Along with that, the authorities must publicize organizations and individuals who violate the law to warn people; information and propaganda work on social housing policies must also be strengthened so that people can clearly understand and avoid being scammed.
For investors of social housing projects, Da Nang requires strict compliance with the purchase and sale procedures; publicize project information on the business's information page and send it to the competent authority for posting according to regulations. When receiving documents directly, investors must arrange multiple reception points, separate by time or residential area, have guidance signs and support staff to avoid crowds. In case the number of documents exceeds the receiving capacity, investors must extend the time for receiving documents and make public announcements to ensure that all people are received.
The People's Committee of Da Nang City encourages the application of digital technology in receiving online applications, electronic queuing, and online application distribution to reduce the burden of direct procedures.
On the part of the people, the People's Committee of Da Nang City recommends that when registering to buy or lease-purchase social housing, people must proactively learn about legal regulations and project information through official channels; work directly with the investor's staff, do not transact through "brokers" or believe in "diplomatic quotas" or "internal quotas". Declare honestly and only submit documents to one project, do not ask someone else to stand in the name of the documents.
In addition, the People's Committee of Da Nang City assigned the Department of Construction of Da Nang City to preside over and coordinate with units to accelerate the progress of social housing projects; at the same time, fully publicize information about the project at least 30 days before receiving documents, including: scale, number of apartments, selling price, rental price, time - location of document distribution, start and end time of receiving documents. The publicization must be done on the website of the Department of Construction, the People's Committee of the commune where the project is located and at least once on the local press agency.
In addition, the City Department of Construction is also responsible for guiding people to prepare documents in accordance with regulations to avoid having to supplement them many times; directing relevant agencies to confirm the correct subjects, income and housing conditions according to the new form of the Ministry of Construction; publicizing the list of people eligible to buy or rent-purchase after signing the contract and updating data to avoid duplication of subjects.
Previously, the Ministry of Construction had issued an official dispatch requesting localities to rectify the submission of documents for the purchase and sale of social housing. According to the Ministry of Construction, at some social housing projects, there were situations of large crowds gathering, jostling, fighting for places in line; making their own lists of numbers, keeping spots, posing a potential risk of disputes causing disorder and insecurity.
The Ministry of Construction believes that if not promptly rectified, it will not only cause disorder and insecurity, but also potentially lead to negative consequences, creating opportunities for brokers and intermediaries to receive money to "take care of documents", sell "diplomatic quotas"... in violation of regulations, distorting policies, affecting people's trust and causing difficulties for state management at the local level.
