To build a government at all levels that is honest, proactive, action-oriented, and truly "of the people, by the people, and for the people," Quang Ninh has consistently focused on enhancing the sense of responsibility and ethics in the performance of public duties by officials and civil servants; building a professional, disciplined, dedicated, exemplary, dynamic, and creative team of officials and civil servants who serve the people.
On the first working day after the Lunar New Year holiday of the Year of the Snake, the Department of Internal Affairs organized surprise inspections at several units and localities, focusing on agencies and units directly receiving applications and handling administrative procedures for citizens and businesses, such as: the Ha Long City Branch of the Public Administrative Service Center, the Quang Yen Town Branch of the Public Administrative Service Center; and conducting surprise inspections of discipline and order in the performance of official duties in Tran Hung Dao Ward (Ha Long City) and Cong Hoa Ward (Quang Yen Town).
Inspections revealed that 100% of civil servants working at the branches of the public administrative service center were present at their workstations, performing their duties well in welcoming, guiding, receiving, and evaluating applications, and resolving administrative procedures to serve citizens and businesses. Not only after the Tet holiday but also throughout the past period, the province has consistently instructed its officials, civil servants, and employees in agencies and units to strengthen administrative discipline and order; overcome the tendency to avoid responsibility, shirk duty, work half-heartedly, fear responsibility, and fail to meet assigned tasks. The province has also promoted the widespread implementation of Regulation No. 144-QD/TW dated May 9, 2024, of the Politburo "on the ethical and revolutionary standards of cadres and Party members in the new situation"; creating a strong transformation in the awareness, actions, and responsibilities of organizations and individuals in the political system, especially the heads of agencies, units, and localities.
The province has implemented openness and transparency in the management and operation of state administrative agencies; maximized the role and responsibility of heads of government at all levels in receiving citizens, engaging in dialogue with citizens, and promptly handling petitions, feedback, suggestions, and grievances of the people; focused on closely monitoring the grassroots level, listening to the thoughts and aspirations of the people, promptly engaging in dialogue, and directing the resolution of issues in a fair and reasonable manner; ensuring the legitimate rights and interests of the people.
In 2024 alone, state administrative agencies at all levels in the province received 6,647 visits from citizens involving 3,923 cases. A total of 9,335 complaints, denunciations, petitions, and feedback letters were received and processed; of which, 392 out of 459 complaints and 11 out of 13 denunciations under the jurisdiction of administrative agencies at all levels in the province were resolved (including forwarded cases).
Quang Ninh province has always paid close attention to and provided decisive and comprehensive guidance on administrative reform, ensuring that agencies, units, and localities effectively implement administrative reform initiatives. The total number of administrative procedures at all three levels of government in the province is 1,716. In 2024 alone, the provincial level received 149,280 administrative procedure dossiers, with a 99.8% rate of dossiers resolved on time or ahead of schedule; the district level received 600,698 dossiers, with a 99.8% rate of dossiers resolved on time or ahead of schedule; and the commune level received 185,606 dossiers, with a 99.9% rate of dossiers resolved on time or ahead of schedule.
In addition, authorities at all levels have intensified inspections and audits regarding the implementation of public service ethics by civil servants and public employees, thereby promptly rectifying work habits and styles. In 2024 alone, departments, agencies, and localities conducted 48 inspections and audits of responsibility, including specialized inspections on the performance of public duties by civil servants and public employees in 8 departments and agencies and 2 localities in handling administrative procedures serving citizens and businesses. By the end of 2024, conclusions had been issued for 39 inspections and audits. Through these inspections and audits, recommendations were made to review and hold accountable 11 collectives.
Agencies, units, and localities are directed to seriously implement the inspection conclusions of the Provincial Inspectorate regarding the responsibility of civil servants in handling administrative procedures and providing public services to citizens and businesses. They should effectively implement Directive No. 41-CT/TU dated February 15, 2024, of the Provincial Party Committee on “strengthening the Party's leadership over citizen reception and complaint resolution in the new situation,” and summarize 10 years of implementing Directive No. 35-CT/TW of the Politburo on strengthening the Party's leadership over citizen reception and complaint resolution.
Through the implementation of various solutions, units and localities have maintained and strictly enforced administrative discipline and order, practiced standard conduct and workplace culture; enhanced a sense of responsibility and efficiency in performing official duties; and focused on carrying out tasks with high concentration, decisiveness, and efficiency, ensuring progress and quality.
