GUIDANCE ON MANAGEMENT OF FOREIGN INFORMATION ACTIVITIES OF MINISTRY, MINISTRY-LEVEL AGENCIES AND GOVERNMENT AGENCIES
Based decree 17 / 2017 / ND-CP February 17, 02 of the Government regulating the functions, tasks, powers and organizational structure of the Ministry of Information and Communications;
Based decree 09 / 2017 / ND-CP February 09, 02 of the Government detailing the statement and provision of information to the press by state administrative agencies;
Based decree 72 / 2015 / ND-CP September 07, 9 of the Government on management of foreign information activities;
At the request of the Director of the Department of Foreign Information,
The Minister of Information and Communications promulgates a Circular guiding the management of foreign information activities of ministries, ministerial-level agencies, and agencies under the Government.
GENERAL RULES
This Circular provides guidance on the management of foreign information activities of ministries, ministerial-level agencies, and agencies under the Government.
Article 2. Subject of application
This Circular applies to Ministries, Ministerial-level agencies, Government agencies (hereinafter referred to as Ministries), relevant organizations and individuals.
Article 3. Contents of plans for foreign information activities
Ministries base on the Government's planning, programs and plans; the Government's socio-economic development goals and orientations, guiding documents of the Ministry of Information and Communications and work programs of the Ministries to develop long-term plans for foreign information activities, Medium-term, annual, including the following main tasks:
1. Assign an organization or individual to be the focal point in charge of implementing foreign information activities.
2. Develop and promulgate documents to direct and administer foreign information activities.
3. Organize annual training and professional development for officials working in foreign information affairs on the following key contents:
a) Implement state management documents on foreign information information;
b) Methods and skills for foreign information work;
c) Speaking skills and providing information to the press;
d) International situation and foreign affairs activities of the Party and State;
d) The international integration situation of Vietnam and the Ministry;
e) Situation of fighting and propagandizing to protect sea and island sovereignty, demarcation, placing markers, managing and embellishing Vietnam's boundary marker system; Countries' reactions to the East Sea issue;
g) Disseminate knowledge and raise awareness of human rights; propagate achievements in ensuring human rights of Vietnam and the Ministry;
h) Foreign information work between Vietnam and countries sharing common borders and internationally of the Ministry;
i) Disseminate the political situation, changes and policy adjustments of countries in the region; results of propaganda and foreign information work in recent times, and feedback from international public opinion on promoting Vietnam's image.
4. Develop schemes and projects on foreign information activities to perform the following key tasks:
a) Information about the Party's policies and guidelines, and the State's policies and laws;
b) Information on the international situation and foreign affairs activities of the Party and State, the country's international integration situation;
c) Promote the image of the country and the Ministry;
d) Information on the results of the Ministry's activities, especially the contents of public interest at home and abroad; explain, clarify, and fight against false information that affects the reputation and image of Vietnam and the Ministry;
d) Propagating and protecting sovereignty over seas, islands, and national borders;
e) Other tasks as requested by the Ministry.
Article 4. Funding for foreign information activities
Funding for foreign information activities of ministries, ministerial-level agencies, and agencies under the Government is guaranteed from the state budget according to current state budget decentralization and other legal financial sources. Every year, based on plans for external information activities of ministries, ministerial-level agencies, and Government agencies assigned by competent authorities, agencies and units prepare cost estimates for implementation and synthesize into the budget estimates of their agencies and units and send them to the financial agency to submit to competent authorities for consideration and decision according to the provisions of State budget law.
FOREIGN INFORMATION ACTIVITIES
Article 5. Providing information to promote the image of the Ministry
Information to promote the image of the Ministry is provided through the following methods:
1. Foreign affairs activities of the Ministry.
2. Electronic information portal of the Ministry, specialized agencies under the Ministry and agencies, in Vietnamese and foreign languages.
3. The Ministry's image promotion data system.
4. Publications in Vietnamese and foreign languages.
5. Press products of domestic mass media.
6. Products of foreign news, press and media agencies.
7. Popular media products via the internet.
8. Contact and cooperation activities with foreign press agencies.
9. Communication activities of major events held at home and abroad.
10. Other methods of foreign information activities according to the provisions of law.
Article 6. Providing explanatory and clarifying information
1. Explanatory and clarifying information are materials, documents, records, and arguments aimed at explaining, clarifying, and fighting against false information that affects the reputation and image of the Ministry.
2. When receiving false information, documents, or reports affecting the reputation and image of Vietnam in the assigned state management field, or when receiving a written request from the Ministry of Information and Communications Ministries are responsible for proactively providing documents, records, and arguments to the Ministry of Information and Communications and relevant agencies for coordination in the management and implementation of measures. information and propaganda methods to protect and enhance the reputation and image of Vietnam.
3. Materials, documents, records, explanations and clarifications include the following main contents:
a) Content of false information and updating the situation from the time of false information until the time of explanation and clarification;
b) Impact of false information on the reputation and image of the Ministry and the country;
c) The nature of the incident or phenomenon being given false information;
d) Domestic and international legal bases, experience and precedents related to handling false information;
d) Propose propaganda content in the press and guide public opinion.
