Thien Cam Town - the journey to becoming a dynamic tourist city.

Over 20 years of construction and development, Thien Cam town (Cam Xuyen - Ha Tinh) has strived to become a dynamic, youthful coastal tourist city, in harmony with the development of the country.

Thien Cam town was established on October 3, 2003, based on the entire natural area and population of the former Cam Long commune. Spanning over 14 ^km² , with a beach designated as a national key tourist area, Thien Cam has many advantages for socio-economic development and multi-sector development such as: agricultural production, fisheries, salt production, seafood harvesting, and tourism and service businesses.

In its early days, transitioning from a village to a town, Thien Cam faced numerous difficulties and challenges, both in terms of organizational structure and personnel, as well as socio-economic development. However, upholding the tradition of unity, diligence, and creativity, and demonstrating a spirit of self-reliance and self-improvement, the Party Committee of Thien Cam town quickly consolidated and streamlined its organizational structure, focusing on mobilizing resources to build infrastructure and develop socio-economic activities.

Thien Cam town has identified its core tasks as "economic development and increasing people's income"; and "gradually building urban infrastructure to meet the needs of people's lives and activities." To implement these tasks, the entire political system and the people are promoting economic restructuring, applying scientific and technological advancements to production, transforming crops and livestock; developing urban agricultural economic models, community-based homestay tourism linked with beach tourism and ecotourism; strengthening national unity, maintaining political stability, social order and security, and ensuring national defense and security...

Over 20 years of growth and development, Thien Cam has become a dynamic and thriving tourist town. Tourism and services have increasingly affirmed their role as driving forces for development. In 2003, the town's total budget revenue was only 1.2 billion VND, but by 2022 it had reached 24 billion VND (a 20-fold increase); per capita income reached 45 million VND/year (an increase of more than 10 times); the economic structure has shifted positively, with a rapid increase in the proportion of agricultural, fisheries, salt production, aquaculture, and tourism services; and the value of production per hectare has increased 12 times. The total state budget investment in basic construction and urban development over the past 20 years has exceeded 400 billion VND.

Over the two decades since the town's establishment and 32 years since the opening of tourism activities, Thien Cam Tourist Area has developed strongly in both scale and organization. In 2023, the number of tourists was estimated at 470,000, with total revenue exceeding 330 billion VND, creating jobs for over 500 workers. In addition, the North Thien Cam area has been and is being planned and invested in, contributing to changing the appearance, landscape, and socio-economic development of the locality.

Besides economic, cultural, educational, and health achievements, national defense and security are also actively promoted by the Party Committee and the government. The material and spiritual lives of the people are gradually improving. The town has 2 stadiums, 17 volleyball courts, 5 clubs, and 6 cultural residential areas. The kindergarten achieved national standards in phase I, and in the 2022-2023 school year, it received a commendation from the Ministry of Education and Training and a banner of emulation from the Provincial People's Committee. The health station maintains national standards. Healthcare for the people is given attention; national defense and security are ensured.

Implementing the Resolution of the Party Congress for the 2020-2025 term, Thien Cam town has always focused on Party building and the construction of the political system with the goal of "effectively utilizing existing potentials and advantages, gradually building Thien Cam town into a civilized urban area. Socio-economic development is the central task, Party building is the key task." Over the past 20 years, the locality has admitted 123 Party members, including 7 Catholic Party members. To date, the Thien Cam town Party Committee has 11 branches with 293 Party members. For many consecutive years, the Party Committee has consistently achieved the title of "clean and strong."

Thien Cam town currently has 67 inshore fishing boats and 17 offshore fishing boats (photo 1). Fishing and seafood exploitation is the main occupation of the people of Thien Cam town (photo 2). The Phu Sang fish sauce production model in Thien Cam town has achieved OCOP 3-star standard (photo 3). Thien Cam town is promoting the development of seafood processing industries to increase income for its people (photo 4).

Looking back at the achievements of 20 years of construction and development, the Party Committee, government, and people of Thien Cam town recognize that the results achieved still fall short of the demands of development. Difficulties and obstacles in mechanisms and policies have not created a breakthrough in the process of urban construction and renovation. In addition, Thien Cam has not yet effectively exploited its potential and advantages for development. The economic structure has shifted but has not yet achieved a breakthrough in key areas, and infrastructure is not yet synchronized. Tourism and services, in terms of supply and demand, remain nascent and fragmented.

In the coming period, Thien Cam town will continue to further enhance the leadership role of the Party Committee and the government, mobilizing the participation of the entire political system and the efforts of the people to successfully build a type IV urban area by 2024. The Party Committee, government, and people of Thien Cam town will continue to strive to build a clean and strong Party Committee and organizations within the political system; continue to connect with and attract investment support, and do a good job of promoting tourism to domestic and international tourists in order to build Thien Cam tourist area into a key national tourist area...

Twenty years is not a long time, but the achievements of the Party Committee, the government, and all sectors of the people of Thien Cam town are truly something to be proud of! These achievements are proof of the efforts of the entire Party and people in realizing the aspiration to make Thien Cam a bustling tourist town, increasingly prosperous, beautiful, civilized, and modern.
