On December 25th, in Hanoi, the Central Military Commission held its 8th Conference, term 2020-2025, to assess the results of leadership in implementing military and national defense tasks and building the Party Committee of the Army in 2023; and to determine the direction, tasks, and solutions for leading the implementation of tasks in 2024.

General Secretary Nguyen Phu Trong, Secretary of the Central Military Commission, presided over the Conference. General Phan Van Giang, Member of the Political Bureau, Deputy Secretary of the Central Military Commission, and Minister of National Defense, chaired the Conference. Members of the Political Bureau and Standing Committee of the Central Military Commission included: President Vo Van Thuong, Prime Minister Pham Minh Chinh, General Luong Cuong, Head of the General Political Department of the Vietnam People's Army; members of the Standing Committee and Central Military Commission, and key leaders of agencies under the Ministry of National Defense. Also present were members of the Political Bureau: Standing Member of the Secretariat and Head of the Central Organization Department Truong Thi Mai; Secretary of the Central Committee and Head of the Central Internal Affairs Committee Phan Dinh Trac; Secretary of the Central Committee and Head of the Central Inspection Committee Tran Cam Tu; and Secretaries of the Central Committee: Head of the Central Propaganda Department Nguyen Trong Nghia, Chief of the Central Party Office Le Minh Hung; Head of the Central Foreign Affairs Department Le Hoai Trung, along with leaders of Party departments and the Central Party Office. Maintaining the core role in building a national defense system based on the participation of the entire population: The report presented at the Conference showed that in 2023, the Central Military Commission, the Ministry of National Defense , and Party committees and commanders at all levels proactively grasped, assessed, and accurately predicted the situation, advising the Party and State on effectively handling situations, preventing passivity and surprise; promptly directing research and adjustment of training content, combat plans, and support work associated with building political and spiritual factors in the Army. The Army consistently maintained its core role in building a national defense system based on the participation of the entire population, a national defense posture linked with a people's security posture, a "people's hearts and minds" posture, and a solid defense zone; To effectively carry out the task of combining national defense with socio-economic development, fulfilling the functions of a fighting force, a working force, and a productive labor force, especially in strategic and key areas... The Central Military Commission, the Ministry of National Defense, and Party committees and commanders at all levels focus on leading and directing the effective implementation of the "Three Breakthroughs" and the tasks and solutions of the "Five Adjustments to Force Organization"; leading and directing the effective provision of logistics and technical support for tasks; and effectively implementing resolutions, programs, and projects on the national defense industry... The Central Military Commission, the Ministry of National Defense, and Party committees and commanders at all levels have many policies and solutions to lead and direct the building of a strong Party organization within the Army in terms of politics, ideology, ethics, organization, and personnel; a politically strong Army; and to effectively organize the study, understanding, learning, and implementation of resolutions, directives, conclusions, and regulations of the Party; Promoting the study and emulation of Ho Chi Minh's ideology, ethics, and style, in conjunction with implementing the Central Military Commission's Resolution on promoting the qualities of "Uncle Ho's soldiers," and resolutely combating individualism in the new situation. Officers and soldiers throughout the army consistently uphold responsibility, set a good example, and take the lead in protecting the Party's ideological foundation and refuting erroneous and hostile viewpoints. Party committees and organizations at all levels strictly adhere to the principles of Party organization and activities; leadership capacity and combat strength are maintained and strengthened; Party development work is linked to the management, education, training, and selection of Party members... The organizational structure of the armed forces is adjusted towards being lean, efficient, and strong. Concluding the Conference, General Secretary Nguyen Phu Trong commended and highly appreciated the results of leadership, guidance, and organization in implementing political tasks in 2023 by the Central Military Commission, the Ministry of National Defense, and all officers and soldiers of the entire army. The General Secretary stated that 2024 is a pivotal year of significant importance for striving to successfully implement the Resolution of the 13th National Congress of the Party and the Resolution of the 11th Congress of the Party Committee of the Army. This is also a year with many major events, including the 70th anniversary of the historic Dien Bien Phu Victory, the 80th anniversary of the founding of the Vietnam People's Army, and the 35th anniversary of the National Defense Day, in a context where difficulties and challenges are predicted to outweigh opportunities. General Secretary Nguyen Phu Trong requested that the Central Military Commission continue to better fulfill its function of providing strategic advice to the Party and the State on military and national defense matters; The implementation of Resolution No. 8 of the 13th Central Committee on the Strategy for National Defense in the New Situation must be carried out rigorously and effectively, in sync with strategies in the military and defense fields, and with resolutions on socio-economic development strategies and ensuring national defense and security in the six economic regions of the country. “Enhance strategic forecasting capabilities, firmly grasp the situation, and advise the Party and State on appropriate countermeasures to firmly protect the Fatherland. We must absolutely avoid complacency and a lack of vigilance, and prevent being caught off guard. We must continue to advise on the promulgation of policies, guidelines, and legal documents on military and defense matters, meeting the requirements and tasks in the new situation; paying attention to organizing and leading the implementation process effectively to quickly bring military and defense policies and guidelines into practice. This is not just an immediate issue, but a long-term, strategic one,” the General Secretary emphasized. The General Secretary proposed the comprehensive and effective implementation of solutions to improve the overall quality and combat strength of the Army; to effectively fulfill its core role in building a national defense system based on the entire population, and to leverage the combined strength of the entire political system and the whole population in building a strong national defense system. He called for decisive action in adjusting the Army's organizational structure in 2024, with the requirement of creating a lean, efficient, and strong force, so that by 2025 the goal of "lean, efficient, and strong" will be basically achieved, creating a solid foundation to strive towards building a revolutionary, regular, elite, and modern People's Army by 2030. The implementation process must be rigorous, thorough, and avoid complacency or haste. The organizational adjustments must create new confidence, momentum, and strength for the Army to successfully complete all tasks. Regarding the building of a truly clean, strong, exemplary Party Committee within the Army, serving as a model in all aspects, General Secretary Nguyen Phu Trong emphasized that the Central Military Commission needs to pay special attention to building a strong cadre; directing the effective implementation of personnel work at all stages and steps to prepare for Party congresses at all levels; and strictly implementing the Politburo's regulations on power control and the prevention and fight against corruption and negative phenomena in personnel work. Party committees and organizations at all levels need to continue to thoroughly understand and strictly implement the principles of Party organization and operation, especially the principle of democratic centralism; and strictly adhere to the working regulations of the Party committees. Because, effectively and correctly implementing the principle of democratic centralism is the "universal key" to creating organizational strength; and is a "sharp weapon" to prevent and combat corruption and negative phenomena. General Secretary Nguyen Phu Trong pointed out that it is necessary to continue expanding and improving the effectiveness of international integration and defense diplomacy in accordance with the spirit of the Politburo's Conclusion on international integration and defense diplomacy until 2030 and beyond, contributing to establishing a strategic balance in relations with partners, maintaining a peaceful and stable environment for national development, and preventing early and distant risks of war and conflict. The military needs to participate more actively and responsibly in United Nations peacekeeping operations, humanitarian assistance, search and rescue, disaster relief, and post-war recovery; strengthen the exchange of experience and mutual learning between the Vietnamese military and the militaries of other countries; and successfully organize the second Vietnam International Defense Exhibition in December 2024. General Secretary Nguyen Phu Trong requested that attention be focused on caring for the material and spiritual lives of officers and soldiers, especially those serving in remote areas, border regions, and islands. He emphasized the importance of welfare policies, "gratitude and repayment" activities, and the search for and collection of the remains of fallen soldiers.
