To ensure that workers and laborers can "settle down and prosper," the province has recently intensified efforts to attract investment; publicly and widely announced programs, projects, plans, and land funds for the construction of social housing to attract investors to consider and invest in the province; and directed the State Bank of Vietnam to implement a loan program for social housing and worker housing. At the same time, it has allocated sufficient land with integrated technical and social infrastructure, ensuring convenient connectivity for the development of social housing, housing for industrial park workers, housing for miners, etc.
Currently, the province has 5 social housing projects that have been and are being implemented with nearly 3,200 apartments , such as: the social housing project in the Bank Hill residential area in Hong Hai and Cao Thang wards (Ha Long City), the social housing project for workers in Dong Mai Industrial Park in Dong Mai ward… Along with that, businesses in the province are also interested in building Workers' housing complex, with financial support for housing construction from the "Trade Union Shelter" fund…
Ms. Dang Thi Thuy Trang (an employee of Jinko Solar Vietnam Industrial Co., Ltd.) said: "My family lives in Ha Long City. Although I've only recently started working at the company, I've been provided with stable, secure, and fully equipped housing in the company's social housing complex, which has 420 apartments. Besides a canteen, supermarket, sports field, playground, and meeting hall, the housing complex also offers free laundry facilities. The company also provides transportation for workers and experts to and from work daily. Furthermore, the company regularly organizes many cultural, artistic, and recreational activities for its employees to improve their morale. I feel very secure working here, committed to long-term employment, and actively contributing to the company ."
To ensure the rights and policies for workers, the province regularly organizes thematic meetings and consultations with officials, workers, and employees to listen to, receive, and promptly address their requests; actively participates in providing feedback on draft laws ; and directs all levels, sectors, agencies, and businesses to implement grassroots democracy regulations as prescribed . At the same time, the province focuses on urging and guiding grassroots trade unions to coordinate with the government and relevant professional departments to develop grassroots democracy regulations, organize conferences for civil servants and employees , and sign collective labor agreements with many clauses beneficial to workers. In 2024 alone, 100% of agencies and units organized conferences . According to CBCCVC , 84% of businesses organized employee conferences , and 85 collective labor agreements were newly signed for the first time , thereby contributing to enhancing the responsibility of leaders of agencies and units, business owners, and employers in caring for the lives of workers. Ensuring stable development.
In general, units and businesses maintain salary levels that ensure the regional minimum wage as stipulated in Decree 38/2022/ND-CP and adjusted and supplemented by Decree 74/2024/ND-CP of the Government . Accordingly, the average salary paid to employees ranges from 10 to 11.5 million VND/month . Specifically , state-owned enterprises average 12-14.5 million VND/month, foreign-invested enterprises average 7.5-8.5 million VND/month, and private enterprises average 6.5-7 million VND/month .

In particular, trade union levels promptly provided support and gifts to 11,091 union members and workers affected by Typhoon No. 3 in 2024 , totaling 10.43 billion VND from the trade union budget, donations, and social contributions . Additionally, through direct support programs, 3,000 gifts in kind, worth a total of 3 billion VND, were provided to union members and workers .
The province's attention, the support of businesses, and the involvement of trade unions at all levels are the foundation that helps workers feel secure, committed, and dedicated to development. This is also a key factor in attracting and developing high-quality human resources, meeting practical requirements, and contributing to building a stronger, more civilized, and modern Quang Ninh.
