Accordingly, this list is the largest ever, covering most stages from power generation, transmission, electricity import, to gas-LNG infrastructure and petrochemical refining.

Specifically, the approved list includes: 32 power source projects (21 thermal power plant projects, 9 hydropower plant projects, 2 offshore wind power projects); 7 LNG warehouse projects; 7 projects in the gas-electricity project chain.
Along with that are a number of power line and transformer station projects (12 projects to connect and release power source capacity, 8 projects to increase electricity import, 14 projects to increase transmission capacity and supply electricity to large load areas).
There is also 1 petrochemical refinery project (Dung Quat Oil Refinery Upgrade and Expansion Project); 3 projects of industrial and renewable energy service centers in the South Central and South regions (High voltage underground cable manufacturing factory serving renewable energy projects; Industrial and renewable energy service center project in Ho Chi Minh City; Khanh Hoa industrial and renewable energy service center).
The Prime Minister requested that during the implementation process, if amendments or supplements are needed, the Ministry of Industry and Trade shall review, synthesize opinions, propose adjustments and supplements to the list in accordance with actual requirements, and submit them to the Prime Minister for consideration and decision.
This Decision takes effect from December 2, 2025 and replaces Decision No. 270/QD-TTg dated April 2, 2024 of the Prime Minister approving the list of important national programs, works and projects, key to the energy sector.
