Land clearance work is basically complete, component projects have achieved high disbursement rates, and many construction packages have exceeded 80% of the work volume. Units are focusing resources to accelerate the progress of bridges over the Red River and Duong River and inter-junction interchanges, aiming to basically complete the project in 2026 and put it into operation from 2027.

The investment plan for the construction of Ring Road 4 - Capital Region was approved by the National Assembly in Resolution No. 56/2022/QH15 dated June 16, 2022. The road has a total length of approximately 113.52 km, including 103.82 km of the main route and 9.7 km of the connecting section towards the Noi Bai - Ha Long expressway; of which, the section through Hanoi is approximately 57.52 km long, through Hung Yen province approximately 19.3 km, and through Bac Ninh province approximately 35.7 km.
The project is divided into 7 sub-projects, including land clearance projects, parallel road construction projects, and expressway projects invested under the public-private partnership (PPP) model. The total investment for the entire project is approximately VND 85,813 billion, of which VND 28,173 billion comes from the central government budget, VND 28,193 billion from the local government budget, and VND 29,447 billion from the BOT (Build-Operate-Transfer) model.
Many construction packages have reached over 80% of the work volume.
According to the Hanoi City Transport Project Management Board, land clearance has achieved significant results, with localities completing the recovery of 800.15 hectares of land, reaching 100% of the plan. All 13/13 resettlement areas have been completed; 10,345 graves have been relocated. High-voltage power lines (110 kV, 220 kV, and 500 kV) have also been completely relocated to facilitate construction.
In addition, the disbursement of funds continues to be maintained at a high level. Component Project 1.1 has disbursed 10,627/13,362 billion VND, reaching 79.5%. Component Project 2.1 has disbursed 3,244.897/3,371.6 billion VND. Component Project 3 has disbursed 7,592.131/8,628.272 billion VND; in 2026 alone, 1,589.618/2,625.759 billion VND has been disbursed, reaching 60.54% of the plan.
For Component Project 2.1, which involves the construction of parallel roads in Hanoi, the bridges, culverts, and auxiliary works have been largely completed. Approximately 35 km of asphalt concrete has been laid along the entire 50.76 km route. The value of work completed reached approximately 3,596/4,205 billion VND, equivalent to about 85% of the contract volume.
Many contract packages have entered the completion phase; in particular, contract package 08/TP2-XL has basically completed the roadbed and asphalt paving; contract package 09/TP2-XL has completed most of the lighting system, road markings, signs and traffic management items. The remaining contract packages are continuing to complete the roadbed and asphalt paving according to plan.
Accelerate the completion of key items along the route.
For Component Project 3 - the Ring Road 4 - Capital Region Expressway, a BOT contract has been signed with the consortium of investors and the project enterprise, Hanoi Ring Road 4 Expressway Joint Stock Company, with a total value of VND 53,552.825 billion; of which, the state budget support is VND 23,608.623 billion and the capital arranged by the investor is VND 29,944.202 billion.
According to the Hanoi Department of Transport, within the scope of the public investment sub-project under Component Project 3, there are 12 construction packages. To date, the contractor selection process has been completed and construction is underway on 9 construction packages; the remaining 3 packages related to traffic safety and street lighting will be implemented during the project completion phase.
On the construction site, the project enterprise has deployed 43 construction teams for 9 construction packages, focusing on implementing bridge, approach bridge, and interchange components along the entire route. Contractors are currently constructing bored piles at Hong Ha Bridge, Me So Bridge, Hoai Thuong Bridge, as well as the approach bridges and interchanges of the project. To date, approximately 1,701 out of 1,979 bored piles have been completed; 121 pier foundations, 98 pier shafts have been constructed, and 212 Super T girder segments have been cast.
The Project Management Board has advanced 6,009 billion VND to the investor and project enterprise under the BOT contract; the payment value to date has reached 1,589.618 billion VND. For the portion of the project using capital mobilized by the investor, the Department of Construction has completed the appraisal; the investor and project enterprise have signed a credit agreement and are mobilizing resources to commence construction in June 2026.
According to the plan, the units will focus resources on constructing three key projects: the Hong Ha Bridge, the Me So Bridge over the Red River, and the Hoai Thuong Bridge over the Duong River, striving for technical completion before the APEC 2027 Conference. In addition, the project prioritizes the early completion of right-hand ramps at interchanges such as the Noi Bai - Lao Cai Expressway, the Me Linh axis, Thang Long Boulevard, National Highway 6, etc., in order to quickly connect seamlessly with the parallel road system and maximize the operational efficiency of the entire route.
Pressure from market conditions and fluctuating material prices.

Although localities have completed 100% of compensation, land acquisition, and payment, some areas are still undergoing demolition and have not been fully handed over to contractors. These remaining areas include: Me Linh, Yen Nghia, and Tam Hung in Hanoi (requiring the relocation of some lighting poles, power lines, water pipes, and trees); Lac Dao, Me So, and Nhu Quynh communes in Hung Yen province; and Nam Son ward and Chi Lang commune in Bac Ninh province.
Project investors involved in land clearance in the area are requested to focus on resolving and completing land clearance for the remaining area, including relocating technical infrastructure, addressing outstanding land issues, and acquiring additional land in the areas of intersections with the Phap Van - Cau Gie Expressway, the Hung Yen Provincial Heritage Road, the Hanoi - Hai Phong Expressway, and Thang Long Boulevard.
Another difficulty is the volatile political situation worldwide and conflicts in the Middle East, which have led to instability in domestic fuel prices, especially the price of diesel – the main fuel used in construction. This situation has at times increased transportation costs, the price of construction materials and supplies, and construction costs, significantly impacting the overall progress of the project as planned.
To address these difficulties, the Transport Department proposed that the Hanoi People's Committee direct relevant units to promptly publish material prices and construction price indices on a monthly or periodic basis, ensuring they are appropriate and closely reflect market price fluctuations, serving as a basis for investors to adjust construction contract prices.
At the same time, the Hanoi Transport Department requested the Ministry of Finance to consider and study the content of Notice No. 260/TB-VPCP dated May 25, 2026, from the Government Office and Document No. 2233/UBND-ĐT dated May 22, 2026, from the Hanoi People's Committee, in order to report to the Government for approval and to report to the Standing Committee of the National Assembly to allow the Hanoi People's Council to pass a resolution amending Resolution No. 56/2022/QH15 of the National Assembly after the Law on the Capital City of 2026 takes effect from July 1, 2026.
