After 23 days of serious, urgent, scientific, democratic and highly responsible work, today, at the 5th session, the XV National Assembly completed the entire proposed program and conducted the closing session. On behalf of the National Assembly Standing Committee, I would like to briefly report the results of the meeting as follows:
Firstly, about legislative work
Continuing to thoroughly grasp the Politburo's Conclusion No. 19-KL/TW, closely following the Plan No. 81/KH-UBTVQH15 of the National Assembly Standing Committee on the orientation of the full-term law-making program, at this session, the National Assembly carefully considered and voted to pass 8 laws, including 6 laws that were first commented at the 4th Session: (1) Law on Protection of Consumer Rights; (2) Law on Bidding; (3) Law of Price; (4) Law on Electronic Transactions; (5) Law on Cooperatives; (6) Law on Civil Defense; at the same time, give opinions and pass according to the process at a meeting for 2 bills: (1) Law amending and supplementing a number of articles of the Law on People's Public Security; (2) Law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese citizens and the Law on Entry, Exit, Transit and Residence of foreigners in Vietnam.
The National Assembly has also passed three legal resolutions, including: (3) Resolution on obtaining votes of confidence, voting of confidence in position holders elected or approved by the National Assembly or the People's Council; (1) Resolution on the Law and Ordinance Development Program in 2, adjusting the Law and Ordinance Development Program in 2024; (2023) Resolution on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.
The National Assembly heard the Government report on the results of the people's consultation on the Land Law (amended) project with more than 12 million comments, giving the second opinion, completing a basic step towards the Land Law (amended) project; gave many important initial opinions on 08 other bills, including: (1) Law on Credit Institutions (amended); (2) Law on Citizenship Identification (amended); (3) Law on Real Estate Business (amended); (4) Housing Law (amended); (5) Law on Water Resources (amended); (6) Law on Telecommunications (amended); (7) Law on Management and Protection of National Defense Works and Military Zones; (8) Law on Force Participating in Security and Order Protection at Grassroots.
With the results of legislative work at this session, up to now, the National Assembly, its agencies, concerned agencies and organizations have completed 112/137 legislative research tasks of the whole term, reaching the rate of 81,8%; in which, 32 tasks have been promulgated into laws, ordinances and legal resolutions; 29 bills, ordinances and resolutions have been included in the Law and Ordinance Development Program in 2023 and 2024.
Since the beginning of the 19th National Assembly term up to now, despite facing many difficulties due to the impact of the COVID-XNUMX pandemic, complicated and unpredictable developments of the world and regional situation, many new problems arise, but the National Assembly, Standing Committee of the National Assembly, the Government, relevant agencies and organizations have closely followed reality, drastically directed, proactively, flexibly, taken initiative, with a new spirit, high creativity, many important results in legislative work.
The remaining time of the term, the workload is very large, the requirements are very high both in terms of quality and progress. Requesting the Government, agencies of the National Assembly, Vietnam Fatherland Front, Supreme People's Court, Supreme People's Procuracy, State Audit, concerned agencies and organizations to focus on directing the completion of the Law and Ordinance Development Program, the remaining legislative tasks of the term already included in the plan and study, propose additional legislative tasks, and ensure the people's right to continue to develop and fulfill the needs of the people's institutions and institutions to continue to develop and fulfill the needs of the people. socio-economic development, ensuring national defense and security, international integration, continuing to build and perfect the socialist rule of law State of Vietnam.

Second, about monitoring activities
The National Assembly has conducted supreme supervision on "the mobilization, management and use of resources for COVID-19 prevention and control, the implementation of policies and laws on grassroots health and preventive medicine."
The National Assembly respectfully thanks, commends and acknowledges the participation of the whole political system, the solidarity, joint effort and consensus of the people nationwide and our compatriots abroad; The wholehearted support and assistance of international friends in the prevention and control of COVID-19 - is a decisive factor in helping Vietnam overcome many difficulties and severe challenges, successfully control the pandemic, and quickly recover and develop socio-economically.
The National Assembly also pointed out and requested to overcome the shortcomings, limitations, weaknesses and shortcomings in the management and use of resources for the prevention and control of the COVID-19 epidemic and in the implementation of policies and laws on grassroots health and preventive medicine; accelerate the preparation and submission to the National Assembly to amend, supplement or promulgate new laws such as the Law on Health Insurance, the Law on Pharmacy, the Law on Prevention and Control of Infectious Diseases, the Law on Medical Devices, the Law on Food Safety and other laws related to primary and preventive medicine; urgently review, synthesize and classify to completely handle backlogs and problems in the management, use, payment and settlement of resources for COVID-19 prevention and control; strengthening the ability to provide grassroots medical services and preventive medicine; improve the capacity for disease and epidemic prevention and control in association with training, improve the quality of human resources in the health sector, and invest in perfecting and upgrading facilities and equipment for grassroots health care, preventive medicine, etc., in order to achieve the goal of all people having their health monitored and managed comprehensively according to the roadmap determined in Resolution No. 20-NQ/TW dated October 25, 10 on improving the health of the people, taking care of the people's health in the 2017th Party Central Committee, and improving the health of the people during the XNUMXth term of the Party Central Committee. new picture.

