The Tuyen Quang - Ha Giang expressway project, the section passing through Tuyen Quang province, is entering a crucial construction phase with the goal of completing it on schedule.
Take advantage of sunny days for construction.
In early March, the atmosphere at the Tuyen Quang - Ha Giang expressway construction site was extremely hectic. Visiting package 19, being constructed by Truong Son Construction Corporation and Thanh Hung Investment and Construction Co., Ltd., our reporter observed dozens of workers diligently working under the scorching sun. The sounds of excavators and road rollers echoed everywhere.
Mr. Nguyen Van Hoa, an excavator operator for a contractor, shared: "For the past three weeks, the persistent drizzle and damp soil have made embankment work difficult. On rainy days, we take advantage of the opportunity to construct box culverts."
Now that the weather is favorable and sunny, we've started construction. The mountainous terrain is complex; in some places, we have to level mountains and build earthworks, which takes a lot of time. But everyone is trying their best because they want the expressway to be completed soon."
A bustling atmosphere prevails at the Tuyen Quang - Ha Giang expressway construction site.
Hoa is not alone; many other workers are also striving to bring the project to completion on schedule. However, they are also facing numerous difficulties, especially the unpredictable weather.
Mr. Tran Van Dung, a road construction worker, said: "On the construction site, it's dusty in the dry season and muddy in the rainy season. Sometimes we have to temporarily stop construction because the soil is too soft. But the company has deployed more machinery and mobilized more manpower to make up for the delay."
Speaking with reporters, Mr. Nguyen Tien Thanh, Deputy Site Commander of Truong Son Construction Corporation, informed: "Package No. 19 has a total length of 16.62km, of which 2 sections are temporarily not under construction due to project adjustments (Km3+200 – Km3+800 and Km10+215 – Km10+615).
Currently, Package 19 is leading among contractors in terms of land clearance progress and road construction progress. Along the route, 105 households require resettlement, of which 101 have already drawn lots and received land; 4 households have not yet agreed to the lottery; and 55 out of 101 households have moved their homes and handed over the land.

Regarding the construction progress, Mr. Thanh said: "Currently, the contractor has mobilized 132 pieces of equipment and machinery on the route, and deployed 19 construction teams, including: 12 teams for road embankment excavation; 2 teams for rock blasting; 2 teams for the construction of Bridge N1 and Kim Phu Bridge; and 3 teams for the production of structural components."
The cumulative construction value reached 304.56/885.316 billion VND, or 34.40%. However, the contractor is still facing difficulties due to a shortage of embankment soil, specifically an estimated shortage of about 800,000 cubic meters along the route.
Difficulties regarding available land.
At package number 20 (from Km23+00-Km43+00), which is the responsibility of Vietnam 168 Construction Group Joint Stock Company - Cuong Thinh Thi Investment and Construction Group Joint Stock Company, construction of the items is being accelerated to compensate for the time the construction site was stalled due to the prolonged drizzle over the past several weeks.
Speaking to reporters, Mr. Pham Dac Dien, the commander of package 20, said: "Taking advantage of the sunny weather, the unit has deployed 19 construction teams with 242 pieces of machinery and equipment and about 140 workers."
Currently, the contractor has commenced construction on 14 out of 27 pedestrian underpasses; 8 out of 14 large box culverts; 75 out of 144 prefabricated culverts of various types; excavated 364,626/472,084 m³ of unsuitable soil, reaching 77.24%; excavated 1,647,729/5,965,719 m³ of various types of roadbed soil, reaching 27.62%; filled 1,126,298/3,623,672 m³ of K95 roadbed soil, reaching 31.08%; and filled 70,878/83,926 m³ of sand for weak foundation treatment, reaching 84.45%. The value of completed construction reached 253.08/1,250.85 billion VND, achieving 20.23% of the contract value.
Machinery, equipment, and manpower were mobilized extensively along the route to ensure progress.
According to Mr. Dien, for package number 20, 16.5 out of 20 km of land has been handed over. However, the handed-over land is not continuous and is fragmented, making construction very difficult. Many sections of the route have been handed over as embankment foundations, but the land on the hills has not yet been cleared, leading to a shortage of soil for embankment.
"Many households have only received compensation for assets on the land but not for the land itself. Many households are in land disputes with the Tan Phong Forestry Enterprise, and some households haven't yet relocated because the resettlement area isn't ready. Furthermore, power lines, transformer stations, and transmission towers that haven't been relocated along the route are causing significant difficulties for construction. The heavy rain in February also significantly impacted the progress and output of the contract," Mr. Dien added.
It's not just package 20 that's facing land-related issues; many other packages in the Tuyen Quang - Ha Giang expressway project are in a similar situation because the section passing through Ham Yen district is obstructed by large areas of forest land.
Speaking with a reporter from Giao Thong Newspaper, Mr. Hoang Van Hai, Deputy Director of the Project Management Board for Investment and Construction of Transportation Projects in Tuyen Quang province, informed: "Along the route, there are still 93 households whose compensation plans have been approved but who have not yet agreed to receive the money, and who have raised concerns related to low compensation rates, lack of compensation for assets, and the fact that houses built on agricultural land are not eligible for compensation…; 162 households whose compensation plans have not yet been approved are related to Sub-project 1 and Sub-project 2, which exceed the total investment amount and require adjustment of the Sub-project."
Regarding issues related to land originating from forestry companies, and land under Programs 327 and 661 in Ham Yen district; 184 households relocated for resettlement have not yet handed over the land due to incomplete land preparation and procedures for land allocation and issuance of land use right certificates to households… creating 65 bottlenecks, especially major bottlenecks related to land of forestry companies in Ham Yen district."
According to Mr. Hoang Van Hai, Deputy Director of the Project Management Board for Investment and Construction of Transportation Projects in Tuyen Quang province, many sections of the route are still facing land acquisition issues.
Given the large number of unresolved issues, this person believes that the resolution process will take a very long time if the solutions are not coordinated and timely.
"If we don't focus on resolving these issues completely, we won't be able to complete 100% of the land clearance work to hand over to the contractor for construction in the first quarter of 2025 as directed by the Provincial People's Committee. This will greatly affect the construction progress, making it very difficult to supervise and direct the construction, and there is a risk that the project will fall behind schedule," Mr. Hai added.
