Prime Minister suggests Vietnamese businesses and entrepreneurs promote '3 pioneers'

On the afternoon of October 9, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a conference where the Prime Minister met with business representatives on the occasion of Vietnamese Entrepreneurs Day (October 13).

Also attending the conference were Politburo member, Permanent Deputy Prime Minister Nguyen Hoa Binh ; Deputy Prime Minister Ho Duc Phoc; ministers, heads of ministerial-level agencies; leaders of ministries, branches, central agencies; leaders of business associations and more than 270 business delegates.

'Where there is need, where there is difficulty, there are entrepreneurs'

In his opening speech, Prime Minister Pham Minh Chinh stated that in these historic autumn days, in addition to the country's confidence, enthusiasm and development momentum, we also face many difficulties and challenges due to natural disasters, storms and floods, causing serious damage to people's lives and property. On behalf of General Secretary To Lam and the Party and State leaders, on behalf of the Government, the Prime Minister respectfully thanked businesses and philanthropists who have always accompanied the nation, the country and the people in difficult and necessary times.

The Prime Minister said that recently, the whole country celebrated the 80th anniversary of the August Revolution and National Day on September 2, and the 80th anniversary of the People's Public Security tradition. Also 80 years ago, President Ho Chi Minh sent a letter to the business community (October 13, 1945 - October 13, 2025), and since 2004, the Prime Minister has decided to take this day every year as "Vietnam Entrepreneurs' Day" - the New Year's Day for entrepreneurs, an occasion for the whole society and the country to honor entrepreneurs, businesses and businesses, entrepreneurs to exchange and share development experiences.

On the occasion of the 21st anniversary of Vietnam Entrepreneurs' Day, the Government Standing Committee is very pleased to meet with outstanding businesses and entrepreneurs across the country to promptly acknowledge and honor the achievements and contributions of the team of entrepreneurs and businesses in the cause of building and developing the country, especially in difficult times.

According to the Prime Minister, the good news is that the more pressure there is, the more our people strive and mature. In the past, we have achieved results higher month after month, higher quarter after quarter, higher year after year and this term is expected to be higher than the previous term. Thanks to that, the scale of the economy is larger, average income per capita is higher, labor productivity is higher, the material and spiritual life of the people is increasingly improved, no one is hungry, cold, hungry, or short of clothes. In that general result, there is the contribution of the team of businesses and entrepreneurs, and the team of businesses and entrepreneurs is also growing stronger and more mature.

The Prime Minister cited several examples of typical projects by Vietnamese enterprises, such as My Thuan 2 Bridge, which is bigger, more beautiful, longer, and wider than My Thuan 1 Bridge, but faster and cheaper; Long Thanh Airport, expected to be completed by the end of this year; the steel dome structures of the Vietnam Exhibition Center in Dong Anh, Hanoi, etc.; or outstanding agricultural achievements.

The Prime Minister emphasized the need to continue promoting the spirit of confidence, pride, self-reliance and self-control to take longer steps, "reaching out to sea, going deep into the earth, flying high in the sky". This is a great cause of the Party and the entire people, but the business community must play a pioneering, core and exemplary role.

To do so, it is necessary to make breakthroughs in science and technology development, innovation, and digital transformation according to Resolution 57 of the Politburo; promote the role of the private economy as the most important driving force of the economy according to Resolution 68 of the Politburo, together with the state economy playing a leading role and the foreign-invested economy playing an important role.

The Politburo issued Resolution No. 41-NQ/TW dated October 10, 2023 on building and promoting the role of Vietnamese entrepreneurs in the new era with large scale, stature, patriotism, self-reliance and aspiration to contribute. The Prime Minister stated that it is necessary to open up mechanisms to maximize the capacity, creative potential and dedication of entrepreneurs.

Up to now, the Government, ministries, branches and localities are promptly and effectively implementing many policies on business development, as well as urgently amending and supplementing laws related to investment and business; institutions are a strategic breakthrough, but at the same time they are also "bottlenecks of bottlenecks", so we must strive to turn institutions into competitive advantages, "breakthroughs of breakthroughs". Along with that, building a two-level local government, transforming the state to a development-creating administration, proactively serving people and businesses.