The questions questioned and many other issues through the opinions of voters, people, and deputies to the National Assembly have been concerned by the Government, the Prime Minister, ministries and branches to solve, creating a change right before the questioning session, receiving the agreement of the National Assembly deputies, voters and public opinion.
The National Assembly passed a resolution on questioning activities at the session, specifying specific targets, tasks, solutions and deadlines for completion, serving as a basis for monitoring the implementation, requesting the Government, the Prime Minister, ministers, and industry leaders to strictly implement their commitments before the National Assembly and voters nationwide, promptly and effectively overcome weaknesses, limit immediate and long-term changes, and create foundations for each question.
In particular, it is necessary to focus on monitoring and following closely the developments of the economy and the labor market in order to proactively and promptly have solutions in administration, policy making, ensuring social security, and alleviating difficulties for employees and employers; completely solve problems in cases where social insurance revenues and expenditures are not in accordance with regulations; consider prosecuting, investigating, prosecuting and adjudicating promptly and strictly acts of evasion of payment of social insurance, unemployment insurance and health insurance.
Focusing on thoroughly removing bottlenecks, overcoming delays, overlaps and obstacles to speed up progress, creating noticeable changes in the implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas and other national target programs.

At this session, for the first time, the National Assembly discussed in the Hall the report on monitoring results of the settlement of voters' petitions sent to the 4th Session and the summary report on opinions and recommendations of voters and the people sent to the 5th Session of the 2022th National Assembly; reviewing reports on thrift practice and anti-waste in 2024 and a number of other reports according to regulations; passed the Resolution on the National Assembly's supervision program in 2 and the resolutions on the establishment of the National Assembly's Oversight Team for two very important contents, including: (1) The implementation of Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the program of socio-economic recovery and development and the National Assembly's resolutions on a number of important national policy projects, (2) the implementation of the law on real estate and social development.
The important innovations, improvements and results achieved in the monitoring work of the National Assembly over the past time have affirmed that supervision is the central and key stage in innovation, improving the quality and efficiency of the National Assembly's activities; at the same time, it is an important basis for agencies to study and propose to the National Assembly to decide on important issues of the country and amend and perfect the legal system, including the Law on Supervision of the National Assembly and the People's Council, which will be considered, amended and supplemented in the coming time.
Third, on socio-economic, state budget and decide important issues of the country
The National Assembly spent a lot of time discussing reports and submissions of the Government on additional assessment of the results of the implementation of the socio-economic development plan and the state budget in 2022; implementation of the socio-economic development plan and the state budget estimate in 2023.

In addition to the achieved results, due to unfavorable impacts of the world's geopolitical, economic and financial context and situation and the accumulating limitations and weaknesses of the domestic economy, macroeconomic stability is still not really solid; low economic growth; import-export turnover, industrial production index, foreign direct investment capital decline; the risk of bad debt increases; state budget revenue decreased compared to the same period last year; allocation and disbursement of public investment is still slow and has not achieved the target; There are many difficulties in production, life of people and businesses, socio-economic security, rural security at times and places are still complicated...

Timely removal of difficulties and problems related to regulations on fire prevention and fighting; definitively solve inadequacies and problems in the inspection of motor vehicles. To have solutions to promptly and fundamentally overcome the shortage of electricity, to ensure a stable power source for production, business, daily life and life; thoroughly remove and solve problems in bidding, procurement of curative drugs and medical supplies, strengthen the consolidation of grassroots health care, preventive medicine, and improve the quality of medical examination and treatment.
