Following the directives of the Central Government, from the beginning of 2025 until now, Quang Nam province has been very urgently and decisively implementing projects and plans to streamline the organizational structure within the province's political system.

Marking a new chapter

Last weekend, the Standing Committee of the Provincial Party Committee announced the decision to terminate the activities of 11 Party groups and Party committees, as well as the Party Committee of the Provincial Agencies Bloc.

Based on that, decisions were made to establish the Party Committees of the provincial Party agencies, the Party Committee of the Provincial People's Committee, and to carry out personnel work for the two Party committees.

The Standing Committee of the Provincial Party Committee decided to appoint Comrade Nguyen Duc Dung - Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council - to the position of Secretary of the Party Committee of the Provincial Party Agencies for the term 2020 - 2025; and Comrade Le Van Dung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee - to the position of Secretary of the Party Committee of the Provincial People's Committee for the term 2020 - 2025.

Previously, during the political activities commemorating the 95th anniversary of the Party's founding (February 3, 1930 - February 3, 2025), the Standing Committee of the Provincial Party Committee also announced the decision to establish and reorganize the personnel of the Provincial Party Committee's Propaganda and Mass Mobilization Department.

According to the Provincial Party Committee's restructuring plan, Quang Nam has 22 Party organizations, including: 14 district-level Party committees, 1 town-level Party committee, 2 city-level Party committees, 2 provincial-level Party committees, 1 Provincial Military Party committee, 1 Provincial Border Guard Party committee, and 1 Provincial Public Security Party committee.

For the government sector, before February 20, 2025, the restructuring plan will reduce the number of departments from 19 to 13 (equivalent to 31.6%). The number of departmental-level units within the provincial government will be reduced by 21.6%. The number of units within public service units under the Provincial People's Committee will be reduced by 18.7%.

According to the Provincial Steering Committee for the implementation and review of Central Resolution No. 18 (12th Congress), Quang Nam province has strictly implemented the regulations and directives compared to the requirements of the Central Committee (a reduction of 15-20%). Localities have also implemented this policy quite well.

The establishment of Party Committees for provincial Party agencies and Party Committees for provincial People's Committees is a major policy of the Central Committee and the Provincial Party Committee aimed at continuing to innovate and reorganize the political system's organizational structure in the direction of being "lean, strong, efficient, effective, and effective".

The establishment of these two Party committees is also a significant political event, marking a new chapter in Party building, the construction of the political system, and the leadership, guidance, and management of the province's overall development tasks in the coming period.

Innovate thinking and leadership methods.

According to Comrade Nguyen Duc Dung, the Party Committee of the provincial Party agencies will continue to innovate leadership methods, improve the quality of Party activities, ensure comprehensive leadership of the Party Committee over subordinate Party organizations, and create unity and consensus throughout the entire Party Committee.

Focus on building a strong Party organization in terms of politics, ideology, organization, and ethics; strictly implement the Party's principles, especially the principle of democratic centralism; and maintain discipline within the Party.

“The Party Committee closely adheres to the Party's guidelines and policies, the State's laws and regulations, and the conclusions and directives of the Provincial Party Committee and its Standing Committee. Based on this, it develops and supplements the goals, directions, tasks, and solutions for implementing the political tasks of the Party Committee of the provincial Party agencies for the 2020-2025 term, in accordance with the new situation.”

"In particular, we are focusing on preparing the conditions for organizing Party congresses at all levels leading up to the 14th National Congress of the Party, ensuring compliance with the Politburo's regulations. We are also promptly implementing and ensuring the progress and quality of the work of reforming, reorganizing, and streamlining the organizational structure of agencies and units within the Party committees of the provincial Party organizations," Comrade Nguyen Duc Dung shared.

Provincial Party Secretary Luong Nguyen Minh Triet said that the establishment of the two Party committees represents a shift to a new leadership model within the Party organization, with increasingly important positions, roles, functions, and responsibilities in the current period.

These two Party Committees collectively constitute a very strong force. The members participating in the Party Committee Executive Board and the Party Committee Standing Committee are individuals holding important positions within the political system. This model demonstrates a shift in thinking and methods of leadership and management, coupled with the requirement to ensure the absolute and comprehensive leadership of the Party in all aspects of work.

"With the new model and new leadership methods, we will further enhance the effectiveness of direct and comprehensive leadership and guidance of Party organizations in reforming the Party's leadership methods, contributing to the improvement of the leadership methods of the political system."

"The two Party committees have effectively promoted the Party's leadership role, along with the leadership and direction of the government, creating a synchronized, harmonious, and coordinated approach, providing conditions and impetus for building a stronger and more developed Quang Nam province in the coming time," emphasized Comrade Luong Nguyen Minh Triet.
