Prime Minister Pham Minh Chinh has just signed and issued a Directive on organizing the "Tet tree planting festival to forever remember Uncle Ho" and strengthening forest management, protection and development.

Nearly 770 million trees planted in 3 years
Over the years, the Party and the State have issued many policies, programs, and projects on afforestation, forest restoration, and scattered tree planting. These efforts have contributed to increasing the forest coverage rate from 40.84% in 2015 to 42.02% in 2022; maintaining and developing more than 14.7 million hectares of forest, including 4.6 million hectares of planted forest; thereby creating a stable source of raw materials for the wood and forest products processing and export industry; contributing to socio -economic development, increasing income, improving livelihoods for forest workers, protecting the environment, and responding to climate change.
Recognizing the increasingly important position and role of tree planting and afforestation in the process of socio-economic development, environmental protection, climate change adaptation and ensuring national defense and security, in 2021, the Prime Minister approved the Project "Planting one billion trees in the period 2021 - 2025".
After 3 years of implementing the Project, with the efforts of all levels, sectors and the whole society, up to now, the whole country has planted nearly 770 million trees, reaching 121% of the plan; the socialized movement of tree planting and afforestation has increasingly received attention and support from all levels, sectors, organizations and individuals. However, besides the achieved results, the work of forest development and tree planting still faces some difficulties and challenges such as: the area of land not yet planted with forests is mainly in remote areas, areas with difficult socio-economic conditions; the work of planning management and maintaining the area of land for planting urban trees has not received due attention; the current area of urban green trees is much lower than the standards on urban planning; the development of trees in some localities is still fragmented, not yet planned in a unified and synchronous manner; the coordination between the agency directly managing trees and the units managing technical infrastructure is still limited; Investment capital for forest development is still limited, allocation is slow, and the level of support for tree planting and forestation is still low compared to practical requirements.
The security and order situation related to forest management and protection in some areas is still complicated, especially in cases of disputes and encroachment on forestry land. Some localities have not really paid attention to investing in funding and providing guidance, so the progress of checking, measuring and marking forest boundaries in the field is still slow.
Organizing "Tet tree planting festival to forever remember Uncle Ho" is practical, effective, and not ostentatious
In order to organize the "Tet tree planting festival to forever remember Uncle Ho" movement practically and effectively, while strengthening forest management, protection and development to contribute to socio-economic development, adapting to climate change, mitigating natural disasters; proactively implementing international commitments, especially the commitment to bring net emissions to "0" by 2050 and implementing the Glasgow Declaration of world leaders on forests and land use at the 26th United Nations Framework Convention on Climate Change (COP26), the Prime Minister requested:
1. Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally-run cities, according to assigned functions, tasks and authorities:
a) Disseminate, propagate and organize the good implementation of forestry laws to raise awareness of all classes of people about the role, effects and value of forests, the significance of planting trees, afforestation, protecting forests, protecting the ecological environment, responding to climate change, contributing to natural disaster mitigation; organize and direct the good implementation of the movement "Tet tree planting to forever remember Uncle Ho", specifically:
- Develop, approve and effectively implement plans for scattered tree planting, concentrated forest planting, development of non-timber forest products; agroforestry; nature conservation, biodiversity associated with socio-economic development, green economy, circular economy and enhancing the multi-use value of local forests.
- The organization and implementation of "Tet tree planting to forever remember Uncle Ho" must be practical, effective, and not ostentatious; continue to synchronously and effectively implement mechanisms and policies in forestry, while strengthening social mobilization, creating conditions for agencies, organizations, unions, schools, armed forces and all classes of people to actively respond, participate in tree planting, afforestation, forest care and protection.
- Strictly manage forestry plant varieties; focus on developing multi-purpose native forestry plant species; prioritize the use of high-quality tissue culture and cuttings; combine planting of non-timber forest products to enhance the multi-use value of the forest ecosystem.
- Promote planting of dispersed perennial trees in urban areas, concentrated residential areas, industrial parks, export processing zones, cultural - historical areas, traffic corridors, combined with protection in agricultural cultivation areas.
