Strengthening the membership of the National Steering Committee on Data

The decision states: Deputy Prime Minister Pham Thi Thanh Tra is added as Deputy Head of the Steering Committee; Minister of National Defense Phan Van Giang is added as Deputy Head of the Steering Committee; and Minister of Home Affairs Do Thanh Binh is added as a member of the Steering Committee, replacing Pham Thi Thanh Tra.

At the same time, the position of Comrade Le Hoai Trung, a member of the Steering Committee, was adjusted from Acting Minister to Minister of Foreign Affairs; the position of Comrade Tran Duc Thang, a member of the Steering Committee, was adjusted from Acting Minister to Minister of Agriculture and Environment; and the position of Secretary of the Steering Committee was added for Major General Nguyen Ngoc Cuong, Director of the National Data Center, Ministry of Public Security , a member.

The National Steering Committee on Data was established by Decision No. 2319/QD-TTg dated October 20, 2025, of the Prime Minister.

The Steering Committee is an inter-sectoral coordinating organization with the function of researching, advising, recommending, and assisting the Government, the Prime Minister, and the Head of the Steering Committee in directing and coordinating the implementation of policies, strategies, mechanisms, and national-scale solutions on data; building and developing national and specialized databases; integrating, synchronizing, storing, sharing, analyzing, exploiting, and coordinating data in the national integrated database; and addressing important, inter-sectoral data-related issues.

The Steering Committee is tasked with researching and proposing to the Government and the Prime Minister directions and solutions to address issues in the implementation of policies, strategies, mechanisms, and national-scale solutions regarding data; the construction and development of national and specialized databases; the integration, synchronization, storage, sharing, analysis, exploitation, and coordination of data in the national integrated database; and resolving important, inter-sectoral data-related issues. It also provides opinions on strategies, programs, mechanisms, policies, schemes, and projects related to the development of national-scale data solutions under the authority of the Government and the Prime Minister.

At the same time, the Steering Committee assists the Government and the Prime Minister in directing ministries, sectors, and localities to implement national-scale goals, tasks, and solutions on data; coordinates the implementation of inter-sectoral strategies, programs, mechanisms, policies, schemes, projects, and solutions for building and developing national and specialized databases; integrates, synchronizes, stores, shares, analyzes, exploits, and coordinates data in the National Integrated Database...
