With the decisive direction of the Provincial Party Committee and the Provincial People's Committee, and the proactive and urgent involvement of relevant agencies and units, the implementation of the organizational restructuring of Cam Pha City is progressing on schedule.
Following the guidelines and directives of the Central Government and the province, Cam Pha City has issued a plan to implement the restructuring and streamlining of the organizational apparatus of agencies and units within the political system. This plan outlines many tasks to be carried out, including: restructuring internal departments within agencies and units; developing plans for restructuring and streamlining the organizational apparatus, staffing, and placement of civil servants and public employees in agencies and units.
According to the city's restructuring plan, the Propaganda Department and the Mass Mobilization Department of the City Party Committee will merge. The merger plan is based on scientific , theoretical, and practical principles, ensuring that the new merged unit does not omit any functions or tasks, while also avoiding overlap and ensuring uniformity and suitability to the requirements of propaganda and mass mobilization work in the new context and situation.
Along with the merger of the Propaganda Department and the Mass Mobilization Department, the Standing Committee of the Cam Pha City Party Committee also developed a plan to reorganize and streamline the city's departments and offices. Accordingly, the Department of Agriculture and Environment was established by merging the Department of Economy and the Department of Natural Resources and Environment; the Department of Internal Affairs and Labor was established by merging the Department of Internal Affairs and the Department of Labor, War Invalids and Social Affairs; the Department of Economy, Infrastructure and Urban Development was established; and the Department of Culture, Science and Information was established. At the same time, three specialized departments were reorganized: the Department of Education and Training, the Department of Health, and the Office of the City People's Council and People's Committee. With the proposed plan, after reorganization and streamlining, Cam Pha City will reduce the number of Party building departments from 5 to 4, and the number of specialized departments within the People's Committee from 12 to 10.
In organizational restructuring, personnel management is considered a difficult, sensitive, and complex issue, impacting the morale and sentiments of civil servants and public employees. After restructuring and reorganizing specialized agencies, the city is implementing a streamlining of leadership and management personnel according to the following roadmap: 2025: a reduction of 2 heads and 1 deputy; 2026: a reduction of 1 deputy. For professional civil servants, the number will be reduced by 3 in 2025 and by 2 in 2026. At the same time, outstanding, responsible, and dedicated civil servants will be selected and assigned to specialized departments according to job positions and their professional training.
For public service units, the city will review and reorganize them to streamline internal structures; terminate operations and transfer functions and tasks to appropriate agencies and units for some public service units whose functions and tasks are no longer consistent with legal regulations and socio-economic development needs, or which can be undertaken by private entities.
Specifically, the Urban Order and Environmental Inspection Team will cease operations and its responsibilities will be transferred to the Department of Agriculture and Natural Resources and Environment and the People's Committees of wards and communes. In addition, the Vocational Training and Continuing Education Center will cease operations (transferring some functions and responsibilities to relevant agencies and units ). Alternatively, they can be transferred to the Department of Education and Training. For the remaining public service units, the departments and divisions under their direct control will be reviewed and restructured to ensure efficiency and effectiveness, reducing the number of departments and employees by at least 15%.
For public preschools and primary and secondary schools, a review and reorganization will be conducted with the aim of merging 11 schools to form 5 new schools by 2025. Regarding city-level organizations and associations, funding will cease for those not assigned tasks by competent authorities starting in 2025.
Mr. Vu Dinh Nhan, Head of the Internal Affairs Department of Cam Pha City, said: Recognizing this as an urgent task that needs to be implemented decisively to build a streamlined, efficient, and effective administrative apparatus, the city has done a good job of disseminating information to create consensus from within the political system to the wider society, determined to build a new apparatus to achieve many positive results in the new term.
