Prime Minister Pham Minh Chinh assigned the Ministry of Industry and Trade to set up an inspection team on the management and supply of electricity of EVN from early 2021 to June this year.
This content is stated in the official dispatch on ensuring electricity supply, signed and issued today by Prime Minister Pham Minh Chinh.
Accordingly, the Prime Minister requested the Ministry of Industry and Trade to carefully review and evaluate the current situation of electricity supply, especially arising factors affecting the assurance of electricity supply to increase efficiency. The Ministry will soon guide EVN to develop proactive scenarios to promptly respond to electricity difficulties, to be completed before June 10.
The Ministry of Industry and Trade must complete the Prime Minister's directive on saving electricity from 2023 to 2025; Directive on ensuring electricity supply, coal and gas supply for electricity production. These works need to be reported and submitted to the Prime Minister before June 8 and 15.
The ministry was also assigned to set up an inspection team on EVN's power supply and management from early 2021 to early June this year.
The negotiation of electricity prices with transitional renewable power projects (solar power, wind power) is required to be completed in June, in the spirit of "harmonious benefits, shared risks".
Regarding the transmission grid, the Prime Minister requested the Ministry of Industry and Trade to review and guide investment, including investment in the form of public-private partnership, and submit to the Prime Minister for promulgation a plan to implement the Power Master Plan VIII.
The Ministry of Industry and Trade will soon adjust the management and direct the National Load Dispatch Center (A0) to the Ministry in June and study appropriate and effective policies.
With the Electricity of Vietnam (EVN), the Prime Minister requested to mobilize all resources and make the best efforts to ensure solutions for electricity supply. EVN actively develops flexible scenarios to cope with difficulties in power supply.
This group is assigned to directly troubleshoot power plants, especially power plants in the North to put them into operation as soon as possible.
Coal-Mineral Industries Group (TKV) and Vietnam Oil and Gas Group (PVN) supply enough coal and gas for power plants at the request of EVN and immediately fix problems at power plants under their jurisdiction. , put into operation in June.
People's Committees of provinces and cities together with EVN, corporations and power companies implement scenarios to cope with difficulties in electricity supply and save electricity in the coming time.
The intense heat and impact of the El Nino phenomenon have increased people's demand for electricity. There is little rain in the northern provinces, so the water to the hydropower reservoirs is very low, affecting the electricity supply in the dry season this year.
The average electricity consumption of the whole country reached nearly 820 million kWh a day in May, an increase of more than 5% compared to April. On May 20 alone, the consumption volume was nearly 4 million kWh, the highest level since the beginning of the year and increasing. 19% over the same period. Peak power consumption also peaked at 5 MW and increased by 924% over the same period last year.
At the end of April, EVN forecast that the North may lack 4-1.600 MW in the dry season. More than a month later, the power supply situation is in a more "urgent" state when, according to the calculation of the National Load Dispatch Center (A4.900), the Northern power system may lack about 0 MW in case of emergency. extreme, an increase of 8.000% compared to the previous forecast. Therefore, A60 proposes to increase the maximum level of power outage of the national power system from 0 MW to 8.000 MW, equivalent to a reduction of 15.000 MW of electricity for the North. In which, the largest reduction in power supply in Hanoi and Ho Chi Minh City is about 8.100 MW.
This group said the mobilization strategy during this time still maintains the maximum operation of coal, oil and gas resources and renewable energy to keep the water level of hydropower reservoirs, and gradually raise the water level of large lakes in the North.
In addition to saving, the electricity industry also mobilizes customers to adjust usage time during peak hours of heat and participate in the load reduction (DR) program. Currently, there are about 11.000 corporate customers participating in this program, with an estimated daily electricity saving of about 20 million kWh, equivalent to 2,5% of electricity consumption.
EVN also suggested localities to save electricity by 10% in the headquarters of administrative and non-business agencies; Headquarters of power sector units reduce electricity consumption by 15%; reduce local lighting capacity by 50% over the same period last year.
