On December 18th, the Party Committee of the Ministry of Agriculture and Environment held a conference to summarize Party work in 2025 and to implement directions and tasks for 2026.

Complete and synchronize the system of policies and laws on agriculture and the environment.
Comrade Tran Duc Thang, Secretary of the Party Committee and Minister of Agriculture and Environment, affirmed that the past year was a very special one for the Ministry of Agriculture and Environment, marking the establishment and operation of the Ministry amidst many domestic and international changes. Despite the large workload and high demands, the entire sector made efforts to overcome difficulties, clearly demonstrating a spirit of responsibility, solidarity, and unity, achieving important results in the operation of the two-tiered government, as well as in resolving difficulties for people and businesses.
Immediately after the Ministry of Agriculture and Environment began operating under the new model from March 1, 2025, the Standing Committee identified the motto for action in 2025 as "Discipline and responsibility; proactive and timely; streamlined and efficient; accelerated breakthrough".
The entire Agriculture and Environment sector achieved and exceeded all 9 key targets set by the Government . In particular, the sector's GDP growth rate for the whole year is estimated at 3.9-4%, surpassing the Government's target; total export turnover of agricultural, forestry, and aquatic products is projected at 70 billion USD, exceeding the target of 65 billion USD.
The Ministry of Agriculture and Environment successfully, solemnly, and meaningfully organized the First Party Congress of the Ministry for the 2025-2030 term and the celebration of the 80th anniversary of the industry's tradition.

In 2025, the Standing Committee led and directed the completion and submission to competent authorities of 5 out of 6 tasks, and directed the drafting and completion of 22 documents for submission to the Government and the Prime Minister, including 2 draft laws, 1 National Assembly resolution, 15 decrees, 2 Government resolutions, and 2 Prime Minister's decisions. Of these, 12 decrees, 2 Government resolutions, and 1 Prime Minister's decision were issued by the Prime Minister.
In particular, the implementation of important resolutions of the Politburo and the Secretariat includes Resolution No. 14-NQ/DU dated July 31, 2025, to implement Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation; and Plan No. 02-KH/BCĐTW dated June 19, 2025, of the Central Steering Committee.
The Party Committee of the Ministry has identified science and technology as one of the breakthrough solutions for productivity, quality, and enhanced competitiveness, and as a driving force for development towards green, clean, and smart agriculture.
"We are determined to implement traceability for all agricultural, forestry, and aquatic products, initially aiming to complete it for most key products, not only for export but also to ensure quality for 100 million domestic consumers. There will be no room left for growers and businesses producing products that do not meet safety standards," Comrade Tran Duc Thang agreed.

By 2025, state management of water resources, geology, and minerals will be continuously improved; the effectiveness and efficiency of resource management, utilization, and protection, as well as environmental and island protection, will be enhanced, contributing to socio-economic development.
The Ministry focused on building and operating the national land database, guiding localities in building cadastral land databases, and connecting land data with population, tax, and public services. In particular, the Ministry proactively coordinated with the Ministry of Public Security to complete the 90-day plan to enrich and clean up the land database.
Given that the entire country has been affected by 21 storms, the Standing Committee of the Party Committee of the Ministry has directed units to closely monitor weather developments and meteorological and hydrological conditions to promptly forecast and warn people; issued official dispatches and documents directing localities to focus on responding to the storms and floods, and guiding localities to urgently overcome the consequences, restore production, and quickly stabilize people's lives after the storms and floods.
In 2025, the Ministry's foreign affairs and international integration work will be implemented proactively, closely adhering to the Party's foreign policy guidelines, the State's policies and laws, and new resolutions and action programs on international integration in the new context, especially Resolution No. 59-NQ/TW of the Politburo and Resolution No. 153/NQ-CP of the Government.
Term 2025-2030: New spirit, new momentum, and new determination.
The year 2026 holds special significance, marking the beginning of the 14th National Congress of the Party and the 2025-2030 term of the Party Committee of the Ministry of Agriculture and Environment. In that spirit, Comrade Tran Duc Thang, Secretary of the Party Committee and Minister of Agriculture and Environment, urged the entire Party Committee to focus intensely on preparing for and implementing tasks in the new phase.
The focus is on continuing to improve institutions and policies to serve the growth of the sector; at the same time, reviewing and reorganizing the organizational structure towards a streamlined, effective, and efficient model, especially consolidating public service units under the Ministry, ensuring compliance with the authority and regulations of the law.

The Party Committee Secretary of the Ministry emphasized the need for proactive, timely, and effective responses to difficulties and challenges; gradually "turning the situation around, transforming the state," and removing bottlenecks and obstacles to promote the successful completion of assigned political tasks.
Entering a new phase, the Ministry of Agriculture and Environment continues to implement the goals set out at the Ministry's Party Committee Conference and the Government's directives, with specific tasks regarding restructuring the agricultural and environmental sectors towards innovation and adaptation to climate change; improving farmers' lives and developing sustainable rural areas; focusing on removing barriers, promoting trade and exports, increasing export value, and contributing to achieving the country's double-digit growth target in the 2026-2030 period.
"Organizing the apparatus and improving the effectiveness and efficiency of operations will be a continuous requirement, thereby strongly conveying the spirit of responsibility, determination, and unity of the cadres and Party members throughout the Party Committee of the Ministry of Agriculture and Environment," the Minister directed in conclusion.
