Focus on installing automatic monitoring systems
According to the provisions of the law on environmental protection, especially Decree No. 05 dated January 6, 2025 of the Government amending and supplementing a number of articles of Decree No. 08 dated January 10, 2022 of the Government detailing a number of articles of the Law on Environmental Protection, establishments are required to install automatic emission monitoring systems with large emission sources. Specifically, the units must install and operate in the following fields: Coke production, coal gas production from 100 thousand m3/hour or more; recycling, treatment of domestic solid waste, ordinary industrial solid waste, hazardous waste, use of imported scrap as raw materials for production from 100 thousand m3/hour or more; thermal power with a total power generation capacity of 50 MW or more; cement production from 100 thousand m3/hour or more...

The automatic monitoring system has the advantage of being able to connect to a handheld mobile phone or TV screen to automatically warn of parameters in wastewater and emissions that are at risk of exceeding the permitted threshold. Through the review of the functional sector, the whole province has 36 production and business establishments that are required to install an automatic monitoring system.

Identifying environmental protection as an important task, from 2015 to now, 36/36 enterprises have strictly complied with the installation of automatic monitoring systems. Of these, 30 enterprises have connected the automatic monitoring system to the central monitoring station located at the Department of Agriculture and Environment. The remaining units are completing the connection, striving to complete it in the third quarter of this year.
It is known that in order for enterprises to strictly comply with regulations, recently, the Department of Agriculture and Environment has directed specialized departments to focus on propaganda and guidance for units to install automatic wastewater and emission monitoring software. The Department requires companies to arrange staff to operate the monitoring system to ensure smooth operation. Currently, each enterprise assigns 2-5 staff to monitor this system, regularly check and maintain the system, and prevent incidents from occurring. During operation, many companies also spend 1-2 billion VND to upgrade technology software to meet monitoring requirements.
Timely warning of pollution risks
Mr. Vu Van Tuong, Deputy Director of the Department of Agriculture and Environment, said that after installing the automatic monitoring system, the Department required companies to connect and transmit data to the central automatic monitoring station located at the Department to strictly control the waste source. The unit sent staff to monitor and update the parameters in the waste continuously 24/24 hours. When the system warned that there were indicators in the waste that were at risk of exceeding the standards, the Department required the enterprise to make immediate adjustments. Thanks to that, in recent years, the technical indicators in water and emissions of units with automatic monitoring stations were all within the allowable threshold, and no unit that discharged polluting waste was handled.
A typical example is Ha Bac Fertilizer and Chemical Joint Stock Company. This is a company specializing in the production of Urea with an output of hundreds of thousands of tons per year. The company discharges more than 14 thousand m3 of wastewater per day and night; every hour discharges thousands of m3 of gas from boilers.
Mr. Nguyen Dinh Hong, Deputy Director of the Company, said that in order to strictly control the parameters in water and gas emissions, in 2015, the Company invested nearly 5 billion VND to install an emission monitoring system to measure a number of indicators: Air flow, dust content, nitrous oxide content, sulfur oxide and a wastewater monitoring system to measure parameters: Ammonia, alkalinity of water-soluble substances, water temperature, amount of oxygen needed to oxidize polluting components in wastewater, suspended solids, water flow. At the end of last year, the unit continued to invest 3.2 billion VND to upgrade the emission monitoring system and install a new automatic wastewater monitoring station. After installation, the Company connected to transmit data to the Department's central automatic monitoring station.
It is known that since the automatic monitoring system was installed, the enterprise does not have to monitor wastewater manually as before, thereby promptly detecting and adjusting some parameters that are at risk of exceeding standards before discharging into the environment. For example, through monitoring, the unit discovered that at one point, the sulfur dioxide parameter in the boiler's exhaust gas was high, so limestone was added to the coal to adjust it down.
Similarly, Hoa Phu Invest Limited Liability Company, the investor of Hoa Phu Industrial Park (Hiep Hoa) infrastructure, also invested billions of VND to install an automatic wastewater monitoring system. According to the representative of this enterprise's leadership, after installation, the Company arranged 2 technical staff to operate the system to monitor wastewater treatment activities in the central area for secondary units in the industrial park to ensure column A before discharging. Thanks to this system, several times, the Company discovered that suspended solids were about to exceed the threshold, so it used chemicals to adjust accordingly.
According to the Department of Agriculture and Environment, to date, all enterprises that have installed automatic monitoring systems have controlled parameters within the allowable threshold before discharging. In the coming time, the Department will continue to review, inspect, and require enterprises to strictly comply with regulations on monitoring waste sources and improve environmental protection activities in the area.
