People wait for social housing projects in Hanoi to open for sale.

A noteworthy information for people living in Hanoi who are in need of buying a house is that the Hanoi Department of Construction has just announced public information about the Social Housing Construction Investment Project, in the Kim Chung New Urban Area, Thien Loc Commune, Hanoi City. The joint venture investor is expected to receive applications for purchase, rent, and lease-purchase of apartments in CT3 building from November 10 to December 19, which means that in about a month, this project will receive applications. The estimated selling price of the project is 18.4 million VND/m2.

Thus, this is the second social housing project in Hanoi to announce the acceptance of applications, among the 6 projects expected to open for sale this year. Previously, the Thuong Thanh social housing project in Bo De ward received applications since the beginning of October, with a selling price of 29.4 million VND/m2.

For the social housing project in Thuong Thanh, the investor has chosen to collect documents online. After having valid documents, people will be given a QR code to submit hard copies of documents at the ward People's Committee. If the number of submitted documents is greater than the number of apartments in the project, buyers will have to participate in a lottery to win the right to buy. Each day, the investor will only receive and process a maximum of 70 sets of documents. The investor said that at times, several hundred people accessed to submit documents at the same time, causing the system to slow down.

Regarding the project in Kim Chung, the Hanoi Department of Construction noted that the investor only accepts applications at the only location, the Cultural - Information - Sports Center of Thien Loc commune, Hanoi city. It is strictly forbidden for organizations and individuals to take advantage of social housing policies and people's needs to collect money and deposits in violation of regulations. Any fraudulent acts when declaring and confirming documents for purchasing or renting social housing, when discovered (including during post-inspection), will be handled according to current regulations.

Although the number is small, only a few thousand units, social housing is just a drop in the ocean compared to the housing needs in Hanoi, but it has partly relieved the current thirst for cheap housing.

Be careful when preparing documents to buy social housing

Because of the small quantity and the long wait for a new project in Hanoi, after nearly 3 years of waiting, the housing market has focused on the opening sale of this social housing project in recent days.

Since the beginning of this year, information about selling purchase quotas and inviting to apply for social housing has continuously appeared, more or less disrupting the market. Hanoi City Police have even decided to prosecute a criminal case of Fraudulent appropriation of property related to the sale of social housing purchase quotas. With the collection of project documents in Bo De ward and 5 other projects, investors and authorities have also continuously issued warnings to home buyers.

In recent days, social media forums have been continuously filled with negative information about 6 social housing projects in Hanoi that have been and are about to receive applications. Offers to guide you in completing the application and making the documents look nice have also appeared everywhere.

The investors said that social housing enjoys preferential policies from the State, and is not sold through any trading floor, company or intermediary individual. Buyers must meet the conditions to prove they are low-income, submit documents, have them reviewed and drawn in order to be eligible to buy.

Mr. Le Quang Huy - Deputy General Director of BIC Vietnam Joint Stock Company said: "It is not that we approve subjectively. I also emphasize that applying technology will have tracing, subject to the supervision of the police, security, ward committee, Department of Construction, not doing whatever you want. Agencies can come in at any time, we comply with the law, ready with conflicting information with the brokers and services that are spreading".

Meanwhile, many buyers have proactively come directly to the offices of investors or the guidance points of the City Public Travel Service Center to prepare documents for the next phase of projects.

"I will submit the application after finding out official information from the investor. I will take the time to prepare the application myself first, and learn it myself, without having to go through a broker, because the application is very easy to prepare," said Ms. Tran Anh Phuong - Yen Hoa Ward, Hanoi City.

Also according to the investor, immediately after receiving information about brokers soliciting to sell purchase quotas, the authorities immediately began investigating.

Increase social housing supply to limit negative impacts

Obviously, low supply and high demand are the reasons for negative impacts in the purchase and sale of social housing. People are looking forward to the increase in the number of social housing units so that they do not have to struggle too much in queuing, waiting to apply online, and then drawing lots to buy.

Each line, each word in the application for confirmation of housing conditions…contains the great desire of Mr. Long and his wife and many other young people to buy a low-cost social housing apartment in the capital.

"My family is planning to have a baby, and the purchase is entirely based on both my husband and I's income, so we need support from the bank," said Mr. Le Dinh Long, Dong Anh Commune, Hanoi.

Mr. Nguyen Van Tu - from Hoai Duc, Hanoi City confided: "I am still a bit worried, whether I will win the lottery or not, I hope to develop more social housing".

In recent years, social housing in Hanoi, usually apartment buildings located in the inner city, has only more than 100 - to 300 apartments in a project. Large-scale projects are rare. Recently, Hanoi City has decided to approve a consortium of investors to implement a large social housing project in the suburban area of ​​Phuc Thinh commune, with a scale of more than 3,000 apartments, the largest ever. This is a solution to both increase supply and reduce pressure on the inner city.

Mr. Nguyen Chi Thanh - Vice President of Vietnam Real Estate Brokers Association said: "Even though it's a bit far away, people can enjoy the convenience and long-term stability. Building a single unit is expensive, so we have to build a so-called model with the nature of supply scale, golden module, reduce costs, and improve construction quality."

"Buying means I accept moving far away from my workplace. Honestly, being able to buy a house in Hanoi is a blessing, it doesn't matter where it is," said Nguyen Van Son, Hanoi City.

In addition, many opinions say that with the current interconnected system, the procedures for making documents for social housing buyers need to be changed to be more convenient and ensure transparency.

Mr. Nguyen Trung Kien - Project Development Director, Saigon - Hai Phong Industrial Park Company commented: "The procedure for approving the subjects could be that each province will establish a team of experts or put it into joint approval."

The Ministry of Construction has recently reported to the Government on the selection of 18 construction enterprises with the capacity to build social housing. These are enterprises with financial capacity and experience in implementing large projects. Enterprises also need to commit to long-term cooperation in developing social housing and enjoy special incentives.

This proposal is assessed by experts as being able to create a strong push to build large-scale social housing projects in the coming years. Instead of small, scattered projects, making it very difficult for buyers to buy an apartment like now.

Also related to social housing, Prime Minister Pham Minh Chinh issued telegram No. 190 on drastic implementation of solutions to increase supply, reduce housing and real estate prices, and stabilize the market.

In particular, the Prime Minister requested large cities, key areas such as Hanoi, Hai Phong, Ho Chi Minh City, Da Nang, Hue, Can Tho and provinces and cities with many industrial parks... to focus on prioritizing land funds according to planning to implement social housing projects, commercial housing with suitable prices to increase the supply of products suitable for people's income, synthesize the situation, propose breakthrough solutions to promote social housing development, and send it to the Ministry of Construction on October 10.
