the crowd…
