On December 19th, the Ho Chi Minh City People's Council sent a document to its members inviting them to attend the seventh (special) session and the Conference summarizing the activities of the 10th term of the People's Council (2021-2026).

The seventh session of the Ho Chi Minh City People's Council will approve many important contents, including the first land price list in Ho Chi Minh City (after merger) effective from January 1, 2026. It will also adjust and supplement new railway projects located in Ho Chi Minh City according to the city's development needs.
Several reports and draft resolutions on legal regulations include: the fee rates for the use of infrastructure, service facilities, and public utilities in port and border gate areas within Ho Chi Minh City; and regulations on preferential land lease exemptions for projects using land for production and business purposes in investment-incentive sectors or in investment-incentive areas (investment-incentive industries/professions) within Ho Chi Minh City.
Regulations on exemption from fees and charges in the land sector for organizations and individuals requiring changes to documents and procedures due to administrative unit reorganization in Ho Chi Minh City. Regulations on appraisal fees for issuing, reissuing, and adjusting environmental permits in Ho Chi Minh City. Regulations on appraisal fees for environmental impact assessment reports and environmental remediation and restoration plans in Ho Chi Minh City.
Regulations on training and professional development expenditures for officials, civil servants, and public employees in Ho Chi Minh City. Regulations on policies to encourage, attract, and promote the role of lawyers in participating in resolving and implementing plans, contents, and programs for the economic , cultural, and social development of Ho Chi Minh City in the period 2025-2030.

Specifically implementing the resolution on special mechanisms for Ho Chi Minh City's development.
Notably, following the National Assembly's approval of the resolution amending and supplementing Resolution 98 on some special mechanisms for the development of Ho Chi Minh City, this session of the Ho Chi Minh City People's Council will also pass several resolutions to specifically apply these contents to the city's development.
Notably, several resolutions will be considered to implement the amendments to Resolution 98, including: regulations on the procedures for establishing, expanding, and adjusting the boundaries of free trade zones.
Regulations specifying the content, cost limits, unit prices, procedures, and required documents for the preparation, appraisal, and approval of the Ho Chi Minh City master plan.
Resolution on the management of revenue sharing and percentage (%) between the central and local budgets from the exploitation of land funds in TOD (Transit-Oriented Development) areas.
The group of proposals and draft resolutions will approve several infrastructure and transportation projects, including: the project to upgrade and expand Vinh Loc road (section from Tran Van Giau road to road No. 2A - Vinh Loc Industrial Park).
