The first issue that must be mentioned behind the impressive tax revenue from real estate is that the removal of legal obstacles for projects has actually had results. Why do we have to say "really"? Because in the past few years, we have spent a lot of time, effort, conferences, meetings and also announced the removal of legal obstacles for this project or that project. However, the budget revenue from real estate; the number of projects brought to the market... is not proportional. Currently, the results are clearly shown through the increase in land use fees; the revenue from production and business activities related to real estate has also increased due to the speeding up of projects; the number of houses and plots of land granted red books and pink books has been specifically updated. That means the removal of hundreds, thousands of stuck projects across the country as mentioned above has had "real" results, not just achievements on paper.
Second, along with the increased revenue, tens of thousands of people have received their legitimate benefits after many years of having their pink books suspended. This is clearly shown in Ho Chi Minh City. In the past six months, since the city established Task Force 5013, more than 71,000 houses have been granted pink books. People living in projects with suspended house and land ownership certificates, where they have been granted, are "crying tears of joy", while those who have not been granted are full of hope for their turn. Every few days, half a month, this task force announces the projects officially included in the list of projects to be granted certificates and carries out procedures for the people. If the investor implements the policy correctly, the investor will be responsible for any violations; the rights of home buyers who have fulfilled their financial obligations must be guaranteed.
Third, the process and procedures for project licensing as well as issuing pink books have been shortened... helping to speed up the progress of all stages. Thereby increasing the number of approved projects, increasing the number of pink books issued, increasing supply to the market and increasing budget revenue. More importantly, the above issues also show that the situation of officials being afraid of responsibility and afraid of signing has decreased significantly compared to before. Surely we still remember that the public service system had a period of stagnation, even stagnation due to the problem of shirking responsibility by civil servants. Legal documents and official documents were passed from one door to another... for a whole year without being processed. It was so serious that the Government and local authorities had to get involved... fiercely. There were even large conferences just to dissect and solve this problem. But now, with the number of projects being resolved, the number of projects being approved, the number of pink books issued and especially the skyrocketing tax revenue, it shows that this problem has been solved.
On the other hand, the increased revenue from the increased land price list, from the increased land rent... is also an issue that needs to be carefully considered. Because the reality is that after the land price list increased sharply, many people do not have enough money to convert to residential land or get a pink book; the land rental cost of many businesses also increased sharply, affecting the output price, reducing their competitiveness in the context of general economic difficulties.
The real estate picture behind the numbers is quite clear and this is the time for competent authorities to adjust and reduce to best promote the proven effectiveness as well as "take the fire out of the boiling rice" to support people and businesses to have the conditions to maximize their internal strength in the pivotal year of the new era.
