Recently, coinciding with the 80th anniversary of the National Day of the Socialist Republic of Vietnam on September 2nd (1945-2025), Quang Ninh province held groundbreaking and inauguration ceremonies for many key projects. In the enthusiastic atmosphere leading up to this important national holiday, the people of the province were excited and hopeful as many social welfare projects were inaugurated and commenced construction.
Notably, the social housing project in the Ngan Hang Hill residential area (Ha Lam ward) was inaugurated with the following components: Technical infrastructure within the project area and connection to the general technical infrastructure of the project; 3 apartment buildings (2 buildings with 19 above-ground floors, 1 mezzanine floor, and 1 technical floor; 1 building with 17 floors, 1 mezzanine floor, 1 technical floor, and 1 semi-basement floor); a total construction floor area of over 125,000 m² , with 986 apartment units, including 790 social housing units for low-income earners. The project partially meets the practical housing needs of low-income people, helping workers settle down and build stable lives, feel secure and committed to their units and businesses, bringing Quang Ninh closer to the goal of completing 17,588 apartments in the 2025-2030 period, accelerating the completion of the Government's target of 1 million social housing units.
Amidst the joyful atmosphere of the nation's important days and in anticipation of the Party Congress at all levels, the province recently commenced the project to renovate and upgrade Provincial Road 330 (the section from Ba Chẽ commune to Provincial Road 342). The groundbreaking ceremony brought great joy and high expectations to the people, especially those in the eastern part of the province. Ms. Ly Thi Thanh (Khe Tam village, Ba Chẽ commune) expressed her excitement: The living standards of people in remote areas are improving; the province pays close attention to their education and healthcare. Recently, the project to renovate and upgrade Provincial Road 330 was started, much to the delight of the local people, who hope the project will be completed soon, thereby creating even more favorable conditions for people to travel and transport goods.
Along with the aforementioned projects, the province recently held a groundbreaking ceremony for the expansion project of Bai Chay Hospital in Viet Hung ward with a total investment of 210 billion VND, including many items such as the construction of a new 10-story treatment building, and the addition of modern, state-of-the-art technical equipment on par with the region. This project is extremely practical and timely, providing the hospital with the necessary infrastructure to expand its scope of medical examination and treatment; to implement more specialized and advanced techniques, so that patients can benefit from high-quality medical services right in their locality. This will contribute to saving time and costs for treatment, reducing referrals to higher-level hospitals, and easing the burden on central-level hospitals.
Beyond the aforementioned projects, in each term, the Provincial Party Committee has always prioritized the lives and legitimate interests of the people. Through specific and practical guidelines, many policies for the people, caring for their lives, have been issued and effectively implemented. For example, during the 2020-2025 term, many practical resolutions were put into practice, such as: Resolution No. 06-NQ/TU (dated May 17, 2021) of the Provincial Party Committee on sustainable socio-economic development associated with ensuring strong national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas for the period 2021-2025, with a vision to 2030; Resolution No. 17-NQ/TU (dated October 30, 2023) of the Provincial Party Committee on building and promoting the cultural values and human strength of Quang Ninh to become an endogenous resource and driving force for rapid and sustainable development...
By effectively integrating resolutions and policies, the province's total social welfare expenditure for the 2021-2025 period reached 4,278 billion VND, including many outstanding policies such as: 100% tuition fee support for preschool children, primary and secondary school students, and continuing education students studying at educational institutions in the province for the 2024-2025 school year; implementing social protection assistance policies totaling 38.5 billion VND; housing support for disadvantaged households totaling 30.7 billion VND; and funding for the repair of urgent infrastructure projects totaling 17.463 billion VND.
To date, 100% of families of war veterans and martyrs in the province have a living standard equal to or higher than the average living standard of the local population; 100% of social policy beneficiaries receive timely and full benefits from State and provincial policies; and 100% of children with special circumstances receive care and assistance. Quang Ninh has achieved the National Target Program for Sustainable Poverty Reduction 2021-2025 three years ahead of schedule, with no more poor or near-poor households according to the province's poverty standard (1.4 times higher than the central government's poverty standard in terms of income criteria).
Vocational training and labor restructuring in the agricultural and rural sectors have been effectively implemented. The average number of jobs created per year reached 29,980, exceeding the target for the 2021-2025 period (an average of 27,500 jobs per year). Quang Ninh is a leading province in implementing advanced and specialized techniques at the central level, while also strongly developing its network of medical examination and treatment facilities and emergency services, ensuring convenient access for all citizens at the grassroots level. By the end of 2024, the provincial level will have implemented nearly 50% of the techniques available at the central level. All health indicators are higher than the national average (17 doctors per 10,000 people, 1.13 times higher than the national average; the percentage of the population participating in health insurance reached 95.75%, 0.6% higher than the national average...).
Besides caring for the lives of the local people, the province also stands alongside and shares the difficulties with people in disadvantaged areas throughout the country. Recently, Quang Ninh organized a trip to Dien Bien, Son La, and Nghe An provinces to hand over 13 billion VND to support the recovery from natural disasters, flash floods, landslides, and the aftermath of Typhoon No. 3 (Typhoon Wipha) and its aftermath.
As part of the "Journey to the Roots" program commemorating the 80th anniversary of the first general election to elect the Vietnamese National Assembly on January 6th (1946-2026), the Provincial National Assembly Delegation and the Provincial Fatherland Front Committee recently provided 1.6 billion VND in support to Tuyen Quang province to implement social welfare programs. This will contribute to the construction of a boarding school for primary and secondary levels in border communes, and the program to eliminate temporary and dilapidated houses in the area.
