(NADS) – “Happy Vietnam” is a photo and video contest on the topic of human rights in Vietnam organized annually by the Ministry of Information and Communications and will be held for the first time in 2023. This is a public contest for authors, both professional and amateur, Vietnamese and foreigners, both domestic and foreign, who can participate.
In 2024, the Contest will be held for the second time, launched on a national scale to attract the participation of a large number of authors from all over the country.
In order for the Contest to be organized seriously, transparently, fairly and objectively, the Ministry of Information and Communications announces the Contest Rules as follows:
PURPOSE OF REQUEST
1. Purpose
Discover and honor meaningful moments and stories about all aspects of Vietnam's political, economic, cultural and social life through photo and video works by domestic and international authors. international organizations sent participation, aiming to vividly affirm the achievements that Vietnam has achieved in the field of human rights.
Mobilizing the combined strength of all classes of people at home, the Vietnamese community abroad and international friends in communication work, promoting the image of the country and people of Vietnam to the world in order to affirming to the world that Vietnam is a peaceful, beautiful, dynamically developing and happy country.
2. Request
Contest works must ensure legality and not violate copyright. Authors submitting works must be fully responsible for the copyright of their work.
Contest works must be highly promotional and meet the criteria for artistic quality, from content to form of expression and must not violate Vietnamese customs and laws.
Encourage the application of modern information and communication technology to create good communication effects for the public.
II. CONTEST SUBJECTS
Contest participants: Vietnamese citizens and foreigners aged 15 years and older.
Members of the Organizing Committee, Board of Examiners, and Secretariat are not allowed to participate in the competition.
III. CATEGORIES OF CONTEST WORKS
The contest includes 02 categories: photo and video.
IV. CRITERIA OF CONTEST ARTWORKS
1. General criteria for content
Introducing and promoting the image of the country, Vietnamese people, cultural and natural values throughout all regions of the country; Arousing national pride and the desire for development in all walks of life to join hands in building an increasingly prosperous, prosperous and happy Vietnam.
Truly and vividly reflects development achievements in all aspects of Vietnam's political, economic, cultural and social life, especially in the work of innovation, development and international integration. .
Transmit valuable knowledge, attract strong public attention and have a wide spread at home and abroad.
Do not violate the guidelines and lines of the Party, policies and laws of the State and regulations of the Contest; in accordance with the fine customs, customs and traditions of the national culture.
2. Criteria for photo categories
Contest photos are in digital format, image files are in jpg format. The size of the shortest dimension is at least 3.000 pixels.
Each author is allowed to submit a maximum of 10 works. The author's name is taken from the name on the citizen identification card or passport.
Participating works must be created using realistic methods, collages, additions, subtractions or distortions of reality are not accepted (except for panoramas).
– Photos must not have borders, and must not display information such as names, watermarks, place names, etc.
3. Criteria for video categories
Contest videos are in digital format, video files are in mp4 format. Video image quality reaches at least Full HD or higher. Each video has a maximum length of no more than 05 minutes. File size must not exceed 200MB.
Each author or group of authors may submit no more than 10 videos for the contest. The name of the author and representative of the author group is taken according to the name in the Citizen Identification Card or passport.
Contest videos include genres: reportage, documentary, short video, skit... recorded with any device that supports filming function.
The content and plot are clear, consistent with the message and theme of the contest. Video is an original media product, copyrighted by the author, not copied from any source without permission regarding copyright of images, sounds, dialogue...
Characters appearing in the video must have the consent of the character or that character's guardian.
4. Composition time
The work was created from January 01, 01 to the end of receiving works on August 2022, 20.
Entries have not been submitted to competitions or won prizes at any previous competitions and exhibitions.
5. Copyright
The author is responsible before the law for copyright of the submitted work.
The Organizing Committee is not responsible for disputes over copyright and related rights. The Organizing Committee will revoke the prize when detecting a violation of copyright or related rights according to the provisions of law.
In case of necessity, the Organizing Committee will request the author to submit the original file to verify the information.
The Organizing Committee of the Contest is allowed to use the submitted works for free to serve the promotion of the Contest and foreign propaganda without having to pay any costs.
V. AWARD STRUCTURE
Each contest category (photo and video) has prizes and prize values as follows:
01 Gold Medal: 70.000.000 VND
02 Silver Medals: 20.000.000 VND
03 Bronze Medals: 10.000.000 VND
10 Consolation prizes: 5.000.000 VND
01 most voted work: 5.000.000 VND
The winning authors will be invited by the Organizing Committee to attend the announcement and awarding ceremony of awards and certificates on live television broadcast of Vietnam Television. The Organizing Committee will deduct personal income tax according to current regulations.
