Dear voters and citizens of the province!
With the unanimous agreement of the Provincial Party Standing Committee, today, the 15th Ninh Binh Provincial People's Council solemnly opens its 17th session - the last regular session of 2023 in accordance with the law. On behalf of the Standing Committee of the Provincial People's Council, I respectfully introduce the delegates attending and directing this session:
- I would like to respectfully introduce Comrade Doan Minh Huan, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee.
- We are pleased to introduce Comrade Dinh Van Hung, former Member of the Central Committee of the Party, former Secretary of the Provincial Party Committee, former Chairman of the Provincial People's Council, former Chairman of the Provincial People's Committee, and former Head of the Provincial Delegation of National Assembly Deputies.
- I would like to respectfully introduce Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee.
- We are pleased to introduce: Former members of the Provincial Party Standing Committee; representatives from the Central Inspection Committee and the Central Organization Committee; members of the Provincial National Assembly Delegation; members of the Provincial Party Standing Committee, the Provincial People's Council Standing Committee, and leaders of the Provincial People's Committee; the Chairman of the Provincial Vietnam Fatherland Front Committee; leaders of the Provincial National Assembly Delegation; former members of the Provincial Party Standing Committee, former leaders of the Provincial People's Council, former leaders of the Provincial People's Committee, and former leaders of the Provincial National Assembly Delegation; the Chief Prosecutor of the Provincial People's Procuracy, the Chief Justice of the Provincial People's Court, and leaders of the Provincial Civil Enforcement Department; members of the Provincial People's Council; representatives of leaders from provincial departments, agencies, and organizations; representatives of the Provincial Business Association; heads of central agencies located in the province; Secretaries of district and city Party Committees and directly affiliated Party Committees; Chairmen and Vice-Chairmen of the People's Councils; Chairmen of the People's Committees and Chairmen of the Vietnam Fatherland Front Committees of districts and cities; and grassroots voter representatives. Representatives from central and provincial press agencies attended and reported on the session.
On behalf of the Standing Committee of the Provincial People's Council, I would like to respectfully extend my best wishes for good health, family happiness, and success to the provincial leaders, former provincial leaders, distinguished guests, and all voters and people of the province.

The 17th session, held mid-term by the 15th Provincial People's Council (2021-2026), coincided with a time when Party committees, government agencies, localities, and units throughout the province were focusing on leading and directing efforts to achieve and surpass targets and tasks for 2023.
During the first half of the 2021-2026 term, the Provincial People's Council completed a large volume of work within its prescribed scope and authority, successfully held 16 sessions, and passed 326 resolutions on important local issues. It promptly addressed urgent and emerging problems, contributing to the province's socio-economic development. The economic structure continued to shift positively towards industrialization, modernization, greening, and value-added, linked to the restructuring of the labor force. Culture and social affairs saw significant progress, social security was ensured, and the material and spiritual lives of the people continued to improve. Local defense and military capabilities were strengthened, and political security and social order were maintained.
Building upon the achievements and successes of previous years, in 2023, the Party Committee and people of the province united, acted responsibly, and worked together to overcome difficulties and challenges, steadfastly pursuing their goals. They focused on leading and directing the effective implementation of objectives and tasks, contributing to the successful realization of the resolutions of the Party Congresses at all levels and the Resolution of the 22nd Provincial Party Congress.

Dear voters and citizens of the province!
According to the program approved by the Provincial People's Council, at this session, the Provincial People's Council will consider, discuss, and decide on the following main issues:
Firstly: Review and discuss the reports of the Provincial People's Committee on the implementation of socio-economic tasks in 2023, the direction and tasks for socio-economic development in 2024; the results of addressing opinions and recommendations of voters before the 15th session of the Provincial People's Council; the results of fulfilling commitments made at the questioning session of the 15th session of the Provincial People's Council; the Report on the State Financial and Budget Plan for the three years 2024-2026; the situation of implementing the public investment plan; the work of preventing and combating corruption, practicing thrift and combating waste; the work of preventing and combating crime and violations of the law; and the work of receiving citizens and resolving complaints and denunciations from citizens.
Secondly: Review the activity reports of the Standing Committee of the Provincial People's Council and the Committees of the Provincial People's Council; reports from judicial agencies; hear the announcement of the Provincial Fatherland Front Committee on the Front's participation in government building and summarize the opinions and recommendations of voters submitted to the session.
Thirdly: Conducting a vote of confidence for those holding positions elected by the Provincial People's Council. This is an important method of supervision, demonstrating the Provincial People's Council's recognition and evaluation of the efforts, endeavors, and work results of those being evaluated from the beginning of their term to the present.
Based on the reports submitted by those subject to the confidence vote to each member of the Provincial People's Council, listening to the opinions of voters, and drawing from their own practical experience in monitoring and supervision, it is requested that each member of the Provincial People's Council uphold a sense of responsibility and make fair, objective, and accurate assessments when casting their confidence votes for those holding positions elected by the Provincial People's Council during the 2021-2026 term.
Fourth: Continue to strengthen and promote democracy, ensuring that the People's Council is the state power organ at the local level, representing the will and aspirations of the people; the Provincial People's Council will conduct questioning and answering sessions focusing on two groups of issues of concern to voters and the people. The first group of issues: "Management of tourism activities in the province"; the second group of issues: "Digital transformation in the province".
Fifth: The Provincial People's Council carried out personnel work within its authority and considered and approved 65 draft resolutions to promptly institutionalize the Party's guidelines and policies, the State's laws and regulations, and meet the requirements of the province's socio-economic development in 2024 and subsequent years.

Dear voters and citizens of the province!
The 17th session of the 15th Provincial People's Council has a very large workload, with many important issues attracting the attention of voters and the people of the province. On behalf of the Standing Committee of the Provincial People's Council, I respectfully request that the delegates of the Provincial People's Council uphold a high sense of responsibility, promote democracy, focus their intellect, carefully study the content of the session, clearly express their opinions when discussing and deciding on issues presented at the session; at the same time, actively participate in questioning, clarify the responsibilities of collectives and individuals, propose solutions to overcome existing shortcomings and limitations that have been and are being of great concern to voters, making an important contribution to the socio-economic development and ensuring security and national defense of the province.
The Provincial People's Council hopes that voters and the people of the province will take the time to follow and monitor the activities of the session, and participate in contributing opinions so that the Provincial People's Council can continue to innovate and improve the quality of its activities, meeting the expectations and trust of voters and the people of the province.
With such content and significance, on behalf of the Standing Committee of the Provincial People's Council, I hereby declare the 17th session of the 15th Provincial People's Council, term 2021-2026, open.
We wish all former provincial leaders, distinguished guests, voters, and people of the province good health and family happiness. We wish the session great success.
