On December 15th, speaking at the group discussion of the second (expanded) meeting of the Ho Chi Minh City Party Committee Executive Board for the 2025-2030 term, City Party Secretary Tran Luu Quang requested delegates to answer questions from their own perspectives regarding the remaining obstacles after six months of operating the two-tiered local government system.
At the same time, solutions need to be discussed to achieve the goals of the City Party Congress.
Mr. Hoang Tung, Secretary of the Party Committee of An Khanh Ward, suggested that the city should soon build a shared database, especially data on urban areas and land...
Mr. Tung stated that after the merger and the abolition of the district level 5.5 months ago, the data has been converted and inherited from the district level by the wards and communes themselves, and there is no shared data yet.
Mr. Tung suggested that a land clearance committee for the area should be established soon.
Currently, the department is sending "seconded" officials to support communes and wards. With the amended Resolution 98, the city will soon have many projects requiring rapid land clearance, and support is needed for communes and wards to implement them.

Mr. Nguyen Thanh Uy, Secretary of the Party Committee of Thuan Giao Ward, suggested increasing the authority of communes and wards, especially in resolving issues at the grassroots level and addressing voters' requests.
Mr. Uy pointed out that many roads currently have potholes, but if repairs or remediation are needed, they must be submitted to the department for approval if it involves budget constraints.
Ho Chi Minh City Party Secretary Tran Luu Quang announced that from the beginning of 2026, the Department of Construction will only manage and invest in roads with 4 lanes or more, while other roads, even inter-ward roads, will be handed over to the communes and wards for management.
Regarding land clearance work, Secretary Tran Luu Quang said that the city currently has "special task forces" of about 200 people from the department deployed to the grassroots level to assist communes and wards with land-related issues and land clearance. In the long term, there will be project management boards, increasing the authority of these boards.
Digital transformation was one of the many important topics discussed at the Ho Chi Minh City Party Committee Conference. Ho Chi Minh City Party Secretary Tran Luu Quang stated that databases and digital transformation are "lifelines." Given the nature of the work, with a large workload and a shortage of staff, it is necessary to accelerate digital transformation to increase work efficiency and prevent the bureaucracy from becoming bloated.
Secretary Tran Luu Quang suggested boldly delegating capital and authority to communes and wards. At the same time, communes and wards need to proactively prepare for investment projects, so that when capital becomes available, they have the necessary legal basis to receive and implement the projects.
