
Associate Professor Pham Minh Anh, Secretary of the Party Committee, Rector of Le Hong Phong Cadre Training School, and Chairman of the school's Scientific Council, presided over the workshop.
The workshop was attended by representatives from relevant departments of Hanoi city, as well as experts and scientists.

In his opening remarks at the workshop, Dr. Vu Loc An, Vice Rector of Le Hong Phong Cadre Training School and Vice Chairman of the school's Scientific Council, stated that the Capital City Law 2024 will take effect from January 1, 2025 (except for the provisions in Clause 2, Article 54, which will take effect from July 1, 2025).
The law has promptly institutionalized the viewpoints, goals, and development orientations of Hanoi Capital City according to Resolution No. 15-NQ/TƯ dated May 5, 2022, of the Politburo on the direction and tasks for the development of Hanoi Capital City until 2030, with a vision to 2045; creating a legal basis for implementing outstanding special mechanisms and policies, mobilizing all resources, and effectively exploiting the potential and strengths of the Capital City to build Hanoi into a "Cultural - Civilized - Modern" city.

According to Dr. Vu Loc An, the workshop received 34 papers from lecturers, school staff, experts, and scientists from research institutes and teaching institutions.
The workshop was organized with the aim of clarifying the scientific and practical basis of the special mechanisms in the 2024 Capital City Law; simultaneously, assessing the impact of these mechanisms on the development of the Capital City; and proposing solutions to effectively implement the special mechanisms, ensuring their suitability to the practical context and the requirements of sustainable development in Hanoi. This included relating these issues to the practical conditions of the Le Hong Phong Cadre Training School.
The workshop also analyzed issues related to decentralization and delegation of authority to ensure that the Hanoi government is organized in a streamlined, professional, modern, effective, and efficient manner; and at the same time, put forward proposals, recommendations, and solutions to address the issues arising in the implementation of the Law on the Capital City.

Many proposals have been made to put the 2024 Capital City Law into practice.
Presenting his paper at the workshop, Duy Hoang Duong, Head of the Legal Committee of the Hanoi City People's Council, stated that the Law on the Capital City marks an important step in the development of Vietnam's legal system. This "version" of law plays a key role in guiding the development and management of Hanoi city.
According to Mr. Duy Hoang Duong, the 2024 Law on the Capital City is expected to meet new requirements and challenges after more than 10 years of implementation. The amendment of the Law is an inevitable process, reflecting the continuous efforts of the entire political system of the city in particular, and the attention and support of the Central Government, the National Assembly, the Government, and the people in perfecting the legal framework, resolving issues arising in practice, and creating favorable conditions for the sustainable development of the Capital City.

According to Dr. Tang Thi Thu Trang, Institute of State and Law, Ho Chi Minh National Academy of Politics, the unique and outstanding policies in the 2024 Capital City Law have created a solid legal framework to facilitate the attraction and retention of talent; while simultaneously improving the quality of human resources to meet the requirements of sustainable development of Hanoi.
The policies on attracting and utilizing talented individuals and developing high-quality human resources in the Capital City Law have opened up many opportunities for educational institutions and research organizations in Hanoi, especially universities and research institutes in the capital city.
"Taking advantage of these opportunities will help educational institutions and research organizations in Hanoi improve the quality of training and scientific research, enhance their standing, and make positive contributions to the cultural, economic, and social development of the capital," emphasized Dr. Tang Thi Thu Trang.

Meanwhile, Associate Professor Tran Thi Dieu Oanh, Head of the Department of State and Law, Academy of Public Administration and Management, is interested in decentralizing power to the capital city in personnel management, organizational structure, and talent attraction.
According to Associate Professor Dr. Tran Thi Dieu Oanh, among the groundbreaking and outstanding policies for Hanoi's development, the regulations on the organizational model of the capital's government towards a streamlined, professional, modern, and effective operation, along with the civil service system; attracting and utilizing talented individuals and developing high-quality human resources; and promoting decentralization and delegation of power are the most important policy highlights. If these policies are implemented well and effectively, they will serve as leverage, motivation, and a foundation for implementing policies on the construction, development, management, and protection of the capital.

In his concluding remarks at the workshop, Associate Professor Pham Minh Anh, Rector of Le Hong Phong Cadre Training School, highly appreciated the eight presentations that clarified the special mechanisms stipulated in the 2024 Capital City Law, especially the implementation of the law in practice in Hanoi today.
To ensure the 2024 Capital City Law is quickly implemented, Associate Professor Pham Minh Anh expressed his hope that experts and scientists will continue to contribute many insightful opinions for the sustainable development of the Capital City in the future.
