Mr. Duong Quoc Cuong, an agricultural extension officer of Tan Lap commune, shared that when assigned to the new commune, many agricultural extension officers had to travel about 50-70 km away from home, the mountain pass road was difficult, the commune did not have a public house, affecting their thoughts and personal life. He himself encountered difficulties when his wife was working in Da Lat city before, his children were studying in Phan Thiet city before... Therefore, he wished to be considered for a more suitable job arrangement.
Although there are still obstacles in the process of arranging the agricultural extension system according to the new model, according to Mr. Phuc, the two-level agricultural extension model, when put into stable operation, will promote positive effects in agricultural production. In addition, the Provincial People's Committee requested the Ministry of Agriculture and Environment to soon propose amendments and supplements to Decree No. 83/2018/ND-CP dated May 24, 2018 of the Government on agricultural extension, in order to ensure the effectiveness of agricultural extension work according to the two-level local government model.
To enter the new phase, Lam Dong continues to improve training standards, provide data-based agricultural extension consultancy, quickly transfer technical advances and new varieties; digital crop maps, weather forecasts, pests and diseases, electronic diaries, traceability; develop low-carbon agricultural models, save water, sustainable links in production, expand green credit and agricultural insurance.
Proper allocation of expertise
According to the Director of the National Agricultural Extension Center, Le Quoc Thanh, agricultural extension is an important task of the commune-level government, closely linked to the grassroots and the fields. In recent years, Vietnam's agricultural extension work has undergone many innovations in terms of content, methods and organization.
In the context of digital transformation spreading strongly, agricultural extension is positioned as a bridge of digital knowledge for farmers, promoting the application of technology and digital transformation in management, training, consulting and service provision. Building an agricultural extension database, developing the "Digital Agricultural Extension" and "Smart Agricultural Extension" platforms will improve management efficiency, open up new cooperation spaces, help farmers access information, technology and markets more quickly and transparently.
When agricultural extension is brought to the commune, agricultural extension officers truly become “people of the people, working for the people”, directly accompanying farmers in production, disease and disaster prevention and sustainable livelihood development. Agricultural extension activities will be multi-valued, expanding their role to the fields of policy advice, supporting production organization, rural economic development, poverty reduction, environmental protection and new rural construction.
According to the Ministry of Agriculture and Environment, as of mid-November, 12 localities nationwide had established communal public service centers following a multi-sectoral, multi-field model, including agricultural extension functions and tasks. The communal agricultural extension force was initially assigned one to two people per commune and continued to be fully staffed with two to three people per commune.
Therefore, the Ministry recommends that provinces and cities soon complete the arrangement and consolidation of the agricultural extension system according to the two-level government model, paying attention to arranging agricultural extension officers in the right fields, suitable to the production scale and specific conditions of each locality; it is necessary to issue regulations on coordination of agricultural extension work to ensure continuous and effective agricultural extension activities.
Deputy Minister of Agriculture and Environment Tran Thanh Nam said that localities promote socialization and public-private cooperation, increase the participation of research and training institutions, businesses, organizations and individuals participating in agricultural extension activities. At the same time, localities innovate the content and diversify the forms of agricultural extension activities, increase the application of information technology, digital transformation, develop electronic agricultural extension, digital agricultural extension to improve the efficiency, spread and coverage of agricultural extension. In addition, agricultural extension expands the content of activities from transferring science and technology to mainly serving production to providing information, guiding skills, organizing production, and linking along the value chain.
The goal by 2030 is to have 70% of agricultural extension models developed according to sustainable value chains, contributing to enhancing the competitiveness of Vietnamese agricultural products domestically and internationally. Localities should strengthen training and fostering of professional and highly qualified agricultural extension staff, capable of analyzing, consulting, organizing production, and guiding the transfer of technical advances in line with market needs and product value chains.
The National Agricultural Extension Center develops programs, documents and organizes training courses to improve the capacity of agricultural extension staff at all levels to meet the requirements of the task. Promote agricultural extension activities associated with the construction and development of raw material areas, value chain linkages, production according to standards, ensuring food safety, meeting domestic and export needs.