The award structure may change, based on the quality of works of each category. In addition, the Organizing Committee will award certificates of merit to authors who win Gold, Silver, Bronze Medals and the locality with the most works participating in the contest; The locality has many works that won first prizes, etc.
Authors who win Gold, Silver, Bronze, and Encouragement Medals in the photo category are considered for the title and participate in the annual Excellence in Photography Awards; Award-winning and exhibited works are considered for creative support according to the regulations of the Vietnam Association of Photographic Artists. For authors who are not members of the Vietnam Association of Photographic Artists, each winning work or exhibition will be counted when considered for membership according to the Association's Regulations.

2. Organizing Committee
The annual Contest Organizing Committee was established by the leaders of the Ministry of Information and Communications, and is responsible for organizing the Contest in accordance with current procedures and regulations.
The functions and tasks of the Organizing Committee are decided by the leaders of the Ministry of Information and Communications.
3. Composition of the Organizing Committee includes:
Leaders of the Ministry of Information and Communications: Head of the Organizing Committee;
Leader of the Department of Foreign Information: Deputy Head of the Standing Committee;
Leaders of the Vietnam Association of Photographic Artists: Deputy Head;
Leader of the Department of Foreign Affairs, Ministry of Public Security: Member;
Leader of the Press Information Department, Ministry of Foreign Affairs: Member;
Leaders of the Department of Foreign Information and International Cooperation, Central Propaganda Department: Member;
Leader of the Department of International Cooperation, Ministry of Culture, Sports and Tourism: Committee
Leader of the Center for Press and International Media Cooperation, Department of Foreign Information: Member;
Leaders of relevant departments under the Department of Foreign Information and the Center for International Press and Media Cooperation; Commissioner.
3. Implementing unit
The implementing unit is the Center for International Press and Media Cooperation, the Department of Foreign Information has the following responsibilities:
Coordinate with relevant units to help the Organizing Committee deploy, widely propagate, and guide the implementation of the Competition Rules.
Be the focal point for receiving contest entries.
Mobilize legal funding sources from organizations and individuals to support the award consideration process and organize the Award Ceremony.
Responsible for facilities and human resources serving the organization of the Contest.
4. Board of Examiners
The Jury Council was established by the Organizing Committee's decision based on the proposal of the Vietnam Association of Photographic Artists and the organizing unit.
The Jury Council includes the Preliminary Round Judge Council and the Final Round Judge Council, operating according to the Working Regulations approved by the Organizing Committee.
5. Secretariat
The Secretariat is established by the Organizing Committee's decision based on the proposal of the implementing organization.
The Secretariat is responsible for assisting the Organizing Committee and the Jury Council in carrying out work according to their functions and tasks.
VII. AWARDING RULES
Step 1: Preliminary round
Based on the collection of works submitted by the authors, the Preliminary Round Jury Council selects works that meet the criteria in section IV of the Competition Rules.
Step 2: Final round
The works entering the Final Round will be judged and selected by the Final Round Jury Council, and the results will be submitted to the Organizing Committee for consideration and a decision to recognize the award.
VIII. RESOLVING COMPLAINTS, ACCUSATION AND HANDLING OF VIOLATIONS
1. Individuals have the right to complain about the Contest results. The complaint must clearly state full name, address, reason for the complaint and be sent to the Implementing Organizing Unit. The organizing unit is responsible for reviewing and responding to complaints and reporting the results of complaint resolution to the Organizing Committee. Applications that do not have a clear name or address, or that are anonymous or impersonated, will not be considered.
2. The Organizing Committee will revoke the prize and notify the authorities to resolve according to the provisions of law in the following cases:
Participated works violate the Press Law, Publishing Law, Copyright Law, Intellectual Property Law, relevant State laws and the Rules of this Contest.
Taking advantage of awarded prizes to commit illegal acts.
The revocation of the award will be announced publicly in the mass media.
If you are a member of the Vietnam Association of Photographic Artists: The organizing committee will cancel all participating works and will not be considered for titles, excellence and creative support in 2024.
If you are not a member of the Vietnam Association of Photographic Artists: The Organizing Committee will destroy all works participating in the competition and will not consider admission to members if eligible for admission in 2024.
