On the afternoon of April 16, meeting with voters in Bac Giang, Deputy Prime Minister Nguyen Hoa Binh said that the next goal of the apparatus streamlining revolution is to organize a streamlined apparatus that operates effectively and efficiently. Along with a scientifically organized apparatus, the staff will be professional and diligent.

The third goal is that after the arrangement, the government must be close to the people, associated with the people, and directly resolve the people's affairs.

Finally, the policy of streamlining the apparatus paves the way for decentralization and widespread delegation of power according to the motto of local decision, local action, local responsibility. The responsibility of local authorities is promoted.

According to the Deputy Prime Minister , the 9th Session opening in early May will handle a huge amount of work to concretize the Central Committee's resolution, including amending the 2013 Constitution to serve the organization and streamlining of the apparatus.

The National Assembly will amend a system of more than 30 laws and nearly 10 resolutions to remove difficulties for production, business, planning, and streamlining the apparatus. These documents serve to accelerate, break through, and develop, preparing the country to enter an era of rising up, developing richly, prosperously, and civilizedly.

The Deputy Prime Minister said that in preparation for the new era, a series of major policies have been planned and urgently implemented, "receiving the consensus and strong support of the people and being highly appreciated by international friends".

The policies include streamlining the apparatus; promoting the development of science, technology, and the digital economy; developing the private economy as an important driving force of the economy and this economic sector is capable of undertaking national strategic tasks.

According to the Central Resolution, Bac Giang and Bac Ninh will merge into the new Bac Ninh province, with headquarters located in Bac Giang. The new province after the merger will have a very important role and position, with an economic scale ranking 5th in the country, after Ho Chi Minh City, Hanoi, Hai Phong, and Dong Nai.

With new opportunities and room for development, the Deputy Prime Minister hopes that Bac Ninh province will proactively find solutions to break through, rise up, and improve people's lives. "Everything must be clearly stated in the documents of the Provincial Party Congress with specific and clear directions, goals, paths, and steps," the Deputy Prime Minister noted.

After the merger, Bac Ninh also needs to implement well the policy of merging communes. "We must work day and night on this task to have a specific list of communes to be reorganized, no later than June to organize the Party Congress at the commune level," the Deputy Prime Minister said, noting that the documents of the Party Congress at the commune level must have a new mindset and vision, not mechanically adding documents that have been prepared from the old unit.

According to Resolution 60 issued by the Central Committee on April 12, 11 provinces and cities will remain the same, including Hanoi, Hue, Lai Chau, Dien Bien, Son La, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, Cao Bang. 52 localities will merge to leave 23 provinces and cities. The country will have 34 provincial-level administrative units, including 28 provinces and 6 centrally-run cities.

Local government will be organized at two levels: provincial and communal. The district level will cease to operate after the National Assembly passes amendments to the 2013 Constitution and the 2025 Law on Organization of Local Government.
