These days, teachers and students of Bach Dang High School (Quang Yen Ward) are extremely excited and eager, anticipating the completion of a new, spacious, and modern school building. Started in June 2024, after more than a year of intensive construction, the new Bach Dang High School building is now 99% complete, meeting Level 3 educational quality standards and achieving Level 2 National Standard status according to the regulations of the Ministry of Education and Training .

The project comprises three four-story buildings with 32 theoretical classrooms, a subject-specific classroom area with fully equipped functional rooms, an administrative building, a multi-purpose hall, a physical education field, and other supporting facilities. The total investment is over 260 billion VND from the provincial budget. Notably, the project will be equipped with modern teaching equipment such as desks, chairs, televisions, and computers to meet the teaching requirements of the 2018 general education curriculum. The newly built Bach Dang High School is expected to meet the teaching standards for approximately 1,600 students.
The construction of the new Bach Dang High School is a concrete step in implementing Resolution 99 dated May 31, 2022, of the Provincial People's Council on allocating resources to support localities in building and investing in equipment for public schools. This is the 16th out of 17 schools to be completed and put into use according to the resolution, further affirming the province's commitment to improving the quality of life for its people, so that all citizens can enjoy the fruits of development.
Mr. Phan Tuan Dung, Deputy Principal of Bach Dang High School in Quang Yen Ward, said: Bach Dang High School currently has 30 classes with nearly 1,300 students. After many years, the school's facilities have deteriorated, the area is cramped, and the school gate area poses many safety risks. Therefore, with the attention of the province and local authorities in building a new school, the teachers and students are very happy. Not only is it built to be spacious, modern, and well-equipped, Bach Dang High School is the first school in the province to receive comprehensive investment in teaching equipment, meeting the learning needs of students, reducing costs, and ensuring the effectiveness of the project. Notably, the classrooms have also been designed, arranged, and built with a larger area than the old classrooms (17 m²) , creating a comfortable learning space for students. This will serve as a foundation for the school to be recognized as meeting Level 2 standards by 2030, as well as continuously striving to be among the top 10 high schools in the province in terms of educational quality.

Education and training are top national priorities, serving as a crucial foundation for socio-economic development and strengthening national defense and security, especially in border areas, remote regions, and areas with large ethnic minority populations. Over the years, Quang Ninh province has consistently given special attention and prioritized investment resources for education in these areas.
In implementing Conclusion No. 81-TB/TW dated July 18, 2025, of the Politburo on the policy of investing in the construction of boarding schools in border communes, the province proactively reviewed and selected locations, developed investment plans, and fully prepared the necessary conditions to simultaneously commence construction of six schools in border communes in early November. Specifically, these include: Hoanh Mo Primary and Secondary Boarding School (Hoanh Mo commune); Binh Lieu Primary and Secondary Boarding School (Binh Lieu commune); Dong Tam Primary and Secondary Boarding School (Luc Hon commune); Quang Duc Primary and Secondary Boarding School (Quang Duc commune); Quang Son Primary and Secondary Boarding School (Duong Hoa commune); and Hai Son Primary and Secondary School (Hai Son commune).
This is a major policy decision with profound political, social, and humanitarian significance, demonstrating the special concern of the Party, the State, and the province for the people in the border regions of the Fatherland. At the same time, it is a key and urgent political task in socio-economic development and the implementation of the national unity policy, aiming to raise the intellectual level of the people, train human resources, create a pool of local cadres in border areas, care for the material and spiritual lives of the people in border regions, and contribute to strengthening national defense and security. Modern and comprehensive educational facilities open up better learning opportunities, giving wings to the future of students, contributing to building a foundation for sustainable development and prosperity for the border regions of the Fatherland. New schools are emerging day by day as "foundations" for sowing knowledge to illuminate the future for the young sprouts in the Fatherland's border areas.
Ms. Pham Thi Hang, Principal of Dong Tam Boarding Primary and Secondary School (Luc Hon commune), said: "From November 1st, Dong Tam Boarding Primary and Secondary School was established based on the merger of Dong Tam Primary School and Dong Tam Secondary School. This arrangement and merger is in line with the policy of reorganizing public educational institutions according to the two-tiered local government model. This not only helps to concentrate investment in facilities but also ensures that resources are not scattered, improving the quality of education and achieving the goal of putting students at the center. The school currently has 712 students, many of whom live 10-12km away from the school, along winding roads with steep hills and passes, crossing streams and ford crossings, making their learning very difficult. Building a boarding school where the children can eat, live, and study together is absolutely necessary." Thanks to the attention of all levels of government, the school has received investment for the construction of new classrooms, student dormitories, a multi-purpose hall, a football field, and green spaces; and the renovation and upgrading of some existing infrastructure items, meeting the learning, living, and training needs of 902 students, equivalent to 28 classrooms, including 488 boarding students and 414 day students. The project is expected to be completed and put into use by the end of 2026, fulfilling the aspirations of staff, teachers, students, parents, and the people in the area.

