QTO - From coastal villages to highland hamlets, the policy of reorganizing villages and residential areas is receiving great attention from the people of Quang Tri. This is not only an organizational restructuring but also directly relates to the lives, culture, and community bonds that have been nurtured over many generations. While streamlining the administrative apparatus is essential, the challenge is how to create consensus among the people.

Requirements arising from practical needs.

Currently, the province has 1,922 villages and residential areas belonging to 77 communes and wards (except for the Con Co Special Zone, which has no directly subordinate villages), with an average of 241 households per unit. Of these, 84.7% of villages and residential areas do not meet the standard for the number of households as stipulated. This situation leads to multiple management levels, dispersed investment resources, while the effectiveness of operations at the grassroots level is not commensurate with development requirements.

According to the overall plan for rearranging and reorganizing villages and residential areas by the Provincial People's Committee, after the rearrangement, the entire province will have 916 units, a reduction of 1,006 villages and residential areas (52.34%). The percentage of villages and residential areas meeting the standard for household size increased from 15.3% to 84.5%.

Mr. Vu The Long, Head of the Government Building Department of the Department of Internal Affairs, said that the reorganization of villages and residential areas is an essential requirement to conform to the two-tiered local government model, while also creating conditions for concentrating investment resources and improving the efficiency of the political system at the grassroots level. "The ultimate goal is not just to reduce administrative layers but to better serve the people," Mr. Long emphasized.

According to Mr. Long, after the reorganization, the villages and residential areas will have a more suitable scale for establishing independent Party branches, consolidating socio-political organizations, and improving the quality of governance at the grassroots level.

However, behind the reduction in administrative units or increase in population size are long-established village communities. Therefore, in addition to agreeing with the general policy, people in many localities also hope that the reorganization process will be carried out cautiously, harmonizing management requirements with the preservation of traditional cultural values.

Listening to concerns from the grassroots.

These days, at many village cultural centers, meetings to gather voter opinions on the proposed relocation plan are taking place enthusiastically. Many residents express their agreement with the general policy but also frankly share concerns related to preserving cultural identity, ensuring convenience in community life, and promoting the people's right to self-governance during the implementation process.

Mr. Ha Xuan Thanh, a resident of Quang Ninh commune, believes that reorganizing villages and residential areas is necessary to ensure the scale complies with regulations. However, the process of developing the plan needs to be conducted openly and democratically, fully listening to the opinions of the people to create long-term consensus.

The biggest concern for many villagers is how to preserve the traditional cultural values ​​of their villages after the reorganization. Mr. Nguyen Cuu Nghiem from Trieu Binh commune shared: “We fully agree with the policies of the Party and the State. But what concerns the people is how to preserve the customs and cultural characteristics of the old villages. Each village should continue to maintain its own unique activities within the context of the new village to preserve its inherent identity.”

In mountainous and remote areas, people want community centers to be located in appropriate locations, taking into account the terrain and travel distances. Mr. Ho Van Rong, a resident of Khe Sanh commune, said that if the community center is too far away, it will cause difficulties for people, especially the elderly. Therefore, the arrangement plan needs to be carefully studied based on the actual conditions of each locality.

These opinions show that what people are concerned about is not simply changing names or boundaries, but how to organize community life after the reorganization. This is also a content that localities pay special attention to in the process of developing the plan.

Consensus for development

According to local leaders, the most important thing to achieve consensus is that all relocation plans must be developed based on listening to the opinions of the people.

Mr. Le Thanh Cuong, Vice Chairman of the People's Committee of Quang Ninh commune, said that the locality has publicly announced the arrangement plan in residential areas, organized the collection of opinions from voters in accordance with regulations; at the same time, reviewed the existing staff, prioritizing the selection of reputable, responsible individuals who can unite and meet the requirements of digital transformation in grassroots management.

"All legitimate opinions from the people are carefully considered and taken into account before being submitted to the competent authorities for approval. This is a major policy, so it must be done thoroughly and meticulously to create high consensus among the people," Mr. Cuong said.

In Trieu Phong commune, the reorganization plan is being implemented based on respect for the historical, cultural, and traditional values ​​of each community. Mr. Dang Sy Dung, Chairman of the Trieu Phong Commune People's Committee, said that the locality prioritizes retaining village names with rich history, cultural value, and deeply ingrained in the consciousness of the people when naming new villages, thereby contributing to preserving community identity after reorganization.

According to the Ministry of Interior, the reorganization of villages and residential areas is not only based on population standards but also takes into account geographical factors, history, customs, and the aspirations of the people to ensure suitability to practical realities. People also expect that after the reorganization, grassroots officials will be more dynamic and closer to the people; and investment resources will be focused on infrastructure, cultural institutions, and services serving the people's needs.

Reducing the number of villages and hamlets from 1,922 to 916 units represents a significant step in the organizational restructuring process at the grassroots level in Quang Tri province. However, the success of this initiative is not only measured by the reduction in the number of administrative units, but also by the continued cohesion of communities, the preservation of cultural values, and the genuine positive changes people experience in their daily lives. In that case, the restructuring will not only streamline the administrative apparatus but also open up new opportunities for sustainable development.
