Stabilizing staffing and allowances after merging administrative units

Recently, the major policy of merging and reorganizing administrative units at the provincial and commune levels has received attention, agreement, and support from officials, Party members, and the people nationwide. In addition, the issue of how to utilize human resources, staffing levels, allowances, and income for the merged and reorganized units has also received attention from the public and officials, civil servants, and workers.

According to Resolution No. 60-NQ/TW dated April 12, 2025, of the 11th Conference of the Central Committee of the 13th Party Congress, from July 1, 2025, all district-level administrative units nationwide will officially cease operations. The local government organizational model will shift to a two-tiered system of province and commune. The central government has agreed that after the merger, 63 provinces and cities will be reduced to 34 provincial-level administrative units, including 28 provinces and 6 centrally-administered cities. Communes and wards will also be reorganized, reduced by approximately 60-70% to ensure efficiency and effectiveness.

Along with the rest of the country, Quang Ninh is also urgently, actively, and decisively reorganizing its commune-level administrative units (Quang Ninh is not subject to provincial-level mergers). The province has proposed two options: Option 1: Establishing 54 new commune-level administrative units, including 30 wards, 22 communes, and 2 special zones (Van Don and Co To); Option 2: Establishing 51 new commune-level administrative units, including 27 wards, 21 communes, and 3 special zones (Mong Cai, Van Don, and Co To).

Currently, in addition to actively developing plans for administrative unit reorganization and maintaining smooth and efficient work operations without affecting citizens, businesses, and investors, a matter of great concern to many officials, civil servants, and workers is the allocation of staffing, allowances, and income after the merger of administrative units.

To address these concerns and questions, Minister of Home Affairs Pham Thi Thanh Tra, Deputy Head of the Standing Committee of the Steering Committee for the reorganization of administrative units at all levels and the construction of a two-tiered local government organizational model, recently issued Official Letter 03/CV-BCĐ năm 2025 on the orientation of some tasks for the reorganization of administrative units and the two-tiered local government organization; and on the organizational structure, cadres, civil servants, and public employees when implementing the reorganization.

Accordingly, 100% of the existing district-level staff and civil servants will be transferred to the commune level, with the current leadership and management staff of the district-level political system being assigned as the core of the new commune-level units; provincial-level officials and civil servants may be reinforced at the commune level.

At the same time, the current number of cadres and civil servants at the district and commune levels will be maintained to assign them to work at the commune level, and a review and streamlining of personnel will be carried out in conjunction with restructuring and improving the quality of the workforce to meet the requirements of the tasks, ensuring that within 5 years, the process will basically comply with the Government's regulations; the projected average number of personnel for each commune is approximately 32 (excluding Party and mass organizations).

Officials and civil servants receiving salaries from the state budget, upon being assigned to a new administrative unit, will continue to receive their current salary, grade, and allowances for a period of 6 months; after which, they will be subject to the new regulations of the Government.

In cases where officials, civil servants, public employees, or workers voluntarily request early retirement or resignation during the restructuring process, the competent agency, organization, or unit shall review, evaluate, and implement policies and regulations in accordance with current government regulations, ensuring that outstanding individuals are retained to meet job requirements.

In cases where officials and civil servants at the district and commune levels do not meet the standards and conditions to be assigned to new positions at the commune level, their entitlements and policies will be handled according to current government regulations.

Based on practical conditions and the current standards and capabilities of officials and civil servants at the district and commune levels, the Standing Committee of the Provincial People's Committee shall consider and decide on the arrangement and placement of officials and civil servants at the new commune level according to the decentralized management system.

With clear guidelines on the tasks of merging administrative units and organizing the apparatus and staffing during the restructuring process, it will contribute to stabilizing the morale of officials, civil servants, and employees during their work, especially while waiting for the merger and restructuring of administrative units. This will promote a spirit of work, dedication, and the building of a more effective new working apparatus.
