- Instead of having to visit the police station multiple times to find out information, residents of Van Lang commune can easily look up the process for carrying out administrative procedures through QR codes.
After the administrative reorganization, Van Lang commune has 31 villages with over 7,600 inhabitants. The area is large, with many residential areas located more than 20km from the commune center, and some residents have limited technological skills, making it difficult to access and complete administrative procedures. During the process of receiving and processing administrative procedures for residents, the commune police noticed many cases where people had to make multiple trips due to a lack of understanding of required documents, procedures, or how to use online public services. Based on this reality, the Youth Union of the commune police advised the unit's leadership to implement a "friendly and accessible QR code" model to help residents more easily complete administrative procedures.

Lieutenant Vi Van Huong, Secretary of the Youth Union of Van Lang Commune Police, said: "Since November 2025, members of the Youth Union have proactively reviewed administrative procedures frequently performed by citizens; at the same time, they have researched and compiled guiding documents, videos , and infographics related to the required documents and procedures. From this data source, the Youth Union has developed QR codes that integrate complete information, helping people easily look up and perform procedures related to residence, motorized road transport; citizen identification, electronic identification, etc."
Beyond simply developing QR codes, the youth union also focuses on bringing the model to the people through various flexible methods. In addition to posting QR codes at locations such as the Party Committee headquarters, the People's Committee of the commune, and the commune police station, the youth union also collaborates with village and residential area leaders to share information on community Zalo groups. Furthermore, commune police officers actively introduce the model at residential area meetings and digital transformation awareness campaigns. Since its implementation, the youth union has organized 50 awareness sessions, attracting over 3,000 individuals and businesses in the area. Through scanning the QR code, people can access a database of instructions and conveniently complete administrative procedures.
Ms. Chu Thi Thanh Huyen from Lien Ket village said: "Through the QR codes provided by the commune police, I can easily look up the procedures and required documents for administrative procedures related to residency. By following the instructions, I have prepared all the necessary documents such as: marriage certificate, birth certificate, land use right certificate, and house ownership certificate. Therefore, the online application was submitted quickly and conveniently, without having to travel multiple times to supplement documents."
Since the model was implemented, the commune police have received over 600 administrative procedure applications, of which over 400 were processed through the Public Service Portal; 100% of applications were processed on time. Survey results show that 100% of people rated the commune police's handling of administrative procedures as satisfactory or very satisfied.
Captain Nguyen Van Chung, Deputy Head of Van Lang Commune Police, said: "The 'Friendly and Approachable QR Code' model has received the approval and high praise of the people for its practicality and effectiveness in supporting administrative procedures. This approach has also been shared with many localities inside and outside the province for reference and application. In the future, the unit will continue to improve and expand the model, while also researching and developing more digital transformation initiatives to improve the quality of service for people in the area."
Stemming from the difficulties faced by people in accessing and carrying out administrative procedures, youth union members in Van Lang commune proactively researched solutions suitable to the local reality. The effectiveness of the "Friendly and approachable QR code" model not only contributes to improving the quality of service to the people but also affirms the role of young police officers in the commune in administrative reform and digital transformation at the grassroots level.
