During his lifetime, General Secretary Nguyen Phu Trong always showed deep affection and concern for the Party Committee, Government, and people of Ninh Binh province. The Party Committee, Government, and people of Ninh Binh were also honored to have welcomed General Secretary Nguyen Phu Trong on many visits and working trips. Each visit left a deep impression of a simple, profound, and approachable leader who was close to the cadres, Party members, and people of the ancient capital of Hoa Lu - Ninh Binh. According to Ms. Nguyen Thi Thanh, Member of the Central Committee of the Party, Vice Chairman of the National Assembly, and former Secretary of the Ninh Binh Provincial Party Committee: With his innovative thinking, intelligence, and vision, General Secretary Nguyen Phu Trong provided important guidance and direction for Ninh Binh province to maximize its unique potential and strengths, and to achieve breakthroughs. This has also been the guiding principle for Ninh Binh's efforts and actions over many terms.
In 2010, as Chairman of the National Assembly, Comrade Nguyen Phu Trong visited and offered incense at the temples of King Dinh and King Le; visited and extended New Year greetings to the Party Committee, Government, and people of Ninh Binh province; and visited and extended New Year greetings to the Phat Diem Bishopric. In 2014, as General Secretary, Comrade Nguyen Phu Trong visited and worked with the Standing Committee of the Ninh Binh Provincial Party Committee; and visited and worked in Gia Sinh commune (Gia Vien district)... Expressing joy at the changes in Ninh Binh province, Comrade Nguyen Phu Trong noted that while economic growth is necessary, social stability is crucial to ensure sustainable development. To achieve this, the Party must be strong, Party organizations must be truly clean and robust; and cadres and Party members must be truly pioneering and exemplary.
The General Secretary expressed his wish that the Party Committee, government, and people of Ninh Binh would further promote the traditions of this land of outstanding people and rich history, develop the potential and strengths of the ancient capital of Hoa Lu, and effectively implement the resolutions of the Central and local authorities to achieve even greater breakthroughs. Regarding economic development, the General Secretary emphasized that Ninh Binh must develop comprehensively, rapidly, and sustainably, but with a clear focus and priorities. Agriculture and industry must utilize clean, high-tech, and environmentally friendly technologies, while also prioritizing the comprehensive and sustainable development of agriculture.
Acknowledging and commending Ninh Binh's achievements in socio-economic development, the General Secretary also emphasized the need to pay special attention to building and developing the culture and people of the ancient capital of Hoa Lu in order to promote the rich, diverse, and extremely valuable cultural heritage of the country, which Ninh Binh is honored to be responsible for preserving and safeguarding. The General Secretary instructed that the strength of great unity must be promoted – unity within the Party, unity among the people – and care must be given to the lives of religious and ethnic minority communities with the motto: "Do everything that benefits the people, and avoid everything that harms the people."
The assessments, recognitions, and commendations of the efforts, endeavors, and achievements that Ninh Binh province has attained, along with the insightful guidance and vision of the General Secretary, have become a great source of strength, encouraging the Party Committee, Government, and people of Ninh Binh to overcome difficulties and challenges, and effectively exploit their potential and strengths for rapid and sustainable development.
Towards tangible achievements
With a spirit of solidarity, unity, determination to innovate, and a willingness to think and act boldly, closely following the guidance of the Central Committee, the Politburo, the Secretariat, and General Secretary Nguyen Phu Trong, over many terms, the Provincial Party Committee has gradually concretized these into specific programs and actions, resolutely implementing many correct policies such as: promoting a strong shift in economic structure, with industry as the main driving force; developing service sectors, with a focus on tourism development; and transforming the mindset from purely agricultural production to agricultural economic development.
To date, the province has clearly defined its economic development strategy towards rapid, strong, and sustainable growth, focusing on three key pillars: high-tech and clean technology supporting industries; organic, ecological, and advanced agriculture; and tourism development as a leading economic sector. The scale of the economy has continuously expanded. The economic structure has shifted positively, with a rapid increase in the proportion of industrial and service sectors and a decrease in the proportion of the agricultural sector. Industrial production has seen strong development. Agricultural production is gradually shifting towards commodity production, applying high technology, and increasing the value per cultivated area. The New Rural Development Program has achieved many important results, contributing to improving the lives of the people, and the poverty rate has decreased rapidly over the years. Local defense and military capabilities have been strengthened; political security and social order have been maintained.
In particular, following the instructions of General Secretary Nguyen Phu Trong: "We must promote the strength of great national unity, unity within the Party, unity among the people, and care for the lives of religious and ethnic minority people," Ninh Binh province has always upheld the spirit of unity, consensus, creativity, determination to innovate, and daring to think and act with the motto "Whatever is beneficial to the people, we will do our utmost to do; whatever is harmful to the people, we will do our utmost to avoid." With nearly 3% of the population being ethnic minorities and 23.65% being religious (Catholic and Buddhist), Ninh Binh province has prioritized and effectively implemented ethnic and religious affairs. In particular, it has implemented many models and exemplary practices to strengthen religious unity, such as: mobilizing ethnic minorities and religious people to participate in patriotic emulation movements, socio-economic development, and maintaining political security and social order; "Mobilizing religious leaders, officials, and clergy of all religions to join hands in building homes filled with warmth and solidarity between religious and non-religious people" is a typical model nationwide, vividly demonstrating the solidarity between religious and non-religious people.
The work of building and rectifying the Party and the political system has received comprehensive, focused, and targeted guidance, achieving good results; the leadership capacity and fighting strength of Party committees and organizations at all levels have been enhanced; the effectiveness and efficiency of management and administration by governments at all levels have been improved; and the political system and national unity have been strengthened. Foreign affairs have received attention; administrative reform, the application of information technology, the development of e-government, digital transformation, citizen reception, and the handling of complaints and denunciations have seen positive progress. The people's lives have continuously improved. Average per capita income in 2023 reached VND 5.33 million/month, ranking 11th out of 63 provinces and cities nationwide and 6th in the Red River Delta region.
These days, along with people across the country and overseas Vietnamese, the people of Ninh Binh turn their thoughts to Hanoi to commemorate General Secretary Nguyen Phu Trong with respect and gratitude for his immense contributions to the country, the nation, and the people. The sentiments, suggestions, and strategic directions of General Secretary Nguyen Phu Trong will forever be a rallying cry for the Party Committee, the Government, and the people of Ninh Binh province to continue upholding the tradition of unity, working together to build a rapidly and sustainably developing province, contributing to the nation's realization of the aspiration to build a strong and prosperous Vietnam.
