I am an educator, holding the title of lecturer in theoretical vocational education , code V.09.02.03. Due to organizational restructuring, I have been transferred to an equivalent specialist position within the same vocational education institution, code 01.003.
Later, due to work requirements, I was transferred to a different unit and was appointed to the professional rank and title of Lecturer in Theoretical Vocational Education (V.09.02.03). I would like to ask if the time I spent in the specialist rank, code 01.003, will be added to my seniority for the purpose of calculating my teaching tenure? Nguyen Thu Hien (thuhien***@gmail.com)

The seniority allowance for teachers is implemented according to the regulations in Decree No. 77/2020/ND-CP dated August 1, 2021. Accordingly, Clause 1, Article 3 of this Decree stipulates that the time for calculating seniority allowance is determined by the sum of the following periods: Time spent teaching and educating with mandatory social insurance contributions in public educational institutions;
The period of teaching and education with mandatory social insurance contributions in non-public educational institutions (for teachers currently teaching and educating in public educational institutions who previously taught and educated in non-public educational institutions).
The working time eligible for seniority allowance includes: working time classified according to one of the salary grades or titles in the customs, court, prosecution, auditing, inspection, civil enforcement, forestry, national reserves, and Party inspection sectors; working time eligible for seniority allowance in the military, police, and intelligence services; and working time eligible for seniority allowance in other sectors and professions (if any).
The period of mandatory military service that, prior to military service, was being counted towards seniority allowance.
The applicable subjects include teachers currently teaching and educating in public educational institutions who have been transferred and classified according to Government Decree No. 204/2004/ND-CP dated December 14, 2004, on the salary regime for cadres, civil servants, public employees, and armed forces personnel. Based on the above regulations, the time spent in the specialist rank (01.003) is not counted towards the time for receiving seniority allowance for teachers.