Vi Hoai Thuong, a student in class 8A at Binh Lieu Boarding School (Binh Lieu commune), shared: "I am very happy that in the 2026-2027 school year, I will be able to study, live, and train in a new, spacious school with classrooms, dormitories, a cafeteria, and sports facilities. With a boarding school, we can eat, sleep, and live right at school. We won't have to wake up early in the morning to go to school from home anymore. I thank the leaders at all levels and the teachers for their constant care, support, and assistance in providing us with better learning conditions. I promise to strive to study, train, and acquire knowledge to become outstanding individuals."
Improving the quality of urban areas and residential zones.
These days, construction, renovation, and improvement efforts aimed at enhancing the quality of urban areas and residential zones are bustling in localities throughout the province. From urban areas to remote regions, localities have mobilized all resources to implement key projects related to transportation, environment, and landscape. The implementation of these projects has profound significance, not only contributing to meeting the aspirations of the people, improving their lives, and creating a new look for each village, hamlet, and neighborhood, but also demonstrating the political determination and decisive action of the local authorities at both levels.

In line with the policy of developing and improving the quality of existing urban areas and residential zones, Quang Ninh province plans to allocate approximately 2,300 billion VND from its budget in 2025 for comprehensive implementation throughout the province. Based on this, communes, wards, and special zones have been urgently reviewing, renovating, and investing in upgrading urban areas and residential zones.
Uong Bi Ward is working with urgency and determination to achieve urban beautification goals, implementing the motto "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit." Accordingly, the locality has launched an 88-day campaign to improve the quality of existing urban and residential areas. Of the total 20 urban beautification and upgrading projects, flood and environmental pollution control, and cultural institution construction projects in the area, the ward has completed 3 projects, 4 projects have reached 80% completion, and the remaining projects are being accelerated by the local authorities.
Mr. Nguyen Van Son, Party Secretary and Head of Phu Thanh Tay residential area, Uong Bi ward, said: "Thanks to the investment and attention from the province and the ward, the Phu Thanh Tay area has completed the upgrading, beautification, and expansion of Alley 82, which is approximately 630 meters long. The alley has been widened to 5 meters, leveled, reinforced with a 5cm layer of asphalt, and painted with traffic signs to ensure traffic safety. Therefore, the residents in the neighborhood are very happy and excited because the area looks more spacious, people can travel more conveniently, and traffic safety is ensured."

Notably, to expedite progress, households in the ward have voluntarily donated land, structures, trees, and crops, clearly demonstrating a spirit of consensus and community responsibility. In Uong Bi ward, 146 households have voluntarily donated over 5,500 m² of land and 1,300 m³ of structures, trees, and crops, with a total value exceeding 30 billion VND. The trust, consensus, and collective spirit of the people are the decisive factors in ensuring the early realization of the urban and residential area development and upgrading plan.
Ms. Vu Thi Hong Nhung, Vice Chairman of the People's Committee of Uong Bi Ward, said: The ward has intensified propaganda and mobilization efforts to create consensus among the people, while reviewing and supplementing planning, developing plans for urban beautification, and prioritizing resources for the renovation of existing residential areas; proactively coordinating with the electricity, telecommunications, and water supply sectors to synchronize infrastructure. Along with provincial and local budget resources, the ward is also promoting the socialization of the implementation of public works, sports facilities, and community services. With a systematic and synchronized approach from planning and mobilization to infrastructure investment, Uong Bi Ward strives to complete the first phase of urban beautification and upgrading projects before January 15th, in chào mừng the 14th National Congress of the Communist Party of Vietnam; and the second phase before February 3rd so that people can celebrate the Lunar New Year and prepare for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. Similar to Uong Bi ward, localities throughout the province are focusing heavily on upgrading urban areas and residential zones, beautifying the appearance of the area, and meeting the aspirations of the people. Ms. Nguyen Thi Hoa, Director of the Tien Yen Commune Service Supply Center, said: Tien Yen Commune has 8 projects aimed at improving the quality of residential areas in the fields of transportation and technical infrastructure with a total investment of nearly 42 billion VND. Currently, all these projects are being urgently constructed to ensure progress, quality, and aesthetics. The commune strives to complete 4 projects in December and the remaining 4 projects before the Lunar New Year, meeting the needs of the people, creating a new look for the locality, and helping the locality to soon become a civilized and happy urban area and achieve the criteria of a ward before 2030.
The transformations in the urban landscape and remote areas have breathed new life into every village, hamlet, and neighborhood. Each project not only fulfills aspirations, strengthens unity, and increases people's trust in the Party committee and government, but also continues to realize the principle that the people benefit from the fruits of the province's development.