Recalling the main tasks and results of socio-economic development in 2025, the Prime Minister said that we have basically completed the set targets, especially the targets on social security. GDP in the third quarter increased by 8.22%, in the first 9 months it increased by 7.84% compared to the same period last year, inflation was controlled, major balances were ensured, creating a solid foundation for completing the GDP growth target for the whole year from 8.3-8.5%.

At the same time, the whole country is preparing for the 14th National Party Congress with a vibrant atmosphere and new development momentum for the nation. Therefore, the Prime Minister hopes that the business community will create a new atmosphere and new momentum, contributing to the whole country entering a new era. The Prime Minister also hopes that the business community and entrepreneurs will always stand firm on their own two feet, strive for high growth, contribute to achieving the country's GDP growth target and together grow, develop and enjoy the results.

The Prime Minister asked the delegates attending the conference to share their thoughts, visions for action, and give the Government suggestions on outstanding issues and unfinished tasks with the spirit of entrepreneurs as soldiers, "wherever needed, wherever difficult, there are entrepreneurs, together with the whole country, turning nothing into something, turning difficult into easy, turning impossible into possible". Entrepreneurs must rise up with the country and people, develop quickly and sustainably, successfully achieve the two 100-year goals, firmly protect the country's independence and sovereignty, and bring an increasingly happy and prosperous life to the people.

The number of active businesses exceeds 1 million for the first time.

According to reports and opinions at the conference, in recent times, the Party and State have continued to pay attention to developing Vietnamese enterprises and entrepreneurs; in particular, the Politburo's issuance of Resolution 68-NQ/TW in 2025 on private economic development has made an important contribution, creating a driving force to promote the development of Vietnamese enterprises and entrepreneurs.

From May 2025 to present, on average, nearly 19,000 new businesses have been established each month (of which June reached a record high with more than 24,000 newly registered businesses), an increase of nearly 48% compared to the average of the first 5 months of the year (12,907 businesses/month). As of October 5, 2025, there were approximately more than 1 million businesses operating nationwide. This is the first time in history that the number of businesses operating in Vietnam has exceeded this milestone.

In the first 9 months of 2025, the number of enterprises entering and re-entering the market reached 231,337, an increase of 26.41% over the same period in 2024 and nearly 1.2 times higher than the average number of enterprises entering and re-entering the market in the period 2020-2024 (199,697 enterprises). In the third quarter of 2025 alone, the number of enterprises entering and re-entering the market was 97,347, an increase of about 54% over the same period in 2024.

Many Vietnamese enterprises and product brands have reached regional and world levels, such as: Vietnam National Industry and Energy Group, Vietnam Electricity Group, Military Industry and Telecommunications Group, Vietnam Dairy Products Joint Stock Company, Vingroup Corporation, Hoa Phat Group Joint Stock Company, FPT Corporation, Truong Hai Group, TH Group Joint Stock Company... Vietnamese enterprises are capable of and have undertaken many large-scale projects and works, with complex techniques, modern science and technology, especially in a short time and at reduced costs.

Vietnamese enterprises and entrepreneurs have made positive contributions to the country's socio-economic development. They have contributed to stabilizing the macro-economy, promoting growth, and ensuring major balances of the economy. GDP growth in the first 9 months reached 7.84%. State budget revenue in the first 9 months reached 1.92 trillion VND, equal to 97.9% of the estimate, up 30.5% over the same period. Total import-export turnover in the first 9 months reached 680.66 billion USD, up 17.3%; trade surplus is estimated at 16.82 billion USD.

At the conference, representatives of businesses and entrepreneurs expressed their gratitude to the Party, State, Government, and Prime Minister for their attention, direction, creation, facilitation, and service to help Vietnamese businesses and entrepreneurs continuously develop and grow stronger. Businesses expressed their confidence and aspiration to rise up in the new era; improve competitiveness, accompany the Government in creating and developing the country; pioneer in digital transformation, innovation, green economy development, knowledge-based economy, improve adaptability with the country's rapid and sustainable development...

