On January 15th, the Government Office announced that Prime Minister Pham Minh Chinh had signed and issued Official Dispatch No. 03/CĐ-TTg on caring for the lives and ensuring social security for people and workers during the 2024 Lunar New Year. In the dispatch, the Prime Minister requested the Chairmen of the People's Committees of provinces and centrally-governed cities to direct labor agencies to coordinate with the Provincial/City Labor Federations to require units and enterprises to proactively implement measures to overcome difficulties and actively care for the lives of workers. In addition, they are to ensure timely payment of wages and bonuses to workers in accordance with regulations, labor contracts, collective labor agreements, and the internal rules and regulations of enterprises, ensuring that all workers have a happy Lunar New Year and continue to be committed to the enterprise. At the same time, they are to arrange Lunar New Year leave according to regulations; and fully implement social insurance, health insurance, and unemployment insurance policies and benefits. Support businesses in overcoming labor shortages, preventing disruptions in the labor supply, and meeting the human resource needs for production and business after the Lunar New Year. Direct the payment of social welfare allowances for February 2024 to social protection beneficiaries before February 3, 2024. Focus on reviewing and understanding the living conditions of policy beneficiaries, people with meritorious services to the revolution, and people in difficult circumstances to provide timely and appropriate support. Organize visits and gift-giving to the correct beneficiaries, in a transparent and open manner, preventing exploitation and ensuring that all policy beneficiaries receive gifts before Tet. Urgently review and compile the number of households and individuals at risk of food shortages during the Tet holiday and the lean season at the beginning of 2024 to proactively develop timely support plans. Based on this, the Ministry of Labour, Invalids and Social Affairs will compile and propose solutions; The Ministry of Finance will appraise and submit the proposal to the Prime Minister before January 22, 2024. The Prime Minister also requested close monitoring of the labor market, timely assessment of the labor and employment situation in localities, especially in industrial parks, export processing zones, and economic zones, where there is a high concentration of workers, to facilitate workers' Tet holiday leave and return to work after Tet. Attention should be paid to supporting workers who have experienced significant income reductions, job losses, or underemployment due to natural disasters, epidemics, and businesses scaling back production and operations. Proactive measures should be implemented to maintain the supply chain of human resources, ensuring timely labor supply for businesses before and after the Lunar New Year. Monitoring the payment of salaries and bonuses at units and enterprises: The Ministry of Labour, Invalids and Social Affairs , in coordination with relevant ministries, agencies, and localities, will urge, monitor, inspect, and guide localities and agencies in implementing tasks to care for the lives and ensure social security for people and workers before, during, and after the Lunar New Year of the Year of the Dragon 2024. Vietnam Social Security will combine the payment of two months' pensions and social insurance benefits (January and February 2024) into the January 2024 payment period, completing the process before January 20, 2024. The Vietnam General Confederation of Labour is requested to direct trade unions at all levels to closely coordinate with the People's Committees of provinces and centrally-administered cities and the Ministry of Labour, Invalids and Social Affairs to monitor the labor and employment situation and inspect and supervise the payment of salaries and bonuses at units and enterprises.