4. Ministries proactively deploy information and propaganda measures to protect and enhance the reputation and image of the Ministry through the following forms:
a) Issue a Press Release explaining and clarifying false information; Spokespeople of the Ministry and specialized agencies under the Ministry speak and provide information to the press;
b) Appoint leadership representatives or spokespersons to attend press briefings organized by the Central Propaganda Department in coordination with the Ministry of Information and Communications and the Vietnam Journalists Association; Monthly conferences to provide information to the press on human rights work and foreign information organized by the Ministry of Information and Communications and the Government's Steering Committee on Human Rights to provide information, explanations, clarify for press agencies when requested by the Ministry of Information and Communications;
c) Post explanatory and clarifying information on the electronic information portal of the Ministry and specialized agencies; communication products of news agencies, newspapers and other media, in Vietnamese and foreign languages;
d) Provide information for news and press agencies to explain and clarify to fight against false information.
5. No more than seven (07) days after receiving the notice from the Ministry of Information and Communications, the Ministries are responsible for speaking out and providing information to explain, clarify, and co-send to the Ministry of Information and Communications. information to monitor and synthesize reports to the Prime Minister.
6. Information containing state secrets must comply with the law on protecting state secrets.
Article 7. Data system on foreign information of ministries
1. The Ministry's foreign information data system is a digitized data system in Vietnamese and foreign languages, introducing the Ministry's state management field and providing it to the international community and Vietnamese people. Nam at home and abroad.
2. The Ministry's foreign information data system is the official source of information about the Ministry.
3. The ministries' foreign information data system is integrated into the national database on foreign information.
4. Specialized units and press agencies under ministries are responsible for providing information and data to promote the image of the Ministry in the media.
Article 8. Propaganda about events held abroad
1. Based on the Government's foreign information activities plan or tasks assigned by the Prime Minister, ministries in charge of organizing events abroad are responsible for coordinating with the Ministry of Foreign Affairs and the Ministry of Information and Communications. Media develops and implements a propaganda plan about the event.
2. Propaganda plan for events held abroad includes the following main contents:
a) Time, location, scale, participants, delegation leader level;
b) Purpose and content of activities;
c) Content of the delegation leader's speech, content of documents and cooperation agreements (if any); Press Release;
d) Requirements and level of propaganda information;
e) Coordination responsibilities of relevant ministries, branches and press agencies;
f) Guarantee conditions.
3. At least fifteen (15) days before organizing the event, the Ministry hosting the event is responsible for notifying in writing the Ministry of Information and Communications and the Ministry of Foreign Affairs of the approved propaganda plan. and propose the need to coordinate foreign propaganda to unify implementation.
4. No later than fifteen (15) days after the end of the event abroad, the host ministry is responsible for reporting the results of activities to the Ministry of Foreign Affairs, and also to the Ministry of Information and Communications, as a basis. synthesize and report to the Prime Minister. Particularly for Vietnam Day organization activities abroad, the Ministry of Foreign Affairs is responsible for synthesizing, evaluating and annually reporting to the Prime Minister on the organization and effectiveness of the activities. Article 9. Support and cooperation with news agencies, press, media, and foreign reporters
Ministries coordinate and support news agencies, press agencies, and foreign reporters operating legally in Vietnam to organize and implement foreign information products to introduce and promote the image of the Ministry. and the country in domestic and international mass media.
MANAGEMENT OF FOREIGN INFORMATION ACTIVITIES
Article 10. Responsibilities of Ministries
1. Implement the Party's policies and guidelines and the State's laws on foreign information work according to the functions and tasks of the Ministry and responsibilities of the Ministries as prescribed in Chapter III of Decree No. 72/2015/ND-CP on management of foreign information activities.
2. Assign 01 affiliated specialized unit to act as the focal point and the officer in charge of foreign information work is responsible for advising the Ministry's Leaders to promulgate guiding documents, plans and programs related to TTDN.
3. Provide official information about the Ministry according to its functions, tasks and powers to news agencies, press, the international community and Vietnamese people abroad.
4. Coordinate with the Ministry of Information and Communications and the Steering Committee for Foreign Information Work to conduct checks, inspections, handle violations and resolve complaints and denunciations in foreign information activities according to regulations of the Law.
5. Summary, summary, and evaluation of foreign information activities according to the scope of management; Periodically before November 30 every year, send a yearly summary report and plan for foreign information activities for the following year to the Ministry of Information and Communications for synthesis and reporting to the Prime Minister. (Plan and report form specified in Appendix No. 01 and Appendix No. 02 issued together with this Circular). In unexpected cases, when the Ministry of Information and Communications has a written request, the ministries send reports to the Ministry of Information and Communications for synthesis and management purposes.
Article 11. Implementation organization
1. Ministries are responsible for directing specialized agencies to implement this Circular.
2. The Ministry of Information and Communications assigns the Department of Foreign Information to be the focal point to organize, urge and inspect the implementation of the Circular, and periodically report the results to the Minister of Information and Communications.
1. This Circular takes effect from May 22, 4.
2. During the implementation process, if there are any problems or inappropriate points arise, the Ministries are requested to report in writing to the Ministry of Information and Communications for consideration and resolution./.
