According to Mr. Luu Quang Minh, Deputy Director of the Department of Science, Technology and Engineering - Ministry of Science and Technology , in Vietnam, UAVs are identified as one of the strategic technological products with great potential, not only in defense and security but also in agriculture, transportation, logistics, environment, rescue, smart cities and especially the low-income economy.
Therefore, aerospace technology has been identified as one of Vietnam's 10 strategic technology sectors. Among the 20 strategic technology development tasks outlined in Decision No. 808/QD-TTg of the Prime Minister, two tasks relate to this field: the development of unmanned aerial vehicles (UAVs) and systems for monitoring, detecting, and suppressing UAVs; and the research and development of a national unmanned aerial vehicle (UAV) management system (UTM) to serve airspace management and low-altitude economic development.

Regarding domestic capabilities, Mr. Minh stated that Vietnam has several enterprises, institutes, and universities that have mastered at a high level the design, system integration, flight control, artificial intelligence (AI) at the edge, secure communication, materials, payload, and software.
"According to reports from businesses, the proportion of Vietnamese value in the average cost of UAVs is about 70%, and some products have been exported to high-standard markets such as the US and Europe," Mr. Minh shared.
To promote this strategic technology sector in the future, the head of the Department of Science, Technology and Engineering stated that the policy regarding UAVs is being designed to achieve two parallel goals: on the one hand, promoting the development of UAVs as a strategic technology product, and on the other hand, strictly managing flight operations to ensure national defense, security, aviation safety, and social order.
Regarding the management of UAV operations, Mr. Minh stated that Vietnam has a relatively complete legal framework for managing unmanned aerial vehicles (UAVs) and other flying vehicles, with comprehensive regulations on registration, licensing, operation, and flight safety. This is an important basis for tightly managing airspace, ensuring national defense, security, aviation safety, and social order .