Vietnamese enterprises propose to soon submit to the Politburo a resolution on the development of State-owned enterprises; continue to implement and concretize Resolution 68 on the development of the private economy, boldly assigning work to enterprises, especially having a mechanism for placing orders with private enterprises; resolve and thoroughly handle outstanding difficulties and problems so that enterprises can feel secure in production and business; the administrative system, especially the cadres and civil servants directly handling the work, should further demonstrate the spirit of creation and service to enterprises and the people...

'Reach out to the ocean, deep into the earth and fly high into space'

In his concluding remarks, Prime Minister Pham Minh Chinh reiterated that the conference was held to commemorate October 13, 1945, exactly 80 years ago, the day President Ho Chi Minh - the great national hero and world cultural celebrity of Vietnam - sent a letter to the business community with the message and declaration: Solidarity, love, and support. It is a matter of great pride that over the past 80 years, Vietnamese businessmen and enterprises have always demonstrated this spirit.

Once again, on behalf of General Secretary To Lam and other Party, State and Government leaders, the Prime Minister congratulates, acknowledges and highly appreciates the contributions of Vietnamese entrepreneurs and businesses over the past 80 years to the cause of building and defending the country.

Sharing that the current regional and world situation continues to have rapid, complex and unpredictable developments, the Prime Minister hopes that businesses and entrepreneurs will continue to accompany the country and the nation to overcome difficulties and challenges, and develop quickly and sustainably.

The Prime Minister affirmed that the Government is committed to accompanying businesses and entrepreneurs in the spirit of creation, integrity, action, and serving the people, including businesses and entrepreneurs.

The Prime Minister stated five wishes for businesses and entrepreneurs:

Firstly, businesses and entrepreneurs must wholeheartedly follow the Party; because our Party has no other goal than to bring national independence, happiness and prosperity to the people, including entrepreneurs.

Second, businesses and entrepreneurs promote the spirit of national solidarity, solidarity within the business community, national solidarity, and international solidarity.

Third, enterprises and entrepreneurs combine the strength of enterprises, entrepreneurs and the whole people into the strength of the nation, combine the strength of the nation with the strength of the times, combine internal strength with external strength to develop the country.

Fourth, businesses and entrepreneurs accompany the nation, firmly maintain national independence and advance to socialism to bring happiness and prosperity to the people.

Fifth, businesses and entrepreneurs together with the people create the combined strength of the entire nation, "the people make history", including businesses and entrepreneurs.

The Head of Government also asked businesses and entrepreneurs to implement "3 pioneering actions":

One is to be a pioneer, exemplary, and leader in science and technology, innovation, and digital transformation; to go straight into strategic science and technology, core technology, to contribute to creating a movement, creating a trend of innovation for all people and contributing to building a digital nation.

Second, to be a pioneer, a role model, and a leader in legal production and business, we must effectively contribute to building a socialist rule-of-law state.

Third, be a pioneer, set an example, and take the lead in implementing Resolution 68 of the Politburo with the spirit that the private economy is the most important driving force of the national economy, contributing to building a socialist-oriented market economy under the leadership of the Party, the management of the State and the mastery of the people.

"With these three pioneers, together we will exploit new development spaces, reach out to the ocean, go deep into the earth and fly high into space, so that our country can develop rapidly and sustainably, steadily move towards socialism, enter a new era, develop richly, prosperously, civilized, prosperous and happy," the Prime Minister emphasized.

To implement the above specific, concise but effective, practical and feasible commitments, the Prime Minister said he welcomed the recommendations and proposals of the delegates and will continue to study, absorb and realize them in the direction of open institutions, smooth infrastructure and smart governance.

"If the institutions are not open, they must be made open; without open infrastructure, development is impossible; and governance must be smart, there is no other way," the head of the Government emphasized.
