Following the direction of the General Director of the Social Policy Bank in Decision No. 6124/QD-NHCS dated June 27, 2025 and the orientation of the Provincial Party Committee and People's Committee of Phu Tho province on digital transformation, the Party Cell and the Board of Directors of the Provincial Social Policy Bank have identified this as a key and consistent task in leadership and direction. Comrade Nguyen Thanh Tinh - Deputy Director of the Provincial Social Policy Bank Branch said: "Digital transformation is not only an inevitable trend, but also an urgent requirement to improve the efficiency of serving the people. With the specificity of serving vulnerable groups, we determine that all technology applications must aim for convenience, ease of use and suitability for people in rural and mountainous areas".

Leaders of the Provincial Social Policy Bank Branch regularly grasp the application of modern technology in all professional activities, contributing to improving the efficiency of serving the people.
In recent times, the Provincial Branch of the Social Policy Bank has deployed many highly practical digital technology solutions. A typical example is the Policy Credit Management application (QLTDCS) operating on a smartphone platform, supporting bank staff, heads of savings and loan groups (TK&VV) to pay interest and deposits of group members via the QLTDCS application and borrowers can look up loan information online. To date, the whole province has nearly 16,000 user accounts, of which 100% of the TK&VV groups have used the application to collect interest and deposits of group members. The deployment of the QLTDCS application helps increase transaction processing speed, reduce service time, ensure transparency and limit information errors between banks, TK&V groups and borrowers.
Along with that, the electronic document management system is applied synchronously, helping 100% of documents, reports, and work plans to be processed in a digital environment. Internal meetings and conferences are gradually shifting to paperless form, documents are sent online, scanned QR Code, contributing to saving costs and administrative time. In particular, since 2023, the Social Policy Bank has deployed the MobileBanking application, helping customers, including many policy borrowers, to make payment transactions, transfer money, and pay loan interest right on their mobile phones. The whole province currently has more than 8,500 customers regularly using the application, clearly reflecting the change in people's transaction habits.
The application of digital technology has brought practical benefits to people, especially poor households, near-poor households and policy beneficiaries. Comrade Nguyen Thanh Tinh - Deputy Director of the Provincial Branch of the Social Policy Bank shared: "Previously, people had to wait 5-7 days for disbursement, now it is reduced to only about 2-3 days. Loans, debt collection, and interest payments are all updated automatically and transparently, helping borrowers easily check and manage their finances."
Not only improving professional efficiency, digital transformation also contributes to enhancing technology skills for rural people. Through training courses in coordination with associations, thousands of savings and credit group leaders and members have been instructed on how to use smartphones, install and operate banking applications. Thereby, people not only have convenient access to financial services but also improve their digital capacity, contributing to the goal of universalizing digital skills in the community.
However, the Provincial Branch of the Social Policy Bank faces some difficulties such as: The technological infrastructure in remote areas is still weak, the internet connection is sometimes unstable; people's technology skills are not uniform, and the habit of direct transactions is still common. However, with high determination, all cadres, party members and employees of the unit are making efforts to overcome and closely coordinate with the government and socio- political organizations to make digital transformation practical and sustainable.
In the coming time, the Provincial Branch of the Social Policy Bank will continue to improve its technological infrastructure, implement 100% of internal business processes in the electronic environment, minimize paper documents and expand utilities on the QLTDCS application, aiming to serve customers more professionally and conveniently. With the drastic participation of the collective leadership, staff and consensus of the people, the Provincial Branch of the Social Policy Bank is affirming its pioneering role in digital transformation of the banking industry, contributing to the effective implementation of the goals of comprehensive finance, administrative reform and building digital government, digital society, digital economy in the homeland.
