Practical care for people's lives

Recently, on the occasion of the 80th anniversary of the National Day of the Socialist Republic of Vietnam on September 2 (1945-2025), Quang Ninh organized the groundbreaking and inauguration of many key projects. In the exciting atmosphere towards the important holiday of the country, the people in the province were excited and hopeful when many social security projects were inaugurated and started construction.

Notably, the social housing project in the residential area of Ngan Bang Hill (Ha Lam ward) was inaugurated with the following items: Technical infrastructure system within the project and connection to the general technical infrastructure of the project; 3 apartment buildings (2 buildings with 19 floors above ground, 1 mezzanine, 1 technical floor; 1 building with 17 floors, 1 mezzanine, 1 technical floor, 1 semi-basement); total construction floor area of over ^125,000m2 , with 986 apartments, including 790 social apartments for low-income people. The project partly meets the practical housing needs of low-income people, helping workers settle down and feel secure in their work, bringing Quang Ninh closer to the goal of completing 17,588 apartments in the 2025-2030 period, accelerating the completion of the goal of 1 million social housing units set by the Government .

Also in the exciting atmosphere of the country's important days and towards welcoming the Party Congresses at all levels, the province has just started the project to renovate and upgrade Provincial Road 330 (from Ba Che commune to Provincial Road 342). The groundbreaking ceremony brought joy and great expectations to the people, especially the people in the Eastern region of the province. Ms. Ly Thi Thanh (Khe Tam village, Ba Che commune) was excited: The lives of people in remote areas are increasingly improved; education and health care for people are always given much attention by the province. Recently, the project to renovate and upgrade provincial road 330 was started, people are very excited and hope that the project will be completed soon, thereby creating more convenience for people to travel and transport goods...

Along with the above projects, the province recently organized the groundbreaking ceremony of the Bai Chay Hospital Expansion Project in Viet Hung Ward with a total investment of 210 billion VND, including many items, including the construction of a new 10-storey treatment building, adding synchronous, modern technical equipment, on par with the region... The project has a very practical and timely meaning, helping the hospital have infrastructure conditions to further expand the scope of medical examination and treatment; deploy more specialized, high-tech departments, so that patients can benefit from high-quality medical services right in the locality. Thereby, contributing to saving time and costs for treatment, limiting referrals, reducing the load on the central level...

Not only the above-mentioned projects, in each term, the Provincial Party Committee always puts the lives and legitimate interests of the people first. From specific and practical policies, many policies for the people, caring for people's lives have been issued and effectively implemented. Typically, in the 2020-2025 term, many practical resolutions have come into life, such as: Resolution No. 06-NQ/TU (dated May 17, 2021) of the Provincial Party Committee Executive Committee on sustainable socio-economic development associated with ensuring national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas for the period 2021-2025, with a vision to 2030; Resolution No. 17-NQ/TU (dated October 30, 2023) of the Provincial Party Executive Committee on building and promoting cultural values and human strength of Quang Ninh to become an endogenous resource and driving force for rapid and sustainable development...

Effectively integrating resolutions and policies for the 2021-2025 period, the province's total social security expenditure reached VND 4,278 billion, including many outstanding policies, such as: 100% tuition support for preschool children, high school students, and continuing education students studying at educational institutions in the province in the 2024-2025 school year; implementing a policy to support social protection beneficiaries of VND 38.5 billion; housing support for disadvantaged households of VND 30.7 billion; funding for emergency construction repairs of VND 17.463 billion.

Up to now, 100% of families of meritorious people in the area have a standard of living equal to or higher than the average standard of living of the local population; 100% of social policy beneficiaries have timely and fully enjoyed the policies of the State and the province; 100% of children in special circumstances have received care and assistance. Quang Ninh has completed the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 3 years ahead of schedule, with no more poor or near-poor households according to the province's poverty standards (1.4 times higher than the Central poverty standards in terms of income criteria).

Vocational training and labor restructuring in the agricultural and rural areas have been effectively implemented. The average number of employed workers has reached 29,980 workers/year, exceeding the target for the 2021-2025 period (an average of 27,500 workers/year). Quang Ninh is the leading province in implementing high-tech, specialized techniques at the central level, while strongly developing the medical examination and treatment network and emergency system to ensure that all people have convenient access right at the grassroots level. By the end of 2024, the provincial level will have implemented nearly 50% of the techniques of the central level. Health indicators are all higher than the national average (17 doctors/10,000 people, 1.13 times higher than the national average; the rate of population participating in health insurance is 95.75%, 0.6% higher than the national average...).

Not only taking care of the lives of local people, the province also accompanies and shares difficulties with people in difficult areas across the country. Recently, Quang Ninh organized a trip to Dien Bien, Son La, Nghe An provinces to present 13 billion VND in funding to support overcoming the consequences of natural disasters, flash floods, landslides and overcoming the consequences of the impact of storm No. 3 (storm Wipha) and the circulation after the storm.

As part of the "Journey to the Source" program to celebrate the 80th anniversary of the first General Election to elect the Vietnamese National Assembly on January 6 (1946-2026), the Provincial National Assembly Delegation and the Provincial Fatherland Front Committee recently presented 1.6 billion VND to Tuyen Quang province to implement social security programs. Thereby contributing to helping Tuyen Quang province build inter-level primary and secondary boarding schools in border communes; at the same time, implementing the program to eliminate temporary and dilapidated houses in the area.
