Streamline the administrative apparatus and improve the quality of service to the people.

After nearly a year of implementing the reorganization of administrative units at all levels and operating the two-tiered local government model, Tuyen Quang province has recorded important initial changes in organizational structure, administrative reform, and improved efficiency in serving the people.

Bridging the gap between the government and the people.

In Xin Man commune, formed by merging five mountainous and border communes facing numerous difficulties, the demand for administrative services is quite high. Previously, many procedures had to be transferred to the district level for processing, causing residents to waste a lot of time traveling and waiting. Now, many procedures are handled directly at the commune level, significantly reducing time and costs for residents.

Ms. Lu Thi Yen, a resident of Xin Man commune, shared that since the implementation of the two-tiered local government model, handling administrative procedures has become much more convenient. People no longer have to travel far as before, officials provide clear and easy-to-understand guidance, and the time taken to process tasks is also faster.

Changes in practice at the grassroots level show that reorganizing the administrative apparatus is not simply about reducing administrative layers, but aims at the more important goal of building a service-oriented administration that puts the people at its center. When the gap between the government and the people is narrowed, the efficiency of management and the quality of service are gradually improved.

Following the merger, Tuyen Quang province reduced the number of departments and agencies equivalent to departments from 28 in the former two provinces to 15 administrative agencies and organizations under the Provincial People's Committee; reducing 92 internal units within departments and sectors. The reorganized apparatus has been fundamentally streamlined, operating stably and smoothly.

Along with reorganizing the administrative apparatus, the province continues to promote decentralization and delegation of power, coupled with administrative reform and digital transformation. Agencies and units quickly become operational in an orderly manner; local governance capacity is gradually improved; political , national defense, and security situations are maintained; socio-economic development continues to be sustained; and the trust of officials, Party members, and the people in the Party's policies continues to be strengthened.

For the business community, the two-tiered local government model has also created positive changes in the investment and business environment. Many difficulties and obstacles are received and handled at the grassroots level, reducing delays in resolving issues.

Mr. Vi Tien Hung, representative of Sao Viet Tuyen Quang Limited Company, said that the company feels a clearer sense of support from the local government after implementing the new model. Many issues that previously required requests through multiple levels and took a long time to process are now proactively addressed and resolved directly by the government, helping businesses reduce costs, improve operational efficiency, and confidently expand production and business.

Greater decentralization, higher accountability.

These changes are concretized in numbers. In just one year, the Tuyen Quang Provincial Party Committee issued 118 leadership and guidance documents; the Provincial People's Council and the Provincial People's Committee issued 205 documents to concretize policies and orientations into practical management solutions. Dozens of inspections and direct working sessions with grassroots units were organized to promptly resolve difficulties and obstacles in the operation of the new model.

From July 1st, 2025 to the present, the entire province has organized 9 conferences to study and understand key Party documents with 1,405 connection points and more than 145,600 delegates attending; thereby, promptly conveying the viewpoints, policies, and key tasks to the team of cadres and Party members.

The process of receiving and handling administrative procedures continues to be smooth. At the provincial level, over 84,300 applications were received and processed; nearly 61,000 applications were resolved, with over 96% resolved ahead of schedule. At the commune level, over 448,800 applications were received and processed; over 445,300 applications were resolved, with a timely completion rate of 99.21%. The rate of electronic document exchange between state agencies reached 100%. The satisfaction rate of citizens and businesses in handling administrative procedures reached 97.27%.

Initial results show that the policy of establishing a two-tiered local government is consistent with the requirements for reforming the organizational structure of the political system; and at the same time meets the requirements for improving the effectiveness and efficiency of governance in the new development stage. Practical experience also shows that when authority is more strongly decentralized to the grassroots level, many tasks are resolved faster, more closely with the people, and more effectively.

However, the implementation of the new model also presents numerous difficulties and challenges that need to be addressed. Some localities are still struggling with decentralization and delegation of power; governance capacity at the grassroots level is not yet up to par; physical infrastructure and digital infrastructure are lacking in many communes; and the workload for commune-level officials has increased significantly with the elimination of the intermediate district level.

The entire province currently lacks more than 4,500 civil servants and public employees compared to the assigned quota. Many newly established commune-level public service units have an average of only about 5 staff members, while the workload is increasing as more tasks are delegated.

Ms. Hoang Phuong Thuy, an officer from the Culture and Social Affairs Department of the People's Committee of Binh Thuan Ward, said that after the reorganization of the administrative apparatus, the workload increased significantly while the number of specialized civil servants remained limited. Some guiding documents for implementing the new model were not fully consistent, leading to difficulties in implementation at the grassroots level. However, the staff and civil servants are still striving to overcome these difficulties to meet the demands of the new situation.

At the conference reviewing one year of implementing the reorganization of administrative units at all levels and the operation of local governments at two levels in the province, Comrade Hau A Lenh, Member of the Central Committee of the Party and Secretary of the Tuyen Quang Provincial Party Committee, emphasized that the initial results achieved have affirmed that the Central Committee's policy is correct and appropriate to the reality, while also demonstrating the sense of responsibility and determination of the entire political system and the team of cadres, civil servants, and public employees throughout the province, especially the grassroots cadres.

To continue building on achievements while overcoming difficulties and obstacles, Tuyen Quang province has identified the following priorities: further improving the organizational structure to be streamlined, efficient, and effective; enhancing the quality of grassroots officials; promoting decentralization and delegation of power in conjunction with administrative procedure reform and digital transformation; strengthening the management and efficient use of public assets after administrative unit reorganization; and maintaining political stability and ensuring national defense and security.

Focus on effectively implementing the adjusted Tuyen Quang Provincial Planning for the period 2021-2030, with a vision to 2050; linking economic development with cultural and social development, ensuring social security, sustainable poverty reduction, and improving people's living standards; accelerating the comprehensive review and assessment of slow-progressing projects and stalled projects in the province; promptly proposing solutions to overcome difficulties and obstacles or handling them appropriately in accordance with the law.

In addition, it is necessary to strengthen the management and efficient use of public assets, especially surplus assets after the reorganization of the administrative apparatus and units; review, compile statistics, and strictly manage offices, land, and equipment; develop plans for arrangement and handling in accordance with regulations, ensuring transparency and preventing loss, waste, or misuse; and proactively prepare the conditions for arranging villages and residential areas to suit the two-tiered local government model; strengthen inspection, supervision, and handling of complaints and denunciations; prevent corruption, waste, and negative practices; and ensure the smooth and efficient operation of the apparatus.

Although many challenges remain to be overcome, the initial results in Tuyen Quang have shown that the Party's major policies are on the right track and in line with reality. This is also an important foundation for building a modern, streamlined, efficient, and people-friendly administrative system in the new development phase.
