Pioneering digitalization for the service of the people.

In the context of the nationwide digital transformation, the Phu Tho Provincial Branch of the Vietnam Bank for Social Policies (VBSP) has proactively and creatively implemented numerous solutions applying modern technology to all its operational activities. With the motto "Digital transformation for the poor, for sustainable social security," the Branch not only contributes to modernizing the system but also enhances management and operational efficiency, serving the people even better. The pioneering role of the Phu Tho Provincial VBSP is opening up a new direction in achieving the goals of inclusive finance and digital transformation for the community.

Following the directives of the General Director of the Vietnam Bank for Social Policies (VBSP) in Decision No. 6124/QD-NHCS dated June 27, 2025, and the orientations of the Phu Tho Provincial Party Committee and People's Committee on digital transformation, the Party Committee and Board of Directors of the VBSP Provincial Branch have identified this as a key and continuous task in their leadership and guidance. Mr. Nguyen Thanh Tinh, Deputy Director of the VBSP Provincial Branch, stated: “Digital transformation is not only an inevitable trend, but also an urgent requirement to improve the efficiency of serving the people. Given the specific nature of serving vulnerable groups, we have determined that all technological applications must aim for convenience, ease of use, and suitability for people in rural and mountainous areas.”

The leaders of the Provincial Branch of the Vietnam Bank for Social Policies regularly keep abreast of the application of modern technology in all operational activities, contributing to improving the efficiency of serving the people.

Over the past period, the Provincial Branch of the Vietnam Bank for Social Policies (VBSP) has implemented many practical digital technology solutions. A prime example is the Policy Credit Management (PCF) application, operating on a smartphone platform. This application supports bank staff and heads of savings and loan groups in collecting interest and deposits from group members, and allows borrowers to look up loan information online. To date, the province has nearly 16,000 user accounts, with 100% of savings and loan groups using the application to collect interest and deposits from their members. The deployment of the PCF helps to speed up transaction processing, reduce service time, ensure transparency, and minimize information discrepancies between the bank, savings and loan groups, and borrowers.

Furthermore, the electronic document management system has been implemented synchronously, ensuring that 100% of documents, reports, and work plans are processed digitally. Internal meetings and conferences are gradually shifting to a paperless format, with documents sent online via QR code scanning, contributing to cost and time savings in administration. Notably, since 2023, the Vietnam Bank for Social Policies (VBSP) has deployed a Mobile Banking application, enabling customers, including many policy loan recipients, to conduct payment transactions, transfer money, and pay loan interest directly on their mobile phones. Currently, over 8,500 customers in the province regularly use the application, clearly reflecting a change in people's transaction habits.

The application of digital technology has brought practical benefits to the people, especially poor and near-poor households and policy beneficiaries. Mr. Nguyen Thanh Tinh, Deputy Director of the Provincial Branch of the Vietnam Bank for Social Policies, shared: “Previously, people had to wait 5-7 days for disbursement; now it has been reduced to only about 2-3 days. Loans, repayments, and interest payments are all updated automatically and transparently, helping borrowers easily check and manage their finances.”

Beyond improving operational efficiency, digital transformation also contributes to enhancing technological skills among rural residents. Through training courses organized in collaboration with various associations, thousands of savings and loan group leaders and members have been guided on using smartphones, installing and operating banking applications. As a result, people not only have convenient access to financial services but also improve their digital literacy, contributing to the goal of universal digital skills in the community.

However, the Provincial Branch of the Vietnam Bank for Social Policies faces several challenges, such as: weak technological infrastructure in remote areas, unstable internet connections at times; uneven technological skills among the people, and the continued prevalence of in-person transactions. Nevertheless, with strong determination, all cadres, Party members, and employees of the unit are striving to overcome these difficulties, coordinating closely with the government and socio- political organizations to ensure that digital transformation becomes substantive and sustainable.

In the coming period, the Provincial Branch of the Vietnam Bank for Social Policies will continue to improve its technological infrastructure, implement 100% of internal business processes electronically, minimize paper documents, and expand the features of the Social Policy Bank's credit management application, aiming to serve customers more professionally and conveniently. With the decisive involvement of the leadership and staff, and the consensus of the people, the Provincial Branch of the Vietnam Bank for Social Policies is affirming its pioneering role in the digital transformation of the banking sector, contributing to the effective achievement of inclusive finance goals, administrative reform, and the building of a digital government, digital society, and digital economy in the homeland of the Ancestral Land.