Strictly control the conversion of forest use purposes
b) Strictly and effectively implement Directive No. 13-CT/TW dated January 12, 2017 and Conclusion No. 61-KL/TW dated August 17, 2023 of the Secretariat on strengthening the Party's leadership in forest management, protection and development; Strictly control the conversion of forest use to other purposes, especially natural forests, special-use forests and protection forests; Regularly inspect and supervise the implementation of state management responsibilities for forestry by ministries, branches and People's Committees at all levels in accordance with the provisions of law; clearly define the role of leaders in allowing violations to occur.
c) Urgently organize and complete the allocation of land, forest, and forest lease associated with the issuance of forestry land use right certificates according to Resolution No. 100/2023/QH15 dated June 24, 2023 of the National Assembly; ensure that all forest and land areas planned for forestry development must be allocated and leased to real forest owners.
d) Strengthen forest protection and management; promptly combat, prevent and strictly handle acts of deforestation, illegal encroachment and occupation of forest land, illegal exploitation, transportation and consumption of forest products, hunting, trapping, trading, transportation and consumption of wild animals.
Synchronously implement solutions to prevent and fight forest fires, and combat illegal logging and deforestation. Direct the inspection and review of forest fire prevention and fighting plans of units and forest owners; strengthen propaganda and education to raise awareness and responsibility in forest fire prevention and fighting; inspect, urge and guide people on the use of fire in and near forests, especially slash-and-burn farming; promptly detect, prevent and strictly handle organizations and individuals who violate the law.
d) Strictly implement the work of managing and monitoring the current status and changes of forests; build and promptly update the database on forest resources; conduct forest surveys, determine the current status of forest area, forest reserves, and forest carbon reserves for sustainable forest management, in order to promote the multi-use value of forest ecosystems, contributing to the socio-economic development of the country in accordance with the provisions of the law on forestry.
Improve the quality of special-use forests, protection forests and production forests that are natural forests.
2. Ministry of Agriculture and Rural Development
a) Preside over and coordinate with relevant ministries and branches to direct, guide and inspect localities to effectively implement this Directive; monitor and synthesize reports to the Prime Minister on the results of 5 years of implementing the Project to plant 1 billion trees.
b) Direct, guide, urge and inspect localities to: strengthen forest management and protection, carry out forest investigation work according to the provisions of Article 33 of the Forestry Law and Conclusion No. 61-KL/TW dated August 17, 2023 of the Secretariat, build a database and forest management records, ensure timely provision of accurate, complete and updated data on forest area and quality to serve the work of monitoring, inspection, supervision, direction and administration of state management of forestry at all levels.
c) Organize and synchronously implement programs, projects, mechanisms and policies on forest management, protection and development to improve the quality of special-use forests, protection forests and production forests which are natural forests in order to promote the functions of each type of forest, conserve forest ecosystems, biodiversity, increase forest carbon stocks and prevent and combat natural disasters, adapt to climate change; contribute to socio-economic development and ensure national defense and security.
d) Organize the management, protection and use of forest ecosystems in a scientific, transparent and effective manner, based on promoting the potential and advantages of each region and locality and the multi-use value of forest ecosystems (including the value of carbon absorption and storage) to increase economic value, create more jobs, increase income and improve livelihoods for forest workers.
d) Mobilize, manage and effectively use investment resources, investment support, and socialized capital; integrate with National Target Programs, Public Investment Programs and other Programs and projects for the period 2021 - 2025 and the following years to successfully implement the Vietnam Forestry Development Strategy for the period 2021 - 2030 and vision 2050, the Project "Planting one billion trees for the period 2021 - 2025" approved by the Prime Minister.
Popularize good models and experiences in implementing tree planting and afforestation movements.
3. The Ministry of Information and Communications shall preside over and coordinate with the Voice of Vietnam, Vietnam Television and relevant agencies to increase the time and promote propaganda, discover and disseminate good models and good experiences in implementing the tree planting and afforestation movements and managing, protecting and developing forests to adapt to climate change and mitigate natural disasters.
4. Request the Central Committee of the Vietnam Fatherland Front and socio-political organizations and social organizations to disseminate and mobilize members about the contents of this Directive and actively participate in and supervise the implementation process.
5. Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally run cities shall seriously organize the implementation of this Directive.
