On the afternoon of September 10th, following talks at the Central Party Office, General Secretary Nguyen Phu Trong and US President Joe Biden co-chaired a press conference to announce the results of the talks.

Speaking to the press, on behalf of the Party, State and people of Vietnam, General Secretary Nguyen Phu Trong warmly welcomed President Joe Biden, who has shown special affection for the country and people of Vietnam and has made many important contributions in various capacities to the development of friendly relations between Vietnam and the United States.

The General Secretary emphasized: "The President's visit to Vietnam this time is very significant because it takes place precisely as our two countries are celebrating the 10th anniversary of the establishment of the Comprehensive Partnership."

The General Secretary shared that he always cherishes fond memories of the warm welcome from the US Government and the affection of the American people during his visit in July 2015. He recalled the "sincere and interesting exchange" with Joe Biden during that visit. The General Secretary thanked President Joe Biden for sending him an invitation to visit the US again last June, which he had not yet been able to arrange.

In an atmosphere of friendship, equality, mutual understanding, and respect, the General Secretary stated that he and the President had held extensive and fruitful talks. Both sides agreed that in recent times, Vietnam-US relations have developed strongly, profoundly, substantively, and effectively since normalization and the establishment of the Comprehensive Partnership.

On behalf of the Vietnamese people, General Secretary Nguyen Phu Trong extended greetings and thanks to American organizations and individuals who have supported Vietnam and contributed to the development of friendly relations and cooperation between the two countries.

For the benefit of the people of both countries and with the desire to strengthen cooperation for peace , cooperation, and sustainable development in the new context, the General Secretary and the President of the United States, on behalf of both countries, have decided to adopt a Joint Statement elevating the Vietnam-US relationship to a Comprehensive Strategic Partnership for peace, cooperation, and sustainable development .

Following this announcement by the General Secretary, the press from both countries and the delegates attending the press conference warmly applauded in congratulations.

The General Secretary affirmed: "This is the most important point that says it all," that the partnership will continue to be based on full respect for the fundamental principles that have guided the relationship between the two countries in the past, including respect for the United Nations Charter, international law, and each other's political institutions, independence, sovereignty, and territorial integrity.

"We also emphasize that mutual understanding, respect for each other's circumstances, respect for each other's legitimate interests, and non-interference in each other's internal affairs are fundamental principles of great importance in bilateral relations and international relations," the General Secretary said.

Vietnam highly appreciates and values ​​the US affirmation of support for a "strong, independent, self-reliant, and prosperous" Vietnam. The General Secretary stated that the new partnership's content inherits existing cooperation and elevates it to a new level by promoting economic, trade, and investment cooperation in an innovative direction, which is the foundation, focus, and driving force of the bilateral relationship. Furthermore, strengthening cooperation in science and technology is a new breakthrough in the Comprehensive Strategic Partnership for peace, cooperation, and sustainable development . In the coming period, relevant agencies of both countries will coordinate to implement the agreements.

Vietnam promotes relations with the United States and other international partners in the spirit that President Ho Chi Minh clearly stated after Vietnam regained its independence: "Vietnam is a friend to all countries." Regarding the United States, President Ho Chi Minh affirmed Vietnam's complete independence and its readiness to cooperate fully with the US; this independence and cooperation benefits the entire world.

The 13th National Congress of the Communist Party of Vietnam also affirmed the policy of strengthening and further deepening bilateral cooperation within the framework of the consistent foreign policy of independence, self-reliance, peace, friendship, cooperation and development, diversification and multilateralization of foreign relations; Vietnam is a friend, a reliable partner and an active and responsible member of the international community.

The General Secretary stated that he and President Joe Biden had briefed each other on the situation in both countries, expressing appreciation for the efforts and positive results achieved in socio-economic development in each country. Regarding complex international situations and conflicts, Vietnam hopes that all parties will engage in dialogue and resolve issues peacefully on the basis of respect for the fundamental principles of international law and the United Nations Charter.

The General Secretary expressed his hope that through this visit, the President and members of the delegation would have another opportunity to directly experience a Vietnam that is innovating, developing dynamically, with a long-standing culture and history, and whose people are warm-hearted, hospitable, friendly, and peace-loving.

For his part, US President Joe Biden thanked General Secretary Nguyen Phu Trong for the warm and sincere welcome at this historic time.

"Today we can look back on the journey of our relationship. We have gone from conflict to normalization, and now we will upgrade our relationship to promote security and prosperity in one of the most important regions in the world."

"We will upgrade our relationship to a Comprehensive Strategic Partnership, and we are very pleased about this. This is a crucial step for both countries, demonstrating the strength of our relationship at a time when we are facing challenges that have a significant impact on relations in the region and around the world," the US President affirmed.

Joe Biden said the two countries would deepen cooperation in key and emerging technologies, particularly in building a more resilient supply chain for the semiconductor industry. They would also expand their economic partnership to boost investment and trade.

The White House leader cited that last year, a Vietnamese company signed a $4 billion agreement to build an electric car and battery manufacturing plant in North Carolina, creating 7,000 jobs. World-class Vietnamese technology companies have been and will be listed on the US stock market, and more important trade agreements are expected to be signed during this visit.

"We are working to address the climate crisis, accelerate Vietnam's transition to clean energy, enhance global economic security, and promote cancer and HIV/AIDS treatment, as well as strengthening security cooperation between the two countries, including combating human trafficking. I also stressed the importance of respecting human rights," said Joe Biden.

Speaking about people-to-people exchanges, the President stated that this is central to the bilateral relationship, with millions of Vietnamese Americans contributing to building stronger communities across the United States. He further cited the Fulbright University, supported by the US, which has "seen its first graduating class" and that both sides "are truly working to expand the university."

The U.S. is also investing heavily in developing a skilled workforce in integrated science, technology, engineering, and mathematics (STEM) fields and promoting educational exchanges. This is to enable scientists to collaborate with each other both in their careers and in innovation.

"All that has been achieved over the past time is not accidental or inevitable, but requires the efforts of the leaders of both countries over many years, including my friend today, former Senator and former US Secretary of State, John Kerry, who is currently the President's special envoy on climate change."

We also achieved this thanks to another friend, who is no longer with us. The person I will visit at the memorial tomorrow is the late Senator John McCain. But they, like me and many others, see the many benefits we gain from overcoming a painful past. This is why I decided to run for senator in 1972, because I wanted to end the war in Vietnam,” Biden shared.

Ten years ago, when he was Vice President, the two countries achieved a major milestone in establishing a Comprehensive Partnership. The President said he was extremely proud of the way the two nations and their peoples had worked to "build trust and mutual understanding" in addressing the consequences of the war that had left both peoples with such a legacy.

The work that both sides will continue to do includes clearing unexploded ordnance left over from the war, cleaning up environmental pollution caused by dioxin, expanding programs to assist people with disabilities, and searching for and recovering the remains of missing American and Vietnamese soldiers.

The President stated: "Our cooperation on these painful issues, as well as the building of a new legacy, a legacy of shared peace and prosperity, is a testament. It is also a clear reminder that what we achieve is what we gain when we can overcome a painful past to embrace a future of progress, based on the unity and solidarity of our two peoples."

Concluding his speech, President Joe Biden thanked the General Secretary and emphasized: "Vietnam is an important country in the world and in the region. I look forward to and anticipate a new chapter in the relationship between our two countries."
