In order for workers and laborers to "settle down and have a career", in recent times, the province has promoted investment attraction; publicly and widely announced programs, projects, plans, and land funds for building social housing for investors to pay attention to and research investment in the province; directed the State Bank to implement the program of lending for social housing and workers' housing. At the same time, arrange enough land funds with synchronous technical infrastructure and social infrastructure, ensuring convenient connections for the development of social housing, housing for industrial park workers, housing for miners, etc.

The province currently has 5 social housing projects that have been and are being invested in and built with nearly 3,200 apartments such as: Social housing project in the residential area of ​​Ngan Bang hill, Hong Hai ward and Cao Thang ward (Ha Long city), Social housing project for workers of Dong Mai Industrial Park in Dong Mai ward... Along with that, businesses in the province are also interested in building   collective housing area for workers, financial support for housing construction from the "Union Shelter" fund...

In order to ensure the regime and policies for workers and laborers, the province regularly organizes conferences to meet and contact voters with cadres, workers and laborers to listen, absorb and promptly respond to recommendations; actively participate in giving opinions on draft laws ; direct all levels, sectors, agencies and enterprises to implement grassroots democracy regulations according to regulations ... At the same time, the province focuses on urging and guiding grassroots trade unions to coordinate with authorities and professional colleagues at the same level to build grassroots democracy regulations, organize conferences of civil servants and laborers , and sign collective labor agreements with many provisions beneficial to workers. In 2024 alone, 100% of agencies and units will organize conferences . CBCCVC , 84% of enterprises organized labor conferences , 85 new collective labor agreements were signed for the first time , thereby contributing to raising the responsibility of leaders of agencies, units, business owners, employers, and taking care of the lives of workers. ensure stable development

In general, units and enterprises maintain the income salary level to ensure the regional minimum wage as prescribed in Decree 38/2022/ND-CP and adjusted and supplemented according to Decree 74/2024/ND-CP of the Government . Accordingly, the average salary paid to employees is from 10 - 11.5 million VND/month . Of which , state-owned enterprises are 12-14.5 million VND/month, foreign-invested enterprises are 7.5-8.5 million VND/month, and private enterprises are 6.5-7 million VND/month .

With the motto "Ensured rights, better welfare", activities to care for workers and laborers continue to be carried out regularly and continuously, achieving good results. In particular, units mobilize resources to visit, encourage, and give gifts to workers on holidays and Tet, organize programs "Tet Sum Vay";   Maintain the " Union Tet Market" , give OCOP Quang Ninh vouchers to workers in difficulty ; develop plans, salary schemes, salary incentives and other policies, publicly announce to workers; arrange vehicles to take workers home on holidays and Tet...

In particular, trade unions at all levels promptly supported and presented gifts to 11,091 union members and workers affected by storm No. 3 in 2024 with a total amount of 10.43 billion VND from the union budget, donations and socialized sources . At the same time, through direct programs, 3,000 gifts in kind with a total value of 3 billion VND were provided to union members and workers .

The attention of the province, the companionship of enterprises and the participation of trade unions at all levels are the foundations that help workers feel secure, committed, and develop together. This is also a key factor in attracting and developing high-quality human resources, meeting practical requirements, contributing to building Quang Ninh increasingly rich , civilized and modern.
