The Government Office has just issued the conclusions of Prime Minister Pham Minh Chinh, Head of the State Steering Committee for National Key Projects and Projects in the Transport Sector, at the 9th meeting of the Steering Committee.
The Prime Minister requested that the plan for expanding the Ho Chi Minh City - Long Thanh - Dau Giay expressway be finalized for a meeting in March.
According to the Prime Minister, the task of disbursing over 422,000 billion VND in 2024 for the transport sector is very significant. Completing this task will make a crucial contribution to boosting the country's economic growth; creating jobs for the people; and creating new development opportunities to promote socio-economic development and ensure national defense and security.
Emphasizing the principle of "only discussing action, not retreating," the Prime Minister also strictly prohibited corruption, negative practices, and waste; proactively inspected and prevented problems early on, combating negative practices and preventing the emergence of complex issues; and urged localities to tightly control prices, prevent hoarding, and price gouging.
The Prime Minister requested the Ministry of Transport to review the progress of projects, develop plans, launch emulation campaigns, and strive to shorten the completion time of some major projects and items to celebrate the 50th anniversary of the liberation of the South and the reunification of the country.
Based on the results of the pilot project using sea sand, the Ministry of Transport announces the results of the pilot project using sea sand as a roadbed for automobiles and expressways.
Instruct contractors to focus resources and organize construction work in 3 shifts and 4 teams for the projects, especially the Dien Chau - Bai Vot and Cam Lam - Vinh Hao expressways, to ensure completion on schedule by April 30th.
The Ministry of Planning and Investment is tasked with urgently completing the appraisal reports for the Dau Giay - Tan Phu, Tan Phu - Bao Loc, and Ho Chi Minh City - Moc Bai expressway projects in February. At the same time, it is urgently reviewing and providing feedback on the proposal to approve the adjustment of the investment policy for the Hanoi urban railway project, Line 2, the section from Nam Thang Long to Tran Hung Dao.
The Ministry of Finance is finalizing procedures for adjusting and extending ODA loans from donors for the Nhon - Hanoi Station urban railway project.
The Prime Minister also requested the State Capital Management Committee at enterprises to direct the Vietnam Airports Corporation (ACV) and the Vietnam Expressway Investment and Development Corporation (VEC) to strictly control the quality and progress of airport projects and the Ben Luc - Long Thanh expressway project; and to direct the Vietnam Rubber Industry Group to promptly hand over the land at the Bien Hoa - Vung Tau project.
Urgently finalize and propose a specific investment plan for expanding the Ho Chi Minh City - Long Thanh - Dau Giay expressway, and report it to Deputy Prime Minister Tran Hong Ha, who will chair a meeting with relevant ministries in March.
The Ho Chi Minh City People's Committee should expedite the completion and commissioning of the Ben Thanh - Suoi Tien urban railway project.
The People's Committee of Binh Phuoc province, in coordination with the Ministry of Transport, will address the opinions of agencies under the National Assembly and the Standing Committee of the National Assembly to expedite the approval of the investment policy for the Gia Nghia - Chon Thanh project.
The People's Committees of Lang Son, Hoa Binh, and Tien Giang provinces are accelerating the progress of preparing technical designs and selecting contractors and investors for the Huu Nghi - Chi Lang, Hoa Binh - Moc Chau, and Cao Lanh - An Huu projects to ensure early commencement of construction.
