
More convenience, more fun.
After finishing his shift, Le Van Duy, a worker from Nghe An province currently employed at a company in Thien Huong ward, returns to his rented room where he has lived for many years. The first thing he does is open his phone and make a video call to his family back home.
Duy shared that before there was Wi-Fi, the signal was intermittent whenever he called home. Since the city's Labor Union installed free internet in his rented accommodation, communication has become much easier. He can chat with his relatives every day, and the feeling of being far from home has lessened.
Duy's joy is also the joy of thousands of migrant workers living in rented accommodations throughout the city. From mid-May 2026, the City's Labor Union launched a free wireless internet access system at 90 "Civilized and Safe Workers' Housing Areas" in the communes and wards of An Phong, Thuy Nguyen, Duong Kinh, Do Son, and Vinh Bao, with 103 connections serving nearly 4,000 workers.
At the boarding house owned by Ms. Pham Thi Diep's family in Tien Hai village, Vinh Bao commune, 12 workers are renting 10 rooms. Most are laborers from Lao Cai and Tuyen Quang provinces. Each room is about 12 square meters, self-contained, with a mezzanine and air conditioning. According to Ms. Diep, the workers' income is not high. After a hard day's work, they spend most of their time in their rooms, rarely participating in outside recreational activities.
Therefore, the internet has become a bridge helping them stay updated on information, learn, entertain themselves, and stay in touch with their families. In 2022, the Hai Phong Trade Union supported the installation of free internet in the boarding house. When the support package ended, her family continued to maintain the internet connection to serve the tenants. Now, with the addition of a free Wi-Fi system, workers have better internet access, and their mental well-being has improved significantly.
Sharing that sentiment, Mr. Do Duy Hung, owner of a boarding house at 128 Nghia Phuong, Nam Do Son ward, believes that providing free internet contributes to improving the quality of life and helps workers feel more strongly about the concern of the Trade Union organization.
Beyond meeting information needs, the internet also opens up opportunities for learning and improving professional skills for workers. Many workers take advantage of their free time to learn foreign languages, acquire professional knowledge, or update themselves on policies related to their rights. With support from the Hai Phong Trade Union, Mr. Hung also installed a camera system to ensure security in the dormitory area.
Expanding safe and compassionate living spaces.

In reality, the majority of migrant workers in Hai Phong are living in rented accommodations. While living conditions have gradually improved, many difficulties remain regarding infrastructure, environment, and support services. Since 2022, the Hai Phong City Federation of Labor Unions has been piloting the "Civilized and Safe Workers' Housing Area" model. After more than four years of implementation, the model has gradually proven its effectiveness, becoming a practical support system for migrant workers.
Besides installing free Wi-Fi, the boarding houses are also equipped with medicine cabinets, air conditioning support for rooms occupied by pregnant women or those with young children under 36 months old; provided with separate bins for organic and inorganic waste; organized free medical check-ups; visited and gave gifts during Tet and Workers' Month; disseminated legal information and many other welfare activities.
Between 2022 and 2024, 78 worker dormitories were equipped with free internet access, serving thousands of workers. The positive results from this model provide a basis for the Hai Phong Trade Union to continue expanding its implementation in the new phase.
According to Nguyen Van Quyet, Standing Vice Chairman of the Ho Chi Minh City Federation of Labor, along with taking care of jobs, wages and working conditions, improving the cultural and spiritual life of workers is always a key task of the trade union organization.
Installing free wireless internet access in workers' dormitories is one of the specific activities to implement Project No. 04 of the City's Labor Union on replicating the model of "Civilized and Safe Workers' Housing Areas" in the 2025-2030 period. Through this program, each dormitory area will not only be a place to live but also become a digital cultural space, where workers have the opportunity to study, improve their skills, and access useful information after hard working hours.
In the coming period, the City Labor Union will continue to survey and compile a list of an additional 110 lodging areas that meet the criteria for installing free internet systems. At the same time, it will strengthen activities to care for the material and spiritual lives of workers, and build a safe and friendly living environment for them. Viettel Hai Phong also recently donated 150 smart smoke sensors to 50 worker lodging areas, helping to provide early warning of fire hazards and contributing to ensuring the safety of workers and landlords.
