DTO – This afternoon, June 5, the Ministry of Information and Communications held an online conference with 6 provinces and cities on promoting and improving the quality of providing and using online public services (DVC TT). At the conference, the delegates were introduced by representatives of the Ministry of Information and Communications about the set of criteria for evaluating the DVC Portal; the results of the first evaluation of the DVC Portal of ministries, branches and localities; discuss difficulties and obstacles in the implementation process; identify tasks to improve the quality of service delivery and use.
Up to now, only over 43% of ministries, branches and localities have issued specific action plans to implement activities to improve the quality and efficiency of providing public services; more than 92% of ministries, branches and localities have completed the implementation of the ministerial and provincial information system for handling administrative procedures on the basis of merging the DVC Portal and the electronic one-stop shop system.
Speaking at the conclusion of the conference, Minister of Information and Communications Nguyen Manh Hung - Vice Chairman of the National Committee on Digital Transformation emphasized that it is necessary to change the way of doing TT service, first of all, the way to approach and improve the quality of DVC. Ministries, branches and localities need to upgrade the software for implementing public services; urgently review administrative procedures and administrative services, prioritize 2025 essential services, have many users to simplify, restructure the implementation process, remove unnecessary intermediate steps, then simplify the remaining procedures.
At the same time, promote the implementation of the receipt of dossiers and return of administrative procedure settlement results through the public postal service to support the implementation of public services; urgently ensure the availability of remote digital signing function on the DVC Portal and encourage people to use it to perform DVC TT; It is necessary to provide adequate, diversified and improve the quality of channels for people's interaction and support.
The Minister also requested branches and localities to step up the completion of connectivity, strengthen monitoring and measurement effectively; regularly evaluate, check and verify information and data for accuracy; Contact the focal point of the National Digital Transformation Department - Ministry of Information and Communications whenever the connection has problems or unusual problems occur, striving to end the e-Government phase by 2025 to transition to the digital government phase.
