General Secretary Nguyen Phu Trong, an outstanding disciple of President Ho Chi Minh, a staunch communist, a shining example, a great intellect and talent of the Vietnamese revolution, a thinker, a cultural figure, and the theoretical banner of the Party. He constantly studied and followed the thoughts, ethics, and style of the great President Ho Chi Minh, dedicating his entire life to the revolutionary cause of the Party and the nation, living his whole life for the country and the people. In 55 years of continuous activity, tempered by revolutionary practice, in positions from the highest to the General Secretary, with his profound and comprehensive strategic vision, sharp thinking, and deep practical experience, Comrade Nguyen Phu Trong, together with the Central Committee of the Party, creatively applied and developed Marxism-Leninism and Ho Chi Minh Thought to the practical realities of the Vietnamese revolution. The General Secretary constantly focused on building a clean and strong Party; Building a socialist rule of law state of the people, by the people, and for the people; continuously supplementing, perfecting, and leading the successful implementation of the reform and national development policies, so that our country "has never had such a foundation, potential, prestige, and international standing as it does today." General Secretary Nguyen Phu Trong is very concerned about building the armed forces in general and the army in particular. I met him only once for a few minutes, but it left a very deep impression. After the 11th National Party Congress, he was elected General Secretary of the Central Committee of the Party, but at that time he was still the Chairman of the National Assembly. I was the Head of the Border Patrol Road Project Management Board of the Ministry of National Defense , along with two officers, Colonel Bui Xuan Truong and Colonel Duong Van Khanh, who were working with the National Assembly's Committee on National Defense and Security and the Committee on Finance and Budget. Seeing him walking in the courtyard, we went to greet and congratulate the General Secretary. He asked: "Where are you military officers going?" I reported that we, from the Border Patrol Road Project Management Board of the Ministry of National Defense, were working with the National Assembly's agencies on allocating government bond funds for projects.

The military units had overcome all difficulties to build the road quickly, well, and affordably, ensuring national defense and security requirements and socio-economic development along the border, bringing practical results. Regarding the need for additional government bond capital, I requested that the National Assembly pay attention to allocating funds. During that more than ten-minute conversation, the comrade kindly inquired about the living conditions and benefits for the soldiers, emphasizing the need to ensure their health and determination to successfully complete their assigned tasks. Regarding funding, the comrade reminded us to work with the relevant agencies of the National Assembly and the Standing Committee of the National Assembly, and the National Assembly would consider and resolve the matter specifically. The comrade's approachable and friendly demeanor left a deep impression and earned the respect of each of us. In his capacities as Chairman of the National Assembly, President, and General Secretary - Secretary of the Central Military Commission, Comrade Nguyen Phu Trong always paid deep attention to the People's Army, caring for its strong and cohesive development.
