Infrastructure has been invested in to connect and support the development of smart services.

Step-by-step synchronization of digital infrastructure

In recent times, investment in telecommunications and digital infrastructure has been implemented synchronously, connecting fiber optic cables to every household and providing 4G coverage to 100% of villages and hamlets in the city. According to data provided by the Digital Transformation Department of the Department of Science and Technology, fixed broadband (FTTH fiber optic) and mobile networks have now covered 100% of villages and hamlets in the area. The rate of shared BTS station locations among businesses reached 13%; the rate of shared cable poles reached 92%; and the rate of shared cable conduits reached 49%. Thanks to this investment, the mobile broadband subscriber rate per 100 people reached 84.31%, and the rate of households with fiber optic broadband internet connection reached 83.19%. The speeds of both fixed and mobile broadband networks in the area are higher than the national average. Specifically, fixed broadband speeds reached 167.57Mbps (99.81Mbps nationwide) and mobile broadband internet access speeds reached 90.53Mbps (65.61Mbps nationwide).

The Department of Science and Technology has also focused on undergrounding and upgrading telecommunications infrastructure, with 44 routes/areas having completed undergrounding of cables and subscriber lines, and 152 routes having completed renovation and upgrading. According to Mr. Vo Van Khoai, Deputy Head of the Digital Transformation Department - Department of Science and Technology, in a short period of implementation, 50 environmentally friendly BTS stations have been invested in along the routes, ensuring 4G and 5G coverage. In addition, to eliminate network gaps and ensure safe and smooth communication on expressways and areas with difficult traffic conditions, many BTS stations have been invested in to provide mobile coverage on the La Son - Tuy Loan and La Son - Cam Lo expressways; and also to provide mobile coverage in the North-South railway tunnels through Hue city.

Connecting smart services

Hue City is striving to build a comprehensive infrastructure to support digital transformation and achieve the "4 no's, 1 yes" goal: paperless work, less mass gatherings for meetings, face-to-face public services, cashless payments, and digitized data. The city has developed and upgraded essential digital infrastructure, initially meeting the requirements for deploying digital government and smart urban services. 100% of Party and State agencies in the area are connected to the broadband network infrastructure on the Party and Government 's dedicated network to support the deployment of digital services and ensure information security. 100% of State agencies from the city level to the commune level have deployed connections to the MetroNet network, which connects to the Government's dedicated data network and the centralized internet.

According to Mr. Nguyen Duong Anh, Deputy Director of the Department of Science and Technology, the information technology infrastructure in state agencies has been invested in comprehensively. The data center serving digital transformation using cloud computing technology, currently being implemented at the Hue City Smart City Operations and Monitoring Center (HueIOC), has been invested in and upgraded to deploy systems serving the government and providing public services to organizations and individuals.

The operation of this data center has helped citizens and businesses use online public services with seamless identification and authentication, unified across all systems of government levels. To date, more than 2,230 data tables have been built for various fields: tourism, postal and telecommunications, press and publishing, transportation, health, education, culture and sports, public services, infrastructure, OCOP products, construction permits, etc. This allows state agencies, as well as individuals and businesses, to collect, extract, convert, standardize, store, manage, and share data, contributing to the effective implementation of digital government and smart city services.

To effectively implement digital transformation, local authorities continue to encourage telecommunications enterprises to deploy ultra-high-speed, high-capacity optical transmission technology; invest in building and developing high-quality mobile broadband telecommunications infrastructure, such as 4G, 5G, and next-generation networks..., gradually ensuring network security and uninterrupted communication to serve the leadership and management of state agencies and the needs of citizens and businesses for digital and smart services.

To date, telecommunications companies in the area such as Viettel, VNPT, Mobifone, etc., have invested in deploying 110 5G BTS stations in Hue City. It is expected that in 2025, these companies will continue to invest in deploying an additional 362 5G BTS stations in the city.
