"Effective Mass Mobilization" Emulation Campaign in Dien Ban

The fruit of unity

To concretize the directives from the Central and Provincial authorities on mass mobilization work, the Mass Mobilization Department of the Dien Ban Town Party Committee advised the Standing Committee of the Town Party Committee to issue directives on implementing mass mobilization work and the "Skilled Mass Mobilization" emulation movement.

Accordingly, the City Party Committee's Mass Mobilization Department is stepping up its propaganda and mobilization efforts to raise awareness among cadres, Party members, and the people about the meaning and importance of mass mobilization work and the "Skilled Mass Mobilization" emulation movement in all fields, especially in building new rural areas and civilized urban areas.

In Dien Quang commune, reorganizing public cemeteries and persuading people to change their burial customs for deceased relatives is a very difficult task. The Dien Quang commune authorities predict that with the current spontaneous burial practices, there will be no more land available for local burials in the future.

Through public awareness campaigns, the people have agreed to cooperate with the authorities in re-establishing burial practices in order from furthest to nearest, with all graves having the same design.

Changes in people's burial practices have facilitated the commune's planning of public cemeteries, ensuring environmental hygiene, creating a green, clean, and beautiful landscape, and contributing to the development of a civilized rural community.

Mr. Luong Van Minh, Secretary of the Party Branch of Bao An village, Dien Quang commune, said that to achieve the consensus of the people as it is today, in addition to the correct policies of the Party and State, and the leadership and guidance of the Party committee and government, the role of the grassroots mass mobilization and Fatherland Front is very important. Especially in disseminating information and mobilizing people to truly be the main actors in the process of building a model new rural area.

In 2014, Dien Quang achieved the new rural commune status one year ahead of schedule. In 2022, Dien Quang met the standards for an advanced new rural commune, and in August 2024, the Quang Nam Provincial People's Committee recognized Dien Quang as a model new rural commune. This is a vivid testament to the fact that Dien Ban's mass mobilization efforts have been on the right track.

For the benefit of the people

In 2021, due to the deterioration of the road and the resulting flooding during the rainy season, affecting the daily lives of residents, the People's Committee of Vinh Dien Ward reported to the town and proposed an investment plan for upgrading and expanding Tran Cao Van Street (the section from Me Thu Street to Cao Thang Street). The project has a length of 270m, an implementation cost of 7.2 billion VND, and is managed by the People's Committee of Vinh Dien Ward.

According to Mr. Ngo Thanh Hai, Chairman of the Vinh Dien Ward People's Committee, after campaigning for the project, all households along the road unanimously agreed to donate land for road construction, totaling 915 square meters . The local authorities provided funding to rebuild the fences and gates.

According to the original schedule, the project was to be completed and put into use in 2023. However, the contractor only completed 38% of the contract volume before losing the capacity to continue construction, causing the project to be delayed and affecting the daily lives of the people.

“The winning bidder for the construction project requested the local authorities to terminate the contract. The ward People's Committee submitted a proposal to the Dien Ban town People's Committee for approval to select another contractor to continue the construction. The Dien Ban town People's Committee agreed to extend the implementation time by 90 days (from the date a new construction unit is selected),” said Mr. Ngo Thanh Hai.

After selecting a new contractor, the Vinh Dien ward authorities closely monitored and urged the completion of the remaining items, determined not to let residents suffer from the "dusty in the sun, muddy in the rain" conditions they experienced recently. To date, the road has been paved with asphalt, sidewalks have been laid with stone, and the street lighting system has been relocated; the contractor is currently planting trees, marking the road, and installing traffic signs.

Living along this road, Mr. Than Vinh Kim (Block 5) said that previously, the section in front of his house was under construction but unfinished, with many potholes and large cracks, affecting the lives of his family and surrounding households. During the rainy season, the road flooded, making travel very difficult and detracting from the urban landscape.

“Upon hearing that a new contractor had resumed construction, the local people were very happy and supportive, creating favorable conditions to speed up the project's progress. To date, the road has been paved with asphalt and sidewalks have been laid, and everyone is delighted because the road is almost complete in time for this year's rainy season,” Mr. Kim said.

Sharing similar sentiments with Mr. Kim, Ms. Dao Thi Ha (Block 5, Vinh Dien Ward) shared that her family's restaurant business has faced many difficulties recently due to the prolonged road construction and dust.

"Now that the road is paved and the facade of my house looks brighter, I hope my business will thrive after the road construction is completed," Ms. Ha shared.

Mr. Ngo Thanh Hai stated that after this road project, the locality will continue to implement phase 2 (the section from Cao Thang Street to Phan Thanh Tai Street) and the Nguyen Van Troi road project. Drawing on lessons learned from the previous project, the ward's stance is to carefully consider and select a contractor with sufficient capacity, absolutely ensuring that the project is not halted midway, which would affect the lives of the people.

The most difficult thing to do is to be skillful.

Over the past 15 years, the building and replication of exemplary models in the "Effective Mass Mobilization" emulation movement has been a priority for Party committees and authorities from the town level down to the communes and wards in Dien Ban town.

At the end of the year, the City Party Committee's Mass Mobilization Department issued a plan to survey the quality and effectiveness of the models; summarize, evaluate, and advise the City Party Committee's Standing Committee on rewarding and encouraging the movement.

To date, exemplary models have been replicated and effectively maintained not only within the town but also in neighboring localities. Examples include: the "New Rural Nursery" model, "Well-off households helping disadvantaged households," "Sharing breakfasts with love," "Security cameras," "Flower-lined roads," "Donating land for road construction," and "1,000 traditional Vietnamese dresses for disadvantaged women"...

To date, agencies, units, communes, and wards in Dien Ban district have registered to implement 658 "Effective Mass Mobilization" models in various fields. Of these, 62 collective models and 8 individual models have been awarded, across the fields of economy, culture and society, national defense and security, and political system building.

Mr. Tran Hai Van, Permanent Deputy Secretary of the Town Party Committee, affirmed: "The mass mobilization work and the 'Skilled Mass Mobilization' emulation movement in the town have been and are being effectively implemented. Notably, the fact that difficult tasks can be successfully accomplished through mass mobilization is what makes it skillful; mass mobilization work has made a significant contribution to the construction and development of the town."
